Penulisan skripsi ini di maksudkan untuk menggambar dan menganalisis proses mutasi aparatur pemerintah daerah di Kabupaten Kapuas Hulu. Judul skripsi ini diangkat berdasarkan permasalahan daam proses mutasi yang tidak berdasarkan prinsip The Right Man On The Right Place. Penelitian ini menggunakan metode deskriptif dengan jenis penelitian deskriptif Kualitatif. Penelitian inidilakukan dengan empat langkah penelitian, yaitu melakukan peneltian pendahuuan (pra survey), Pembuatan rencana penelitian (Usulan Penelitian), Pengambilan data-data sekunder dan data-data pimer yang kemudian dilakukan analisi pada hari itu juga setelah pengambilan data dilapangan (wawancara atau observasi) dan membuat laporan penelitian (Skripsi). Lokasi penelitian dikabupaten Kapuas Hulu. Subyek penelitian adalah Pemerintah Kabupaten Kapuas Hulu yang terkait dengn proses mutasi badan kepegawaiian Kabupaten Kapuas Hulu. Kesimpulan dalam penelitian ini adalah proses mutasi yang terjadi di Kabupaten Kapuas Huku tidak berdasarkan prinsip The Right Man On The Right Place, karena proses mutasi yang terjadi selama ini masih banyak mengarah kepada seniority system dan Spoil System sehingga belum berjalan dengan efektif dan efisien. Kata Kunci : Proses Mutasi, Aparatur Pemerintah, The Right Man On The Right Place The Mutation Process of Local Government Apparatuses in Kapuas Hulu Regency Ridha Zul Apriadi E1031141031 ABSTRACT This thesis writing was intended to describe and analyze the process of mutation of the local government apparatus in Kapuas Hulu Regency. The title of this thesis was based on problems in the mutation process that are not based on the principle of The Right Man on The Right Place. This research used the descriptive method with qualitative descriptive research type. This research was conducted with four steps of research, specifically conducting preliminary research (pre-survey), making research plans (follow-up research), taking secondary data and primary data which were then analyzed on the same day after data collection (interview or observation) and make a research report (thesis). The location of this research was in Kapuas Hulu Regency. The research subjects were divisions of the Kapuas Hulu District Government who were involved in the mutation process at the Personnel Agency. The conclusion in this study was that the mutation process that occurred in Kapuas Hulu Regency was not based on the principle of The Right Man On The Right Place. This happened because the mutation process that occurs so far is still a lot leading to the seniority system and the spoil system so that it has not been running effectively and efficiently.
