Abstract

The principle of sustainability on commodity certification such as RSPO and ISPO include acknowledgement and protection of indigenous people’s right. Membership in these schemes however didn’t prevent some members companies from grabbing indigenous people’s land. This study then try to understand the limitation of RSPO and ISPO to prevent its members involvement in land grabbing act. The paper use the method of literature review. Due to time restriction and research focus, the review is being limited on literature that can explain how far those certification could prevented land grabbing. The result of the study divided to three section: institutional, the provision implementation in RSPO depend on voluntary act of its members companies and provision in ISPO limited on the issues of conflict resolution and compensation but not the involvement of indigenous people; agency, RSPO faced with the domination of multinational companies that made indigenous people, NGO who represented their interest, and local producers as minority while ISPO faced with the problems of sectoral ego and overlap between government agencies; and political economy, where consideration must be given to the power and interest of actors such as state, elites, companies, and even auditor on certification process and plantation expansion.Key words: RSPO, ISPO, land grabbingIntisari: Prinsip keberlanjutan dalam sertifikasi komoditas seperti RSPO dan ISPO mencakup pengakuan dan perlindungan hak masyarakat adat. Keanggotaan dalam skema tersebut tetapi tidak mencegah beberapa perusahaan anggota dari merampas lahan masyarakat adat. Kajian ini berusaha untuk memahami batasan kemampuan RSPO dan ISPO dalam mencegah keterlibatan anggotanya dalam aktivitas perampasan lahan. Makalah ini menggunakan metode tinjauan literatur. Keterbatasan waktu dan fokus penelitian membatasi kajian pada literatur yang dapat menjelaskan batasan sertifikasi yang ada dan keberlanjutan perampasan lahan. Hasil kajian dari penelitian ini dibagi menjadi tiga bagian untuk menjelaskan keberlanjutan perampasan lahan masyarakat adat: dari institusional, penegakan ketentuan dalam RSPO cukup bergantung pada kesukarelaan dari perusahaan anggotanya dan ketentuan ISPO terbatas pada isu resolusi konflik dan kompensasi tetapi tidak pelibatan; agensi, RSPO dihadapkan dengan dominasi perusahaan multinasional yang menjadikan masyarakat adat, LSM yang mewakili kepentingan mereka, dan produsen lokal menjadi minoritas sedangkan ISPO dihadapkan dengan masalah egosektoral dan tumpang tindih peraturan antar lembaga pemerintah; dan politik ekonomi, di mana pertimbangan perlu diberikan pada kuasa dan kepentingan aktor seperti negara, elit, perusahaan, dan bahkan auditor dalam proses sertifikasi dan perluasan perkebunan.Kata kunci: RSPO, ISPO, perampasan lahan

Abstract

Balai Sakinah ‘Aisyiyah community group has an important role as the development partner of the Kalibening Village, Dukun District, Magelang Regency. The MAMPU financial assistance scheme has encouraged BSA to drive innovation in pioneering the village information system (SID) in Kalibening. The pioneering of the said village information system was carried out in collaboration with students, the village government and some residents. An assessment of the village information system development process in Kalibening must be carried out to evaluate the overly dominant role of technical assistance in village development. This research was conducted with a participatory research method to allow researchers be a part of the studied phenomenon to explore the paradoxes that emerged from implementing the Balai Sakinah Aisyiyah’s technical assistance in pioneering the village information system in Kalibening, Dukun, Magelang. The data collection and analysis were carried out throughout the development of the village information system during the Gadjah Mada University community engagement program in Kalibening Village for a period of 50 days. The results of the study show that the model of technical assistance advocated by BSA in pioneering SID does indeed help the village innovation process. However, paradoxes arise in the disproportionately bigger role that civil society organizations played compared to that of the villagers. Civil society organizations designed the SID development method without prior consultations with the villagers. The dominance of the civil society organizations also resulted in knowledge gaps among villagers. They become nothing more than merely an object for data collection. Nevertheless, the students involved in the community engagement program facilitated the villagers to utilize the resulting data.AbstrakBalai Sakinah ‘Aisyiyah (BSA) memiliki peranan penting sebagai mitra pembangunan desa Kalibening, Kecamatan Dukun, Kabupaten Magelang. Bantuan skema donor MAMPU mendorong keterlibatan BSA dalam mendorong inovasi perintisan sistem informasi desa di Kalibening. Perintisan sistem informasi desa dilakukan bersama dengan para mahasiswa, pemerintah desa dan sebagian warga. Pengkajian terhadap proses perintisan sistem informasi desa di Kalibening perlu didalami untuk mengevaluasi terlalu dominannya peran bantuan teknis dalam pembangunan desa. Penelitian ini dilakukan dengan metode penelitian partisipatif untuk menjadikan peneliti menjadi bagian dari fenomena yang dikaji untuk menggali paradoks yang muncul dari pelaksanaan bantuan teknis BSA dalam perintisan sistem informasi desa di Kalibening, Dukun, Magelang. Pengumpulan dan analisis data dilakukan sepanjang pelaksanaan program perintisan sistem informasi di desa selama pelaksanaan KKN PPM UGM di Desa Kalibening selama 50 hari. Hasil penelitian menunjukan bahwa model bantuan teknis yang didorong BSA dalam perintisan SID memang membantu proses inovasi desa. Akan tetapi, muncul berbagai paradoks dalam peran organisasi masyarakat sipil yang terlalu banyak dibandingkan peran warga. Organisasi masyarakat sipil menentukan sendiri metode yang dipakai dalam perintisan SID tanpa terlebih dahulu melibatkan warga lain. Dominasi peran organisasi masyarakat sipil juga membawa masalah kesenjangan pengetahuan dengan warga. Warga semata menjadi objek yang kemudian coba dimediasi oleh mahasiswa KKN untuk dapat memanfaatkan data. Penelitian ini merekomendasikan kepada para pemangku kepentingan di Kalibening untuk melibatkan kelompok sasaran lain seperti kelompok tani, PKK, dan lain-lain dalam pemanfaatan sistem informasi desa.

Abstract

The Privileged Fund is used to financing five affairs, namely, spatial planning, land, culture, institutions and procedures for filling the positions with governor and vice governor. Various problems such as low participation, institutional problems and the interests of local authorities were identified as the cause of the Privileged Fund not being able to increase welfare. This study looks at the hegemonic perspective to show the consolidation of the ruling class since the promulgation of the Privileged Law until its implementation has an impact on the inability of the community to control the Privileged Fund. This study is a qualitative research with a case study approach. Data was collected through documentation techniques, in-depth interviews and Focus Group Discussions. Data analysis was carried out starting from extracting the problem to drawing conclusions. The results of the study show that the mass action that emerged in support of the Privileged Law did not originate from the aspirations of the citizens, but rather a form of the success of the local ruling class in strengthening the social base. The hegemony of the ruling class plays important roles in preventing the growth of critical awareness from the grassroots community and inhibits organic intellectuals from overseeing the Privileged Fund. Organic intellectuals have not been able to build alternative education and build movement alliances. The ruling class is able to mobilize resources and government structures to keep up its hegemony in the use of the Privileged Fund in the Special Region of Yogyakarta.AbstrakDana Keistimewaan digunakan untuk membiayai lima urusan yakni, tata ruang, pertanahan, kebudayaan, kelembagaan dan tata cara pengisian jabatan gubernur dan wakil gubernur. Berbagai permasalahan seperti rendahnya partisipasi, masalah institusional dan kepentingan pennguasa lokal teridentifikasi menjadi penyebab Dana Keistitmewaan belum mampu membawa peningkatan kesejahteraan. Kajian ini melihat dengan perspektif hegemoni untuk menunjukan konsolidasi kelas penguasa sejak pengusulan Undang-Undang Keistimewaan sampai pelaksanaannya berdampak pada ketidakmampuan masyarakat mengawal pemanfaatan Dana Keistimewaan. Kajian ini adalah penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui teknik dokumentasi, wawancara mendalam dan Focus Group Discussion. Analisis data dilakukan mulai dari penggalian masalah sampai dengan penarikan kesimpulan. Hasil kajian menunjukan aksi massa yang muncul dalam mendukung Undang-Undang Keistimewaan bukanlah berasal dari aspirasi warga, melainkan bentuk keberhasilan kelas penguasa lokal dalam memperkuat basis sosial. Hegemoni kelas penguasa berperan erat dalam mencegah tumbuhnya kesadaran kritis dari masyarakat di akar rumput dan menghambat intelektual organik dalam mengawal penggunaan Dana Keistimewaan. Para intelektual organik belum mampu membangun pendidikan alternatif dan membangun aliansi gerakan. Kelas penguasa mampu memobilisasi sumber daya dan struktur pemerintahan untuk mempertahankan hegemoninya dalam pemanfaatan Dana Keistimewaan di Daerah Istimewa Yogyakarta.
