Abstract

Sabilulungan Community Empowerment Program Village Raksa is a program of Bandung Regency Government is intended to improve the quality of physical infrastructure development through the active participation of government and community in the implementation of development in the village and utilize local resources independently. This program has been implemented by all villages in Bandung regency. Cileunyi Kulon Village is one of the targeted areas of Sabilulungan Community Empowerment Program of Raksa Desa especially in increasing the physical development in the area of the village. The purpose of this observation is to know how the implementation of Sabilulungan Village Community Empowerment Sabilulungan program, the factors that encourage and inhibit the implementation of the program, as well as government efforts in following up the inhibiting factors. The research method used is Descriptive research method with inductive approach. The data collection techniques used in the study are Observation, Interview, and Documentation. Implementation Sabilulungan Community Empowerment Program Village Raksa In Improving Physical Development In Cileunyi Kulon Village Cileunyi District Bandung Regency is one of government efforts in improving people’s welfare, especially in the field of physical prasaraana development. The results of observations that the authors do that the implementation of programs conducted by the village head cileunyi kulon is good enough, but still experiencing various obstacles. Inhibiting factors that occur include the problem: the budget is still minimal, and disbursements are divided into two stages resulting in inhibition of the program. The suggestion to be conveyed by the author in an effort to overcome these obstacles is increasing the budget to Sabilulungan Community Empowerment Program Village Raksa, facilitate the process of disbursement of funds and improve the performance of village officials. Abstract

Small and Medium Enterprise (Usaha Kecil dan Menengah; UKM) is the backbone of the economy of society, as this sector has accommodated more jobs compared to a large industrial sector. However, the effort of local government in empowering UKM is still not optimal. This issue has become one of the problems for developing the capacity of UKM, particularly the agricultural sector, in Rancabungur District, Bogor Regency. This research aims to describe in-depth the capacity building of this UKM based on the concept developed by UNDP by using a qualitative method with a descriptive approach. Here we highlighted three point of the capacity development: the workforce or human resource (HR), the capital (physical dimension), and the technology. The results show that there are some problems in the capacity building of the UKM’s agricultural sector, notably for its workforce capacity development and the difficulty to access the capital weather for financing or supporting the facilities and infrastructures of the UKM. Moreover, we found that the UKM has a lack of ability for its technology development, notably for its ability to access the information technology and the availability of communication network. Abstract

The low role of the Cileles Village Government in assisting UMK actors in running their business is the focus of the problems raised in community service activities. The purpose of community service activities is to strengthen the role of the Village Government in Cileles Village in building MSEs in Cileles Village. The methods in community service activities (PKM) include the use of socialization methods, delivery of materials and open dialogue with the Cileles Village Government, members of the Village Consultative Body (BPD), RT/RW leaders, and the UMK community actors in Cileles Village. The results of the service activities are:1) there are outputs in the form of strengthening the role of the Cileles Village Government as a regulator and issuing a draft of the Cileles Village Regulation on the “Cileles Sejahtera” Village UMK Management Clinic; 2) as a dynamist, there is an open dialogue between IPDN academics and the community regardingMSE issues; 3) as a facilitator, the output is the compilation of an inventory of the types of training and their benefits that can be carried out by the Cileles Village Government in collaboration with academics and business people; 4) as a catalyst in building UMK in Cileles Village is the delivery of business informationby IPDN academics to UMK actors in delivering the material that has been done. The conclusion of the PKM activity is that the Cileles Village Government and the community of UMK actors welcome and provide a positive response regarding the establishment of a UMK management clinic in Cileles Village, as a forum for UMK actors to consult and innovate, as well as a forum for the Village Government to strengthen its role in assisting business implementation. UMK actors in Cileles Village in the long term.

Abstract

Penelitian ini bertujuan untuk mengetahui pelaksanaan, faktor penghambat dan pendukung, serta upaya untuk mengatasi hambatan pada Program Pemberdayaan Usaha Mikro Kecil Menengah. Penelitian ini menggunakan metode kualitatif yang bersifat deskriptif dengan pendekatan induktif. Teknik pengumpulan data melalui hasil Observasi, Wawancara, dan Dokumentasi. Hasil penelitian menunjukan bahwa pelaksanaan Program Pemberdayaan Usaha Mikro Kecil Menengah di Kampung Waste to Energy (WtE) Methane Manggar sudah berjalan dengan cukup baik, namun masih terdapat beberapa kendala dalam pemasaran produk dan modal produksi pelaku UMKM. Dampak dari Pandemi Covid-19 merupakan faktor penghambat yang menyebabkan penurunan jumlah pengunjung ke Eduwisata TPA Sampah Manggar, anggaran yang terbatas juga mempengaruhi penyebaran gas methane menjadi terhambat, serta tidak adanya wadah pinjaman modal usaha dalam pengembangan UMKM. Upaya yang dapat dilakukan adalah dengan mempererat hubungan dengan pihak ketiga seperti Pertamina Hulu Mahakam dan mengajak seluruh elemen masyarakat bersama TPA Sampah Manggar untuk terus memotivasi pelaku usaha dan memaksimalkan penyebaran gas methane. Kata Kunci: Pemanfaatan Gas Methane, Pemberdayaan Usaha Mikro Kecil dan Menengah, Pemberdayaan Masyarakat.
