Abstract

Electronic Integrated Licensing Services or Online Single Submission, hereinafter abbreviated as OSS, are Business Licenses issued by OSS Institutions for and on behalf of ministers, heads of institutions, governors, or regents/mayors to business actors through integrated electronic systems. Jember Regency as one of the Regencies that have implemented OSS,began to implement it in 2018. This service is a government effort to simplify business licensing and create an integrated licensing service model that is fast, inexpensive and certain. In this study the researchers used the Edward III Theory of communication, bureaucratic structure, disposition and resources. The results of this study show that Jember?sInvestment and Integrated One-Stop Service is not yet optimal in carrying out its duties, because in the bureaucratic structure no SOP for this policy resulting in overlapping responsibilities because the organizers are responsible for serving Single Online services Submission (OSS) also serves services manually. In addition, even though the Jember regency government has conducted licensing related online, there are still many people and business people from those who are processing the permits to the One Stop Integrated Investment and Service Office of Jember Regency.

Abstract

The disharmony of the relationship between the local government and the village government has been felt since the enactment of Law no. 6 of 2014. The excessive and often misunderstood spirit of village autonomy for most village governments seems to have resulted in a disharmony relationship with the local government above it. Therefore, it is necessary to integrate authority in order to produce strategic policy outputs that are needed to advance and improve people's welfare. The integration of the implementation of village development between local and village governments needs to be addressed. Integration can be built in two ways, namely: communication and coordination. There are 3 ways of integration that must be done by local governments, among others; integrated in the field of authority, integrated in the financial sector, and integrated in the field of public services-SDA. To realize the integration of the authority of the local government and village government, Collaborative governance is an alternative as an interactive process that involves a group of people autonomously who utilizes shared rules with norms and organizational structures to solve problems, reach agreements to take joint actions, and share resources such as information, funds, or staff.

Abstract

Public services are present as a form of service and government performance as a regulator in running and managing the ongoing government. The form of public services is divided into various forms and each has its own target as an effort to enforce the government process and control the administration.The community as the recipient of public services is also the party who is obliged to not only receive services, but also to implement and comply with the rules set by the government as a government regulator.The form of public service itself is dynamic enough to adapt to the conditions and needs that develop in the community. The online population administration process and program as implemented by Dispendukcapil Jember in the Lahbako application network is one example of the implementation of public services in the population administration sector which has experienced adjustments and changes due to several factors that occur in the community itself. Ambulu sub-district is a quite interesting locus, apart from heterogeneity but also various other factors that make the implementation of the LAHBAKO application network in the sub-district has a different and interesting value.Keywords: Implementation, population administration, LAHBAKOÂ
