Abstract

Implementation of the Licensing Policy for Community Licensing in Depok City, West Java Province. This study aims to determine the extent of the application of policies on community organizations in the city of Depok. The Central Government takes a quick step by issuing Perppu Number: 2 of 2017 as a change to Law Number 17 of 2013 concerning Community Organizations. This policy is to anticipate the turmoil in the wider community, including what happened in Depok, so that with all the authority and tools available, the Government will immediately try to implement the Substitution Regulations for the Act. The method used is descriptive qualitative method with an inductive approach. The purpose of the use of the inductive approach is to explore the facts in the field related to the centralization of licensing organizations in the city of Depok and describe them systematically and factually to draw conclusions. In this study the authors used data sources from interviews as primary data. Meanwhile, the source of data from document tracking is secondary data. Thus, the data collection techniques used by the author are techniques: interview and documentation. The results show that the implementation of the Centralization Policy for Licensing Community Organizations in Depok City is not yet optimal. This can be seen from the performance and policy strategies of the Depok National Unity and Politics which still face obstacles related to the socialization, coordination and supervision of the registration of community organizations due to the existence of the decentralization policy. Keywords: policy; decentralization; community organization

Abstract

The potential for marine products in the Yapen Islands is very abundant, including seaweed. However, it should be noted that coastal communities who work as seaweed farmers with all their limitations also face several problems, including limited knowledge and skills in seaweed cultivation, use of simple tools (raft method), traditional/hereditary cultivation methods, and the marketing of crops, whose reach is still limited. For this reason, the Regional Government through the Marine and Fisheries Service provides support and assistance in the context of empowering seaweed farmers. The purpose of writing this is to find out the process of empowering seaweed farmers in Sarawandori Village. Else, to explore the obstacles and supporting factors of the empowerment. This research used a qualitative research method with a descriptive approach. The results showed that the empowerment of seaweed farmers had been running even though the results were not optimal. For this reason, the government through the Yapen Islands Regency Maritime Affairs and Fisheries Office seeks to help farmers in the seaweed cultivation process, and facilitate farmers to be able to use more sophisticated technology and expand the marketing reach of seaweed and its processed products from Sarawandori Village to outside the Yapen Islands. Abstract

The application of good governance principles is a fundamental element in the implementation of democratic and law-based governance. In the context of state administrative law, the principles of accountability, transparency, and public participation serve as instruments for controlling administrative authority and protecting citizens' rights. This study aims to analyse the application of these good governance principles within the framework of state administrative law in Indonesia through a juridical approach. The research method used is qualitative research in the form of library research, which examines primary, secondary, and tertiary legal materials, including legislation, legal doctrines, and Scopus-indexed scientific journal articles. Data analysis is carried out in a legal-normative manner using a conceptual and legislative approach. The results of the study show that although the principles of accountability, transparency, and public participation have a strong normative basis, their implementation in the practice of governance still faces various obstacles. Accountability tends to be formal, transparency is not yet fully substantive, and public participation is still limited to procedural fulfilment. This study concludes that strengthening the application of good governance principles in state administrative law requires consistency in implementation, increased capacity of the apparatus, and effective oversight mechanisms to realise a democratic, just, and public interest-oriented government
