Abstract

Abstract: The implementation of e-procurement policy for realizing efficiency and transparency in PT. PLN (Persero) Malang Area based on the administration’s decision No.305.K/DIR/2010 about the Guidelines for procurement of goods/services of PT. PLN (Persero). The implementation of e-procurement policy of PLN aims to increase more the integrity of the inter-unit of PLN, transparency, speed of process, time and cost efficiency, accountability, facilitate control and monitoring, and optimize the use of materials in the warehouse (both fast moving material and slow moving material). E-procurement is expected to be able to give a positive output toward the procurement of goods/service. This study analyzes the implementation of e-procurement policy for realizing efficiency and transparency also the problems which are encountered in the implementation of e-procurement. The result of this study is the implementation of e-procurement policy has worked well because the existence of e-procurement is able to give a positive output appropriate with the objectives of e-procurement. Abstrak: Implementasi kebijakan e-procurement untuk mewujudkan efisiensi dan transparansi di PT.PLN (Persero) Area Malang berpedoman pada Keputusan Direksi No.305.K/DIR/2010 tentang Pedoman Pengadaan Barang/Jasa PT. PLN (Persero). Implementasi kebijakan e-procurement PLN bertujuan untuk lebih meningkatkan integritas antar unit PLN, transparansi, kecepatan proses, efisiensi waktu dan biaya, akuntablitas, memudahkan pengendalian dan pengawasan, dan mengoptimalkan pemanfaatan material di gudang (baik material fast moving mapun material slow moving). E-procurement diharapkan memberikan output yang positif terhadap pengadaan barang/jasa. Tulisan ini menganalisis implementasi kebijakan e-procurement untuk mewujudkan efisiensi dan transparansi serta kendala yang dihadapi dalam implementasi e-procurement. Hasil dari penelitian ini menunjukkan  implementasi kebijakan e-procurement sudah berjalan dengan baik karena memang telah memberikan output yang positif sesuai dengan tujuan e-procurement. Kata kunci: Implementasi, kebijakan, e-procurement, efisiensi, transparansi.
