Abstract

Communication has an important role in supporting task implementation and performance achievement. Human Resources (HR) as an important asset of an organization are required to have communication competencies. At the Ministry of Finance, communication is one of the managerial competencies that employees must possess. To improve communication competence, Communication Skills Training was held. This paper aims to evaluate the Communication Skills Training at the Yogyakarta Financial Education and Training Agency. The evaluation method used is the Kirkpatrick level 1 and 2 methods to measure participant satisfaction with the instructor and administrator, as well as to measure changes in the competence of trainees before and after training. This research is a type of evaluation research using primary and secondary data sources. Primary data comes from questionnaires, test results, and observations, and secondary data comes from document searches. The analysis method uses IPA (Importance Performance Analysis) analysis and paired t test. The results showed that the participants were satisfied and rated the teaching and administration very well with a score of 4.70 for the evaluation of the administration and 4.81 for the evaluation of the trainer. Meanwhile, the participant evaluation shows that there is an increase in the knowledge of the training participants before and after the training.

Abstract

This study aims to analyze policies and implementation of budget reallocation, refocusing activities, and procurement of goods and services during the Covid-19 pandemic. This activity is a policy step for the Ministry of Finance to provide the budget needed to handle Covid-19 in various fields, namely health, economy, finance, and social affairs. Handling the impact of covid-19 is part of public service to the community. Reallocation and refocusing activities carried out with integrity and prioritizing the public interest will result in activities and budgets that are responsive to handling the impact of a pandemic. This research is exploratory qualitative research using primary data in the form of observations during reallocation, refocusing, and procurement of goods and services and secondary data in the form of regulations, news, literature review. The results showed that through budget reallocation and refocusing activities, the budget collection could be carried out to overcome the impact of covid-19. Supervision of budget execution is needed in the context of handling covid-19 and an attitude of integrity from work unit financial managers.

Abstract

This study aims to analyze cases of corruption that occur in the procurement of government goods and services through the owner estimate (HPS) instrument. Corruption in the procurement of goods and services is ranked second after the bribery case. The preparation and determination of HPS as an important part of the procurement of goods/services implementation process carried out by the Committing Officer (PPK). HPS was prepared before the PBJ implementation process. By the provider, HPS is used as a basis for bidding. Meanwhile, by procurement officials and ULP, HPS is the basis for evaluating bids. Analysis using normative methods with qualitative approaches with primary and secondary data. The results showed that corruption cases in the procurement planning are caused by a mistake in the preparation of HPS. The mistake was caused by the HPS compiled by the vendor. PPK lacked the substance of the work and the case of mark up prices. Another cause was the data available for the preparation of HPS is so diverse that PPK compiles HPS without going through expertise calculations. The application of criminal law in the PBJ case is expected to be able to sustain the implementation of good government and public services through the State Budget. That goal can be achieved through the preparation of the right HPS so as to minimize the occurrence of corruption in Indonesia.

Abstract

Penelitian ini bertujuan untuk menganalisis publikasi pada layanan publik pembelajaran daring di masa pandemi COVID-19. Stakeholder sebagai penerima layanan merupakan pihak yang harus dilayani sehubungan dengan produk jasa yang dihasilkan instansi pemerintah. Pembelajaran pada BPPK pada awal dan selama masa pandemi menggunakan kegiatan Kemeneku Corpu Open Class, Kemenkeu Corpu Talk dan seminar online sebagai andalannya. Penelitian menggunakan metode kualitatif deskriptif dengan pendekatan eksplanatoris menggunakan sumber data sekunder berupa poster/ flyer dan data dari media sosial. Dengan beragam kelebihan yang dimilikinya, kegiatan tersebut menjadi daya tarik bagi stakeholder baik langsung maupun tidak langsung untuk mengikutinya karena beragam tema yang ditawarkan melalui publikasi yang menarik. Walaupun memiliki beberapa kelemahan, namun publikasi kegiatan ini mampu diandalkan. KCT, KC Open Class dan seminar online tetap dipertahankan di masa mendatang selepas pandemi berakhir.
