Abstract

This research based on social conflict society that occurred in Tesso Nilo National Park (TNNP). Conflict occured because of expansion of the area to 100.000 acres based by letter no 522. Ekbang /6630 date 21 November 2009 which included a tribal of Petalangan region. Tribal customs territory covers an area Petalangan is Sorek, Ukui, Langgam and Tesso. This study aims to determine how the shape of social conflict in the region Tesso Nilo, knowing the communication strategy Tesso Nilo National Park Authority (BTNTN) in resolving conflicts, and knowing BTNTN efforts in economic development alternative for people Tesso Nilo region.This research use qualitative methods that present descriptive analysis. Data collective technic that we use is observation, interview and documentation. To obtained validity data in this research, use participation extension and triangulation. Subject of this research is BTNTN Chief, Forest Police (Investigation), Non Governmental Organizations (NGOs) Tesso Nilo Community Forum, People living in the area TNNP, The company (PT.RAPP).The result of this research showed the characteristics of conflict in the region TNNP form of cultural conflict, social conflict, economic conflict and conflict of laws. BTNTN communication strategy in dealing with social conflict in TNNP form analyst and research, policy formulation, program planning, and implementation of communication activities. BTNTN also receive feedback from the community and evaluation of the program activities. Communication Strategies Conflict Resolution BTNTN in the form of negotiation, mediation, facilitation and diplomacy, confrontation. Initiated the development of alternative economic development BTNTN on the utilization of natural honey, ecotourism program cooperation BTNTN and WWF Indonesia, the utilization of which there are many fish in the rivers in the area estates and TNNP and utilization of unused land.Key word: Communication strategy, Social conflict, Handling conflict, Economic development alternative , Tesso Nilo National Park Authority.

Abstract

This study examines the effectiveness of revocation of voting rights as a form of additional punishment that can be imposed on perpetrators of corruption in the Indonesian criminal justice system. Corruption has become an extraordinary crime that causes state losses and hampers national development. Through a normative juridical approach with doctrinal research methods, this research analyzes the legal basis, implementation, and implications of revocation of voting rights as an alternative punishment to provide a deterrent effect. The results show that the revocation of voting rights as stipulated in Article 10 letter b of the Criminal Code in conjunction with Article 35 paragraph (1) number 3 of the Criminal Code and Article 18 paragraph (1) letter d of Law Number 31 Year 1999 jo. Law Number 20 Year 2001 on the Eradication of Corruption has a strong juridical basis, but its implementation is still limited. This research finds that the revocation of voting rights can be effective if applied consistently by considering proportionality and rehabilitative aspects. Challenges in its implementation include the absence of an effective monitoring mechanism and resistance from various parties. This study recommends the need to strengthen regulations on execution and supervision mechanisms, formulate clear sentencing guidelines, and harmonize regulations related to revocation of voting rights with election and human rights laws to increase the effectiveness of revocation of voting rights as a comprehensive corruption eradication effort.

Abstract

This research aims to determine the leadership style of the Principal of the Kawatuna State Elementary School, Mantikulore District, Palu City. The research basis used in this research is qualitative with a descriptive approach. Data collection techniques in this research are observation, interviews and documentation. The informants in this research were class teachers and BP (Guidance Counseling) teachers. Meanwhile, the data analysis used in this research is data collection, data reduction, data presentation and drawing conclusions. The theory used in this research is the theory put forward by Hersey and Blanchard, which classifies situational leadership style into four indicators, namely: instruction, consultation, participation and delegation. The research results show that the four indicators of situational leadership can be seen from the leadership style displayed by the principal of the Kawauna state elementary school. In the instruction indicator, the principal can direct all teachers working in the school, this proves that the principal has carried out his function as a leader. In the consultation section, it was seen that the principal carried out two-way interactions, there was a process of providing ideas and suggestions and it was also seen that the principal accepted the ideas, suggestions and input given by the teachers. Meanwhile, in the participation section, it can be seen that there was involvement of all parties, including deputy principals and teachers at the Kawauna State Elementary School. However, in the delegation section, it can be seen that the delegation process given by the principal is limited and only occurs under certain conditions. The limitations on granting delegation are based on the main tasks and functions of each party
