Abstract

This research explores BUM Desa business process, to find out the BUM Desa business practices which are considered to perform well in Lampung Province, as financial profit oriented economic institutions as well as social oriented,, with descriptive qualitative research methods. Profile of BUM Desa that was appointed in this study was BUM Desa Swadesa Arta Mandiri, Wonomarto Village, North Lampung Regency, which has several business units, such as managing water tourism, trade, village markets, waste management, and financial institutions. Ideally, the two functions of BUM Desa as profit institutions and social institutions can work synergistically. The ability of BUM Desa managers to integrate social and profit functions well, will give birth to a more optimal institutional performance in providing economic and social benefits to the village community. The concept of social entrepreneurship is good for development by BUM Desa managers. The measure of the success of BUM Desa is not merely in the form of money profits, but rather in its ability to move and dynamize the wheels of the village economy, so as to increase the economic capacity of its citizens

Abstract

Abstract: This study aims to identify forms of synergy between provincial, districts, and city governments in the management of primary and secondary education by involving cross-stakeholders. This study uses a qualitative method. The conclusion of this research is the development of the education sector cannot be done partially. Institutions are needed for coordination, integration, and acceleration of the increase and even distribution of quality of education in Lampung Province, which represents provincial, districts, and city level policy makers. Increasing teacher competency needs to be a priority of the provincial, districts, and city governments in efforts to improve and evenly distribute the quality of primary and secondary education, including the ability and mastery of soft skills. Supporting infrastructure also determines the success of the development of the education sector. Provincial, districts, and city governments also need to develop special learning models, aimed at students with special intelligence and talent potential. Abstract

Berbagai upaya telah dilakukan Pemerintah Provinsi Lampung untuk memperbaiki tata kelola pemerintahan dan meningkatkan kualitas pelayanan publik. Pemanfaatan sistem pemerintahan berbasis elektronik juga telah dikembangkan terutama dalam proses perencanaan dan pengelolaan keuangan daerah. Seperti halnya dalam upaya peningkatan pendapatan asli daerah (PAD) pada Pemerintah Provinsi Lampung. Tujuan penelitian ini adalah untuk mengetahui tahap pengembangan pemanfaatan teknologi informasi dan komunikasi pada Badan Pendapatan Daerah (Bapenda) Provinsi Lampung dalam upaya mengoptimalkan PAD, khususnya dari sektor pajak yang telah dijalankan selama ini. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Pemanfaatan teknologi dalam pengelolaan pendapatan daerah di Provinsi Lampung sudah sampai tahap evolusi ketiga menurut Primozic et.al. (1991). Teknologi informasi sudah dilibatkan dalam proses pemberian layanan perpajakan sebagai salah satu sumber PAD, sehingga mampu meningkatkan kinerja lembaga. Namun, pemanfaatan teknologi informasi dalam pengambilan keputusan perlu lebih dioptimalkan, sebagaimana tahap evolusi keempat dan kelima.

Abstract

The COVID-19 pandemic has had an impact on the delivery of public services. Various adjustments and arrangements have been made by regional apparatus that provide public services within the Lampung Provincial Government. The capacity of regional apparatus organizations, especially those related to public services, still needs to be improved. The identification of impacts and alternative responses that are important for public service organizations in dealing with this pandemic is reviewed using qualitative research methods. The results of interviews using questionnaires with civil servant respondents who provide public services in the local government of Lampung Province show that the main obstacles in improving the quality of public services that are important to be addressed immediately are related to the capacity of human resources of the apparatus, supporting infrastructure for public services, utilization of information and communication technology that is more optimal, and commitment of leaders in realizing higher quality organizations and public services. Integrated governance and proper investment in human resources, technology, and managerial aspects are increasingly urgent to be realized. The mechanism of interaction and connectivity between providers and users of public services also still needs to be improved, so that it is hoped that the government and the community will be closer, synergies can be stronger, and new initiatives will be more facilitated. The public needs to be more involved in efforts to improve the quality of public services provided by the government.
