<![CDATA[Tenaga kerja yang kompeten, profesional dan produktif merupakan kunci dari keberhasilan pembangunan di semua sektor. Untuk itu Pemerintah dan Pemerintah Daerah mempunyai kewenangan untuk melaksanakan program peningkatan produktivitas tenaga kerja di wilayah kabupaten/kota. Berdasarkan Peraturan Pemerintah No. 38 Tahun 2007 bahwa Pemerintah Kabupaten mempunyai wewenang dalam Pembina Lapangan pelatihan kerja di wilayah masing-masing. Dalam tulisan ini akan dibahas kewenangan Pemerintah Kabupaten dalam pembinaan dan produktifitas tenaga kerja di Kabupaten Banggai serta faktor-faktor yang mempengaruhinya. Metode penelitian yang digunakan adalah penelitian hukum empiris dengan tipe yuridis sosiologis. Hasil penelitian di Kabupaten Banggai menunjukkan bahwa pelaksanaan wewenang pembinaan pelatihan dan produktifitas tenaga kerja meliputi pelaksanaan pelatihan berdasarkan unit kompetensi, pembinaan lembaga pelatihan kerja swasta, perizinan dan pendaftaran lembaga pelatihan kerja, konsultasi produktifitas pada perusahaan kecil dan pengukuran produktifitas tingkat daerah telah dilaksanakan. Adapun faktor-faktor yang mempengaruhi pelaksanaan kewenangan tersebut terdiri atas faktor pendukung dan faktor penghambat.
