Abstract

Electronic Integrated Licensing Services or Online Single Submission, hereinafter abbreviated as OSS, are Business Licenses issued by OSS Institutions for and on behalf of ministers, heads of institutions, governors, or regents/mayors to business actors through integrated electronic systems. Jember Regency as one of the Regencies that have implemented OSS,began to implement it in 2018. This service is a government effort to simplify business licensing and create an integrated licensing service model that is fast, inexpensive and certain. In this study the researchers used the Edward III Theory of communication, bureaucratic structure, disposition and resources. The results of this study show that Jember?sInvestment and Integrated One-Stop Service is not yet optimal in carrying out its duties, because in the bureaucratic structure no SOP for this policy resulting in overlapping responsibilities because the organizers are responsible for serving Single Online services Submission (OSS) also serves services manually. In addition, even though the Jember regency government has conducted licensing related online, there are still many people and business people from those who are processing the permits to the One Stop Integrated Investment and Service Office of Jember Regency.

Abstract

The disharmony of the relationship between the local government and the village government has been felt since the enactment of Law no. 6 of 2014. The excessive and often misunderstood spirit of village autonomy for most village governments seems to have resulted in a disharmony relationship with the local government above it. Therefore, it is necessary to integrate authority in order to produce strategic policy outputs that are needed to advance and improve people's welfare. The integration of the implementation of village development between local and village governments needs to be addressed. Integration can be built in two ways, namely: communication and coordination. There are 3 ways of integration that must be done by local governments, among others; integrated in the field of authority, integrated in the financial sector, and integrated in the field of public services-SDA. To realize the integration of the authority of the local government and village government, Collaborative governance is an alternative as an interactive process that involves a group of people autonomously who utilizes shared rules with norms and organizational structures to solve problems, reach agreements to take joint actions, and share resources such as information, funds, or staff.

Abstract

Public services are present as a form of service and government performance as a regulator in running and managing the ongoing government. The form of public services is divided into various forms and each has its own target as an effort to enforce the government process and control the administration.The community as the recipient of public services is also the party who is obliged to not only receive services, but also to implement and comply with the rules set by the government as a government regulator.The form of public service itself is dynamic enough to adapt to the conditions and needs that develop in the community. The online population administration process and program as implemented by Dispendukcapil Jember in the Lahbako application network is one example of the implementation of public services in the population administration sector which has experienced adjustments and changes due to several factors that occur in the community itself. Ambulu sub-district is a quite interesting locus, apart from heterogeneity but also various other factors that make the implementation of the LAHBAKO application network in the sub-district has a different and interesting value.Keywords: Implementation, population administration, LAHBAKO

Abstract

Penelitian ini bertujuan untuk mengkaji peran Pemerintah Desa dalam memperkuat kelembagaan Koperasi Merah Putih sebagai salah satu upaya meningkatkan partisipasi masyarakat di Desa Genteng Kulon, Kecamatan Genteng, Kabupaten Banyuwangi. Kajian ini dilatarbelakangi oleh pentingnya keberadaan koperasi desa sebagai sarana pengembangan ekonomi lokal yang berlandaskan partisipasi masyarakat dalam konteks pelaksanaan otonomi desa. Dalam hal ini, pemerintah desa menempati posisi yang strategis sebagai aktor kunci dalam menjamin keberlanjutan koperasi melalui fungsi penginisiasian, fasilitasi, pembinaan, serta pengawasan kelembagaan. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi dengan melibatkan informan yang terdiri atas aparatur pemerintah desa, pengurus koperasi, serta anggota masyarakat. Proses analisis data mengacu pada model interaktif Miles dan Huberman yang mencakup tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Pemerintah Desa Genteng Kulon telah menjalankan peran yang aktif dalam penguatan kelembagaan Koperasi Merah Putih, antara lain melalui penataan struktur organisasi, peningkatan kapasitas sumber daya manusia, penguatan norma dan aturan kelembagaan, pengembangan relasi antaraktor, serta pembangunan legitimasi sosial koperasi di lingkungan masyarakat. Pelaksanaan peran tersebut berdampak pada meningkatnya partisipasi masyarakat, baik dalam keanggotaan koperasi, keterlibatan dalam proses pengambilan keputusan, maupun partisipasi dalam aktivitas usaha koperasi. Meskipun demikian, penelitian ini juga mengidentifikasi sejumlah kendala, seperti keterbatasan kapasitas sumber daya manusia dan belum meratanya pemahaman masyarakat mengenai fungsi dan peran koperasi. Oleh karena itu, diperlukan upaya penguatan kelembagaan yang berkelanjutan, partisipatif, dan adaptif agar koperasi desa mampu berfungsi secara optimal sebagai pilar ekonomi kerakyatan.

Abstract

Krisis air bersih yang terjadi berulang setiap musim kemarau di Desa Purnama, Kecamatan Tegal Ampel, Kabupaten Bondowoso, mendorong dilaksanakannya program penanggulangan melalui pembangunan sumur bor dan jaringan pipanisasi. Program ini melibatkan pemerintah desa, BPBD, lembaga sosial, dan masyarakat sehingga memerlukan tata kelola kolaboratif. Penelitian ini bertujuan menganalisis penerapan tata kelola kolaboratif serta peran dan kontribusi antaraktor dalam mendukung pengelolaan air bersih yang berkelanjutan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik wawancara, observasi, dan dokumentasi. Analisis data mengacu pada model Collaborative Governance Regime yang dikemukakan oleh Kirk Emerson, Tina Nabatchi, dan Stephen Balogh, dengan fokus pada drivers of collaboration, principled engagement, shared motivation, dan capacity for joint action. Hasil penelitian menunjukkan kolaborasi terbentuk akibat krisis air dan keterbatasan sumber daya desa. Musyawarah dan koordinasi memperkuat principled engagement, kesamaan pemahaman membangun shared motivation, serta pembagian peran, integrasi pendanaan, dan pembentukan lembaga pengelola mendukung capacity for joint action. Secara keseluruhan, tata kelola kolaboratif di Desa Purnama berjalan efektif dan mendukung keberlanjutan pengelolaan air bersih.

Abstract

Sukorambi Village, Sukorambi District, Jember Regency, which is rich in local potential, especially abundant natural resources and is very strategic in improving local product management (UMKM). and compete with other products, thus, development and empowerment in Sukorambi District is important to improve the quality, production and marketing of UMKM products in Sukorambi Village. Empowerment activities that are expected to help the development of UMKM and are sustainable are achieved so that the products marketed are able to compete with other products. Therefore, Solutions to Problems in developing local UMKM products in Sukorambi Village use a Collaborative Governance approach, which offers the concept of empowerment by involving various stakeholders or multidimensional, this concept places the community as the subject of empowerment so that the program to be carried out truly answers community problems, development UMKM local products involve the community, village government, and the private sector.

Abstract

Sukosari Village, located in Sukowono Sub-district, Jember Regency, East Java Province, has an area of 531.888 hectares with the majority of the population working as farmers. Despite its great potential, the socioeconomic condition of the village community is still relatively low compared to the average of Jember Regency. This study aims to analyze the implementation of village funds in community empowerment efforts in Sukosari Village. The main focus lies on improving access to education and health services as an effort to improve the quality of life and human resources. The results show that the implementation of village funds in Sukosari village faces various challenges, including aspects of management, human resources and infrastructure. Good management of village funds is essential to ensure the effectiveness of programs designed for community welfare. In addition, the availability of qualified human resources and adequate infrastructure also determine the success of this program. To improve community welfare, several improvement measures are recommended, including: the creation of economic empowerment programs, increased access to education through scholarship programs, and improved health services through mobile health center programs and the expansion of health infrastructure. With these measures, it is hoped that Sukosari Village can achieve more equitable and sustainable welfare. The study concludes that despite the complex challenges, with effective management of village funds and improved human resources and infrastructure, Sukosari Village has great potential to improve its socioeconomic conditions. Proper implementation will pave the way for village progress, making Sukosari Village an example for other villages in optimizing village funds for community empowerment and sustainable development. Abstract

Regional development is a complex effort and requires synergy between various related parties, including local governments and cooperation partners. Cooperation partners in regional development planning have a very important role in achieving sustainable and effective development goals. In this context, the effectiveness of cooperation partners is the main key to ensuring that existing resources and potential can be utilized optimally. The importance of cooperation between local governments and cooperation partners lies not only in the financial aspect, but also involves the exchange of knowledge, technology, and experience. In this era of globalization, where development challenges are increasingly complex, the involvement of cooperation partners is a must to increase regional capacity and competitiveness. The effectiveness of cooperation partners is also very relevant to the participatory concept in regional development planning. By involving various parties, including the private sector, civil society, and academic institutions, development planning can be more holistic and able to respond to various needs and aspirations of the community. Research cooperation partners are institutions or individuals who work together in implementing research activities. This kind of collaboration can involve various sectors, including educational institutions, government, industry, and non-profit organizations.
