Abstract

The strategic issue confronting the Indonesian construction services sector is the low level of ownership of Construction Work Competency Certificates (SKKK). Construction workforce development policies are concentrated on enhancing the competence of the construction workforce through training, with the aim of enabling them to perform work effectively and efficiently. Every aspect and stage of construction training is crucial; therefore, it is imperative to assess the effectiveness of construction training. This research addresses the measurement of construction training effectiveness by identifying and evaluating the factors and indicators that influence its effectiveness. The object under examination is a vocational training program in construction at the Medan Vocational and Productivity Training Center, specifically focusing on surveyor and building drafter job positions. This research evaluates the outcomes of the training program and assesses the four levels of Kirkpatrick's model criteria: reaction, learning, behavior, and results to find out what factors affect the effectiveness of training in increase human resources in construction services. Quantitative descriptive research method with data collection by distributing questionnaires to alumni training participants and superiors. Statistical analysis was carried out to determine the effect of construction training on increasing the competence of the trainees. Meanwhile, an analysis of the level of effectiveness was carried out to determine the interpretation value of the factors and measurement indicators by Relative Importance Index (RII) method. The results revealed a significant impact of construction training on improvement the competence of the trainees. The categorical factors and indicators exhibited a level of influence on improving knowledge, skills, attitudes, and performance, as indicated by the reaction level producing an RII value of (88,29%), learning (87,17%), behavior (88,75%), and results (87,19%). Precondition factors and indicators should be taken into consideration to ensure that the training yields effective results. Concepts related to the types of training and the factors that enhance training effectiveness necessitate robust decisions to steer the behavior and performance of trainees in a more favorable direction.

Abstract

The Indonesian government is improving food security by building water infrastructure, including 61 dams for agricultural irrigation. Semantok Dam, one of these projects, serves Daerah Irigasi (D.I.) Semantok (1906 ha). However, long‐term inflow data is still lacking and the reservoir operation rules are still under development. This research aims to develop Semantok reservoir operating rules to maximize cropping intensity. Rainfall‐runoff simulation was conducted using the F.J. Mock method. Calibration (2017–2019) and verification (2020–2023) resulted in optimal parameters with minimum volume error, which were then applied to full‐period F.J. Mock simulations (1999–2023). The resulting simulated inflows was used to calculate irrigation water requirements using the Net Field Requirements  method for two cropping patterns: double cropping of rice‐secondary crops and quadruple cropping onion. The reservoir operating rules were optimized for wet, normal, and dry years (probability exceeding 35%, 50%, and 65%). This study examined cropping intensity under various hydrological conditions. Cropping Pattern (CP) I achieved 300%, 281%, and 242%, while CP II achieved 400%, 400%, and 374% in wet, normal, and dry years, respectively. Future research should optimize water allocation at the sub D.I. level to improve irrigation efficiency and agricultural profitability.

Abstract

Pembangunan Waduk Tukul yang berlokasi di Desa Karanggede, Kecamatan Arjosari, Kabupaten Pacitan direncanakan memiliki manfaat untuk penyediaan air baku, penyediaan air irigasi dan pembangkit listrik tenaga mikrohidro. Untuk menghasilkan pemanfaatan air waduk yang optimal, diperlukan kajian ilmiah tentang operasi waduk yang berorientasi multi kriteria. Pada penelitian ini dilakukan analisis ketersediaan air menggunakan model alihragam hujan aliran metode Mock, kebutuhan air irigasi dan kebutuhan air baku. Selanjutnya dilakukan simulasi pengaturan release air waduk berbasis neraca air menggunakan metode Standard Operating Rule (SOR). Kriteria pemanfaatan air optimum didasarkan pada intensitas tanam, faktor k, reliabilitas layanan air irigasi dan air baku. Berdasarkan hasil perhitungan neraca air terdapat defisit air tertinggi adalah sebesar 7,09 MCM, yaitu pada tengah bulan ke dua bulan Desember. Optimasi pemanfaatan air Waduk Tukul menghasilkan intensitas tanam 262,65% dengan rerata faktor k irigasi dan air baku sebesar 0,97 dan 0,88 serta reliabilitas layanan air irigasi dan air baku berturut-turut 93,99% dan 85,08%.

Abstract

Bendung Kamijoro yang terletak di Kabupaten Bantul Provinsi Daerah Istimewa Yogyakarta, selesai dibangun pada Desember 2018. Bendung tersebut direncanakan menjadi sumber air irigasi utama Daerah Irigasi (DI) Kamijoro seluas 2006 hektar yang sebelumnya mendapat air irigasi dari Bendung Pijenan. Sumber air Bendung Kamijoro adalah Sungai Progo yang memiliki debit cukup besar sepanjang tahun. Namun, setelah setahun beroperasi, daerah irigasi hilir masih mengalami kekurangan air pada Musim Tanam III. Sehingga, perlu dilakukan evaluasi untuk mengetahui sumber permasalahan dan menentukan solusi untuk mengatasinya. Dalam penelitian ini dilakukan analisis keseimbangan air, analisis kondisi, dan analisis efisiensi saluran irigasi. Hasil analisis keseimbangan air DI Kamijoro menunjukkan ketersediaan air di Sungai Progo selalu lebih besar dari kebutuhan irigasi DI Kamijoro. Namun, pengamatan lapangan menunjukkan banyak pengambilan liar air irigasi dengan pompa dan lubang sadap. Selain itu, kondisi saluran irigasi banyak mengalami kerusakan, serta terdapat sedimentasi tepat di hulu pintu pengambilan dan di sepanjang saluran. Akibatnya efisiensi saluran menjadi rendah 59.33%, lebih rendah dari yang disyaratkan KP-03 yaitu 90%. Karena masalah sedimentasi di hulu pintu pengambilan, sumber irigasi utama tetap mengambil dari Bendung Pijenan. Solusi yang dapat dilakukan yaitu melakukan rehabilitasi saluran, perbaikan sungai, serta penertiban sadap dan pompa liar.
