Abstract

One of problems in Hulu Sungai Utara Regency is garbage. The volume of waste in Amuntai is estimated to reach 100 cubic meters per day, while BPLH only has five trucks and four containers. Each freight carcan only carry as much as six cubic meters. In carrying out the maximum transport of container a day can be done three times to four times. In this research, a qualitative approach is used to solve problemsrelated to Waste Management in Market, Hygiene, and Urban Agency in Waste Management in Upper River North Regency, and the type of research used is descriptive as it is possible in a qualitative approach. Research results include insufficient facilities and infrastructure, lack of human resources, and also lack of community participation in participating in maintaining cleanliness due to lack of socialization. Suggestions given in the form of increasing the budget for the provision of facilities and infrastructure, to provide socialization by using television, radio, and sticker sticking, and held hygiene contest between villages.

Abstract

In Hulu Sungai Utara Regency, the issue of billboards is regulated in the Hulu Sungai Utara district regulation Number 28 of 2011 concerning advertisement tax, the related Office related to the implementation of this regional regulation is the Investment Office, One Stop Integrated Services and Labor, licensing, Agency Management of Regional Taxes and Retributions related to advertisement tax, the Civil Service Police Unit as supervisor, and the City Planning Division as structuring the beauty of the city at the Housing, Settlements and Environment Agency, as a disposition to place billboards. The implementation of this advertisement tax still found problems such as the discovery of billboards with three layers of banners, as well as the installation of banners in the prohibition zone. The results of the research indicate that the communication of the relevant institutions already understands their respective main tasks and functions in implementing Regional Regulation number 28 of 2011 concerning Billboard Taxes, only the lack of communication between institutions, so that the process of implementing Regional Regulations relating to communication has not well, the resources responsible for installing billboards are not yet available, while if referring to the duties and functions of the Regional Tax and Retribution Management Agency it is not clearly regulated who is responsible for carrying out the billboard installation, and if it is associated with Regional Regulation No. 28/2011 not regulated by officers or special resources in carrying out the installation of this billboard, Keywords: implementation; policy; local regulation.

Abstract

Sampah adalah sisa kegiatan sehari - hari manusia terdiri atas sampah rumah tangga dan sampah sejenis rumah tangga baik itu yang dapat terurai maupun tidak dapat terurai. Permasalahan yang dihadapi diantaranya masih banyaknya sampah liar yang dibuang sembarangan, Belum adanya pemilahan sampah yang dilakukan masyarakat, Kurangnya kesadaran masyarakat dalam kebersihan lingkungan, Kurangnya sosialisasi dari pemerintah desa maupun pemerintah kabupaten kepada masyarakat terhadap pengelolaan sampah rumah tangga dan sampah sejenis rumah tangga. Tujuan dari penelitian ini adalah untuk mengetahui implementasi Peraturan Daerah Nomor 16 Tahun 2021 Tentang Pengelolaan sampah Rumah Tangga dan Sampah Sejenis Rumah Tangga di Desa Batang Kulur Tengah dan faktor-faktor yang mempengaruhinya. Implementasi Peraturan Daerah Nomor 16 Tahun 2021 Tentang Pengelolaan Sampah Rumah Tangga dan Sampah Sejenis Rumah Tangga Di desa Batang Kulur Tengah Kab. Hal ini dapat dilihat dari indikator transmisi (penyaluran komunikasi) baik dilaksanakan. Staf atau petugas di desa Batang Kulur Tengah sudah memadai dan baik. Kemudian faktor-faktor yang Implementasi Peraturan Daerah Nomor 16 Tahun 2021 Tentang Pengelolaan Sampah Rumah Tangga dan Sampah Sejenis Rumah Tangga Di Desa Batang Kulur Tengah Kab. Faktor penghambat yang meliputi kejelasan, informasi, fasilitas, kognisi (sikap), Arahan dan tanggapan belum baik. Adapun saran dari peneliti adalah bagi pemerintah daerah khususnya diharapkan agar segera sosialisasi terhadap perda ini baik sosialisasi secara langsung maupun media yang dapat memberikan pemahaman kepada masyarakat. Bagi pemerintah desa, diharapkan agar lebih bisa berperan aktif dalam membantu masyarakat tentang arti pentingnya pengelolaan sampah. Bagi Masyarakat, diharapkan agar untuk lebih sadar mengenai pengelolaan sampah yang dibuang.

Abstract

The background of this research problem is the lack of supporting facilities and infrastructure for archiving such as filing cabinets, filing boxes, and computer equipment, the lack of special storage space for archives causes archives to pile up in inappropriate places, such as on desks or in employee drawers, weak classification and labeling causes the archive search process to be inefficient and vulnerable to loss or damage to important data. The purpose of this study is to determine the Archives Management at the Youth, Sports and Tourism Office of Hulu Sungai Utara Regency and the factors that influence it. This study uses a qualitative approach with a descriptive-qualitative research type. Data collection techniques used are interviews, observations, and documentation. Data sources were taken through purposive sampling of 12 people. After the data was collected, it was analyzed using techniques including data reduction, data presentation, and conclusion drawing. The results of the study indicate that Archives Management at the Youth, Sports and Tourism Office of Hulu Sungai Utara Regency is quite good as seen: In the Sub-variable, First, human resources include employee skills in managing archives Quite good. Employee training in archive management Quite good. Second, facilities and infrastructure include archival equipment Not good, because there has been no  additional equipment such as filing cabinets, archive boxes, archive shelves and paper shredders that are not yet available. Facilities Not good, incomplete such as computer equipment that is still lacking. Third, the archival system includes the creation of archives is quite good, the use and maintenance are quite good. Fourth, archival policies include good laws, good government regulations. Fifth, funds/budgets include procurement of facilities Not good, incomplete facilities such as archive cabinets, archive boxes, roll o packs and computer equipment, procurement of infrastructure Not good, because there is no special room for storing archives, so the archives are stored together with the employee's work space. Sixth, socialization and appreciation of archival includes providing guidance to archival officers is quite good, giving appreciation for employee performance Not good, because they have never been given appreciation and awards. Influencing factors, which include inhibiting factors, namely the unavailability of a special room for storing archives, the still lack of availability of archive boxes, filling cabinets, archive cabinets, numerators, archive shelves, rotary, computer equipment and vertical plan files and driving factors, namely employee skills in managing archives. In order for Archives Management at the Youth, Sports and Tourism Office of Hulu Sungai Utara Regency to be more optimal, it is recommended that the Head of the Office add Human Resources or officers so that archives management is better and complete infrastructure such as special rooms for storing archives and facilities that are less available such as archive boxes, filling cabinets, archive cupboards, numerators, archive shelves, rotarty, computer equipment and vertical plan files to support archival activities and also officers are given appreciation for their performance in archival management.
