Abstract

Penataan arsip inaktif yang merupakan bagian dari pemeliharaan arsip menjadi sangat penting untuk dilakukan oleh pencipta arsip karena bertujuan untuk menjaga keautentikan, keutuhan, keamanan, keselamatan, serta menjamin ketersediaan informasi arsip. Selaku pencipta arsip, Arsip Nasional Republik Indonesia (ANRI) perlu melakukan penataan arsip inaktif secara efektif dan efisien. Permasalahan yang timbul di antaranya adalah kapasitas ruang penyimpanan yang kurang luas, metode yang digunakan kurang efektif dan efisien, serta penyusutan arsip yang sulit dilakukan. Pemilihan metode perlu dilakukan untuk menyelesaikan masalah tersebut. Pemilihan metode penataan arsip inaktif dilakukan dengan menggunakan analisis Urgency, Seriousness, Growth (USG). Adapun evaluasi metode yang dipilih adalah analisis Paired-Samples T-Test, dengan menggunakan aplikasi SPSS. Instrumen penelitian berupa kuesioner disebarkan kepada seluruh populasi petugas pengelola arsip inaktif yang berjumlah 10 orang. Setelah dilakukan analisis menggunakan USG dan Paired-Samples T-Test didapat metode penataan arsip inaktif yang sesuai, yaitu metode “pengelompokan berdasarkan nasib akhir arsip”, tetapi metode tersebut tidak berpengaruh signifikan terhadap ketentuan penataan arsip inaktif. Meskipun demikian, berdasarkan nilai kuesioner didapat hasil bahwa metode penataan arsip inaktif yang baru lebih baik dalam hal penggunaan ruang penyimpanan serta mempermudah dalam pelaksanaan penyusutan arsip.

Abstract

National Archives of Indonesia as one of the government creating agencies should carry out their own records management to ensure the availability of archives in carrying out activities as performance accountability material and legal evidence. In the internal archival supervision conducted by ANRI, it turns out that the results of the internal archival monitoring results are not in accordance with the targets set. Based on these problems, records management should be improved so that they can be better. This research will determine the strategy of records management in the ANRI environment so that it can improve the management of records in its environment. This research is desk research based on primary data from internal archival monitoring results within the ANRI environment, and the determination of strategy is carried out using content analysis of audit instruments containing elements and sub-elements that must be met. After analyzing, it is obtained the strategy of creating archives according to TND and the implementation of vital archive programs in the Work Unit. Whereas the Archives Unit II is more concerned with managing inactive records, disposal, and accessing records.

Abstract

Vital records program is a mandate of the Law of the Republic of Indonesia Number 43 of 2009 that state institutions and government agencies must implement, both central and regional, including ANRI. The purpose of organizing this vital records program is to protect, secure and save the very important records. Vital records program must be supported by establishing a vital records regulation in a form of a list as a reference for managing vital records. ANRI as a non-ministerial government institution has not established the regulation about vital records yet, so there are still many obstacles in implementing the vital records program. This research is a descriptive study. This study aims to determine vital records in the ANRI environment using the method of applying the Head of ANRI Regulation Number 6 of 2005. The determination of records criteria is based on that regulation and criteria from NARA, while the stages used are the stages listed in that regulation. Implementing this study concluded that 18 work units got 11 work units that had vital records, with 20 types of vital records.

Abstract

The development of information and communication technology is developing very quickly so that it can help us, including in managing records. At the stages of use and maintenance activities, there are activities processing records and present records as information, so it is necessary to know the strategy for processing records into information utilizing technological developments for facilitating decision making. This research is descriptive research with case study and desk research types. Through this research, the strategies of processing records into information were obtained using text converters to digital text, automatic records readers, and automatic records summarizers. The strategy starts from creating digital records, converting writing into digital text, storing, reading and summarizing automatic records, storing data in databases, and presenting information.

Abstract

The development of information and communication technology had a fundamental impact on the archives sector, including changing the way managed archives conventionally to digitally. Archival human resources play an important role in the implementation of the Electronic Based Government System not only in terms of quantity but also quality. However, to answer this, regulations regarding the functions, duties and authority of archival human resources are no longer relevant, there is no road map for the development of archival human resources, and there is no database for developing archival human resources, also the test not yet able to measure the competency archival human resources in implementing Electronic Based Government System. This research aims to provide input to policy makers for the development of archival human resources in the implementation of SPBE. The research was carried out using descriptive methods in the form of library research, where data was taken from books, articles, regulations and other document sources. The analysis uses SWOT to obtain recommendations for problem solving which are outlined in the strategy: compiling a road map for developing archival human resources, determining effective methods of active discussion and knowledge sharing, building partnerships with related parties, empowering key functional expert archivists in developing archival human resources in the Electronic Based Government System era.

Abstract

This study aims to evaluate the Integrated Record Information System application (SRIKANDI) version 3, which is an Electronic Records Management System (ERMS), guided by ISO 16175-2:2011, particularly focusing on the aspect of creation. This study utilizes the method of descriptive qualitative by a literature study approach and direct observation of the SRIKANDI application. The research methodology includes preparation, conducting evaluations based on ISO 16175-2:2011, managing evaluation results, and drafting conclusions/findings. The evaluation examines several aspects, including the processes of capture, metadata capture point, aggregation digital record, importing of bulk, the formats of digital document, compound records, identification, classification schemes, and record volumes. The evaluation results indicate that the SRIKANDI application meets most of the criteria set by ISO 16175-2:2011. However, some aspects still require improvement, particularly in terms of email integration. These findings provide a foundation for the future development and enhancement of the SRIKANDI application, especially in managing electronic records within central and regional government environments.
