Abstract

Kementerian/lembaga/daerah yang menghasilkan inovasi terbaik dalam kompetisi inovasi pelayanan publik memperoleh penghargaan top-99 perlu dijadikan contoh dengan mereplikasi model inovasinya untuk peningkatan kualitas layanan publik instansi lainnya. Oleh karena itu, dilakukan kajian mencari model inovasi pelayanan administrasi kependudukan (adminduk) yang dapat direplikasi, dengan rumusan permasalahan, apa model inovasi pelayanan adminduk yang dapat direplikasi? Bagaimana cara mereplikasi model inovasi pelayanan tersebut? Metode penelitian kajian pustaka digunakan dengan memanfaatkan referensi, dokumen dan data yang relevan. Teknik accidental sampling digunakan untuk mengambil sampel sejumlah 10 instansi yang diberi penghargaan inovasi pelayanan adminduk top-99 tahun 2018, 2019 dan 2020, kemudian melakukan analisis data deskriptif kualitatif sehingga diperoleh model inovasi pelayanan adminduk yang dapat direplikasi. Kajian dilakukan semester pertama tahun 2020.  Hasil kajian menemukan model inovasi pelayanan adminduk sebanyak 12  inovasi terbaik yang dapat direplikasi oleh instansi lainnya. Replikasi model tersebut dapat dilakukan dengan cara adopsi, adaptasi dan modifikasi. Instansi daerah lain perlu mereplikasi model tersebut untuk meningkatkan kualitas layanan adminduk.

Abstract

There are various population administration (adminduk) services, in various provinces, districts and cities in Indonesia. However, the quality of service varies, because geographical conditions, local and global problems, as well as the ability to implement policies it faces varies. Then, it is necessary to have an innovation that has a typology as needed to improve service quality. Therefore, the research was conducted about development of public service innovation typology. This paper attempt to addres a key research question, how typology of adminduk service innovation? The aim of this research was to identify the typology of adminduk service innovation. The research method uses literature review by using relevant references, documents and data. The sample of this research in total 23 agencies that carry out adminduk service innovation. The sample was taken using accidental sampling technique, as the data source. Qualitative descriptive data analysis was used to identify a typology of adminduk service innovation. The research was conducted in the first semester of 2020. The results of this study shown, typology of adminduk public service innovation, consisting of 8 types of innovation, namely: innovation of input, proces, output, system, concept, administration, technology, governance. The relevant population and civil registration agency need to identify a typology of innovation as needed before the process of initiation or replication of innovation is carried out in order to reach efficient and effective results.

Abstract

Imam al-Ghazali (1058-1111) was a classical Muslim scholar and the author of the Ihya' Ulumiddin books which contains both naqli and aqli branches of science, and an explanation of the maintenance of government power including the sultan's properties, his entry and granting of halal and haram; as well as amar-ma'ruf and nahi munkar against him. So it can be assumed, the Ihya’ Ulumiddin also contains concepts and categories that are relevant to the public administration contemporary. Therefore, a study was conducted with a problem formulation, how did Imam al-Ghazali’s thoughts on public administration science? The research objective was to identify the concepts of Imam al-Gazali’s thoughts on public administration science in Ihya' Ulumiddin. Research methods using library research with a qualitative descriptive approach. The source of data is Ihya' Ulumiddin, as for the focus of research is the public administration. Data collection using a deductive-inductive technique. Next, the data are discussed using a synthesis analysis technique for making conclusions. The research was conducted in 2020. The results are shown, that the concept of Imam al-Ghazali's thought on public administration science in the discussion of government administration, covering halal and haram income and expenditure, organizational of government officials, personnel and salary, leadership and managing, as well as the concept of good governance is determined by dynamics among sultan, judges, ulemas and the people through the enforcement of amar ma'ruf and nahi munkar. The concept was relevant to contemporary public administration, then it needs to be applied to realize good governance.
