<![CDATA[People who have low income (the grass roots) live in minimum information access and economy. This study is conducted base on this phenomenon. The aim is (1) to find out what are the information needed by the grass roots, (2) to find out what media used to find the information, and (3) to find out how do they fullfil their information need. This study uses information need theory, while the method is descriptive qualitative approach through choosing purposively leader of kertosari village as the informant, they are (1) the leader of Kertosari village, (2) the leader of Telecenter Semeru Kertosari village. The reason choosing those people is because both of them have knowledge and experience helping the grass roots to fullfil their information need. From the result it can be conclude that (1) the information needed by the grass roots in Kertosari village are information about health, education, farming, market, (2) the media which is used to find the information is television and radio. These media are actually used to fullfil their information coincidentally. It means that while they watch television and heard radio, they heard and watch the information which they need, (3) the way they fullfil their information need. Besides television and radio, there is special way to fullfil information need that is the utilization of UNDP established by Telecenter institution as the tool to fullfil the information for the grass roots. It is also to answer a problem about information discrepancy/ digital descrepency to the grass roots in Kertosari village. Keywords: information need, the grass roots, information technology, digital discrepancy, digital devide ABSTRAK Kelompok masyarakat berpenghasilan rendah hidup dalam keterbatasan ekonomi dan keterbatasan akses informasi. Berdasar pada fenomena ini, penelitian tentang pemenuhan kebutuhan informasi kelompok masyarakat berpenghasilan rendah ini dilakukan.Tujuan penelitian ini adalah : (1 )mengetahui informasi apa saja yang dibutuhkan kelompok masyarakat berpenghasilan rendah, (2) mengetahui media apa saja yang digunakan untuk mencari informasi, dan (3) mengetahui cara pemenuhan kebutuhan informasi. Teori yang digunakan adalah teori kebutuhan informasi. Sedang metode penelitian menggunakan pendekatan deskriptif kualitatif dengan memilih secara purposive tokoh masyarakat di Desa Kertosari sebagai nara sumber, yaitu : (1) Kepala Desa Kertosari; (2) Ketua/pengelola Telecenter Semeru Desa Kertosari. Alasan memilih2 tokoh masyarakat tersebut karena keduanya memiliki pengetahuan dan pengalaman dalam membantu pemenuhan kebutuhan informasi kelompok masyarakat berpenghasilan rendah. Hasil penelitian ini menyimpulkan bahwa : (1) Informasi yang dibutuhkan kelompok masyarakat berpenghasilan rendah di Desa Kertosari adalah informasi kesehatan, informasi pendidikan, informasi pertanian, dan informasi pasar; (2) Media yang digunakan untuk mencari Informasi adalah media televisi dan media radio. Media televisi dan radio sebenarnya digunakan untuk memenuhi kebutuhan informasi itu secara kebetulan, artinya kebetulan sedang menghidupkan televisi dan radio kemudian secara kebetulan ada informasi informasi yang dibutuhkan tersebut. (3) Cara yang digunakan untuk memenuhi kebutuhan informasi. Selain melaui media televisi dan radio terdapat cara khusus untuk memenuhi kebutuhan informasinya yaitu dengan cara memanfaatkan dengan bantuan UNDP didirikan lembaga telecenter Semeru sebagai sarana memenuhi kebutuhan informasi kelompok masyarakat berpenghasilan rendah sekaligus menjawab masalah kesenjangan informasi / kesenjangan digital pada masyarakat berpenghasilan rendah di Desa Kertosari tersebut.
