Abstract

Soybean is one of Indonesia’s most strategic foods. Thus, it’s really ironic than, that Indonesia’s local soybean production is never be able to suffice domestic demand. For decades, Indonesia has been depend on import, as the result, it threatens Indonesia food security and food sovereignty, especially when crisis happen on soybean world trade like in 2008, 2010 and 2012-2013. Ministry of agriculture always set new programs to increase the local production and achieve the goal to be self sufficient but on the other side, ministry of trade just stuck to the former program which is keep depending on import and lowering the tariff. This contradiction shows how pragmatic the soybean policy in Indonesia. The goal is only to settle the surface problem with the easiest and shortest term policy. This paper will give the analysis on how this policy happen, and why is it so difficult to change the pattern of this politic. The significance of influences and interests of each stakeholders appear to be the reason of why the policy remain incremental until today and the problem about self sufficiency and self sovereignty regarding soybean as one of the most strategic food remain unsolved.

Abstract

Belt and Road Initiative merupakan kebijakan mega proyek pemerintah Cina di masa presiden Xi Jinping tahun 2016 yang bertujuan untuk membangun kembali jalur sutra baik jalur sutra darat maupun laut. Kebijakan ini merupakan penyempurnaan dari kebijakan dengan visi yang sama di tahun 2013 yakni kebijakan One Belt One Road (OBOR). Perubahan nama dilakukan untuk menghindari kesalahpahaman akan kata "one" dan tidak mengacu pada One China Policy. Hingga saat ini telah terdapat enam koridor jalur sutra darat yang menghubungan Cina dengan negara-negara di kawasan Asia dan Eropa melalui jalur kereta api cepat. Sejumlah pelabuhan-pelabuhan internasional di berberapa negara Asia juga telah dibangun. Total pendanaan mega proyek ini diperkirakan bernilai triliunan US Dolar. Oleh karena itu Cina memprakarsai pembentukan Asian Infrastructure Investment Bank (AIIB) di tahun 2015 yang bertujuan untuk memberi bantuan pendanaan infrastruktur negara-negara anggota dan juga menyokong kebijakan Belt and Road Initiative. Total anggota AIIB hingga saat ini berjumlah 69 negara termasuk negara-negara besar seperti Inggris, Jerman, dan Perancis dan juga negara-negara miskin kawasan Afrika. Indonesia telah menyetujui kerjasama pembangunan jalur kereta api cepat Jakarta-Bandung di tahun 2016 dan mulai direalisasikan di tahun 2018. Sejumlah kritikan muncul terkait keputusan Indonesia bergabung menjadi anggota AIIB dan ikut dalam program Belt and Road Initiative. Oleh karena itu penelitian ini akan mencoba untuk menganalisa peluang Indonesia dengan melihat posisi tawarnya berdasarkan teori Geopolitik dan Alliance Transition Theory, bagaimana hubungan interdependence tercipta dan apakah ancaman seperti debt trap diplomacy itu benar adanya.

Abstract

A Yogyakarta City Government program as a form of public service to the public and tourists in the city of Yogyakarta. The program is called Jogja Ada Bicycles or better known as Jogja Bike. The concept of this program is Sharing Bike which can be accessed by the general public through applications made by application development companies and in collaboration with the Yogyakarta City Government to restore the previous city branding of Yogyakarta as a City of Bicycles, besides this program also plays a role in stimulating the general public to use bicycles. in all daily activities. This study aims to determine the extent to which the implementation of the Jogja Bike Program in improving tourism sector services can be carried out by the Yogyakarta city government. This paper uses a qualitative analysis method by applying the SNA Social Network Analysis approach. The SNA approach is implemented by using NVIVO Tools to help process coding data obtained from reputable local websites as a source of research information data. The results of the discussion show that the implementation of the jogja bike program in the city of Yogkarta has succeeded in realizing the tourism sector services by providing bicycles as an alternative transportation for tourists to access a number of tourist objects in the city of Yogyakarta.
