Abstract

Cooperatives are an important part of the nation's economic system which is believed to be a financial institution that favors the weak economic group, and is one of the spearheads of the people's economy in accordance with Article 3 of the Cooperative Law Number 25 of 1992. Kuningan has 570 cooperatives, but only 440 cooperatives have a healthy status. The remaining 170 cooperatives are in a vacuum. The Pasir Batang Sejahtera Multipurpose Services Cooperative is one of the cooperatives engaged in all-round business services which includes the following business units:. Coffee cultivation and processing services, Tourism Management Services, Agro Business Processing Services (agriculture, animal husbandry) and Community Empowerment Services consisting of the people of Karangsari Village, Darma District, Kuningan Regency and surrounding areas. Cooperatives are one of the sectors that have most felt the impact of the Corona Virus (Covid-19) outbreak, including the Pasir Batang Sejahtera Multipurpose Services Cooperative experiencing problems. Limited human resources, especially understanding of the management of cooperatives in the tourism sector, do not yet have a business network or partnership (Policy). Abstract

Permasalahan Pokok dalam Penelitian ini adalah belum terlaksananya model jejaring kebijakan sebagai fokus yang bukan hanya menuntut keterlibatan para aktor sebagai partisipan, melainkan hubungan saling menguntungkan di antara aktor dalam kerangka good governance antara pemerintah dengan dunia usaha, dan masyarakat dalam pengembangan pariwisata sebagai industri yang multidimensi dan lintas sektoral, serta memerlukan keterlibatan semua pihak agar mencapai pembangunan pariwisata berkelanjutan. Penelitian bertujuan untuk mengetahui Model Jejaring Kebijakan dalam menunjang kebijakan pariwisata berkelanjutan di Kabupaten Kuningan baik sektor ekonomi, lingkungan dan sosial budaya. Desain penelitian menggunakan pendekatan kualitatif, dengan metode fenomenologi. Hasil penelitian dapat dijelaskan bahwa Kabupaten Kuningan memiliki potensi pariwisata di berbagai bidang namun belum adanya pemahaman jejaring Kebijakan terkait fokus pembangunan daerah pariwisata yang berkelanjutan, Sehingga diperlukan komitmen pemerintah terhadap sektor pariwisata dengan menjadikan pariwisata sebagai fokus pembangunan, meluncurkan konsep icon city branding, meningkatkan jejaring kebijakan dan hubungan komunikasi dan kordinasi antar lembaga dalam pengelolaan pariwisata, serta penyusunan Master Plan Kepariwisataan, juga dukungan regulasi dalam pengembangan Sumber Daya yang dimiliki.

Abstract

The pathology of the bureaucracy is a disease in the state bureaucracy that arises due to the behaviour of the bureaucrats and the conditions that open up opportunities for it, whether related to politics, economics, social culture and technology. The role of the bureaucracy as the implementer of political policy, or in other words the bureaucracy as the organizer of the government, then the pathology of the bureaucracy can be interpreted as a problem or problem that occurs in government administration due to the inability of the bureaucracy's performance to meet public needs properly. The pathology of the bureaucracy can be manifested in the inability of political officials in the executive (elected due to political mandates) or the performance problems of elected public officials, namely officials in the bureaucracy who occupy positions due to the political process. Or because of the performance of administrative leaders, namely career bureaucrats who occupy career positions in the bureaucracy. Or the bureaucracy itself as an institution, or government agents or bureaucrats who are unable to provide public satisfaction. With the emergence of bureaucratic disease in the organizational structure, it has become a major influence in service. In addition, there is still discrimination in services or differences in services including the E-KTP making service provided by officers to the community. The level of response or staff skills which is still low, needs to be improved and is important in influencing the level of community satisfaction where the service is fair and regardless of status and position supported by the availability of adequate facilities and infrastructure in administrative services.

Abstract

Organizational culture provides identity for members of the organization and evokes commitment to beliefs and values ​​that are greater than itself. Organizational culture needs to have values, norms, guidelines that must be implemented. These values ​​and beliefs will be realized through the employee's daily behavior at work. Problems related to the influence of organizational culture on performance in the Human Resources and Human Resources Development Agency of Ciamis Regency, which is seen from the timeliness indicator where the apparatus paid little attention to the timeliness of work and efficient work in the report of the Employee Work Unit. This is because the organizational culture has not been fully implemented based on the prime characteristics of organizational culture including stability. The research method used is the Explanatory Survey research method using quantitative analysis, while the questionnaire technique using Accidental Sampling technique is distributed to 30 respondents. The results show that organizational culture has a close influence on performance in the Ciamis Regency Human Resources Development and Human Resources Development Agency, this influence is positive, meaning that the organizational culture in the Human Resources and Human Resources Development Agency of Ciamis Regency if applied in accordance with the characteristics organizational culture well, the performance of the Apparatus at the Human Resources and Human Resources Development Agency of Ciamis Regency will increase. The constraints faced by the Ciamis Regency Human Resources and Human Resources Development Agency are as follows: The unclear information conveyed by each of the leaders of the organization's sub-section to the apartment, the lack of firmness from the head of the agency and the section head to the apparatus to be on time to complete the work and lacks good cooperation between employees because they are more concerned with individual work completion. The efforts made to overcome the obstacles are as follows: The organization needs to provide information to the apparatus clearly, so that the information can be received and implemented by the entire apparatus so that there will be no misunderstanding or interpretation, the head of the body and the section head need to be more assertive Again in dealing with the apparatus by giving stricter regulations again also giving a good reflection on the apparatus, the head of the agency or the head of the field needs to pay more attention to the apparatus in completing each job so that it can be seen whether the apparatus is careful in completing the work or not. Abstract

Budaya gotong royong ini sebenarna bukan hal baru dalam peradaban masyarakat Indonesia. Hakikatnya manusia merupakan makhluk sosial yang tidak biasa hidup sendiri namun membutuhkan pertolongan manusia lain. Oleh sebab itu di dalam kehidupan masyarakat diperlukan adanya kerjasama dan sikap gotong royong dalam menyelesaikan segala permasalahan Ketika gotong royong menjadi penciri dari Kearifan Lokal bangsa Indonesia yang menunjukkan kohesi sosial dalam solidaritas sosial dan interaksi sosial ini merupakan sebuah modal sosial bagsa Indonesia. Collaborative Governance sebagai suatu terobosan dalam tata kelola pemerintahan menjadi solusi karena keterlibatan berbagai pihak didalamnya. Yang perlu di garis bawahi bahwa budaya gotong royong di Indonesia merupakan modal dasar dari pada pelaksanan konsep Collaborative Governance. Gotong royong yang menjadi kebiasaan sehingga membudaya di masyarakat Indonesia tentunya menjadi faktor pendukung bagi pemerintah dalam melaksanakan konsep collaborative governance.
