Abstract

Additional allowances for Kotabaru Regency DPRD Members, namely Transportation Allowances, since the issuance of Government Regulation Number 18 Year 2017 cannot yet be done. The Kotabaru Regency Government has not been able to determine the value of these benefits. The number of rules relating to the use of state money, makes local governments to be more careful before setting it in the Regents Regents. With so many considerations that need to be considered, a study is needed to legitimize the amount of Transportation Allowance for Members of the Kotabaru Regency DPRD The purpose of this study was to determine the highest value of Transportation Allowances for Kotabaru Regency DPRD Members. The method used is descriptive qualitative, because it needs an in-depth understanding of the rules that limit the object of research. From this study it was found that the highest value for Transportation Allowances was Rp. 16,000,000, and an alternative was also found, Rp. 14,030,000, and a low alternative Rp. 11,750,000. It is recommended that the Kotabaru District Government choose the Alternative Medium as a benefit value.

Abstract

The aims of this study were 1) to find out how the bargaining value of the Tourism Objects and Attractions that already exist to tourists, 2) to find out what strategies can be done to the existing Tourism Objects and Attractions to attract tourists to Kotabaru Regency. This study used descriptive qualitative method. Data collection were carried out in four ways, namely observation, FGD (Focus Group Discussion) interviews and documentation. The results of this study were 1) Tourism Object of Teluk Tamiang Village, the current bargaining value is still low, the strategies used are not coherent, and there are still strategic contradictions, 2) Five technical strategies need to be done, namely increasing road access to the summit of Mount Lekke Tedong, providing sleep equipment, ensuring adequate sanitation facilities and clean conditions, selling Bay Tamiang Village tour packages with an all-in-one payment system, making a place to eat out door, 3) The Government of Teluk Tamiang Village needs to allocate Village Funds to improve tourism support facilities, 4) Encourage community to form a Tourism Awareness Group (Pokdarwis) in Teluk Tamiang Village in order to be able to foster residents whose homes are used as tourist accommodation to provide services and provide comfortable facilities.

Abstract

Tata pemerintahan yang baik akan memperhatikan prinsip-prinsip transparansi dan akuntabilitas di tingkat pemerintahan desa. Pemerintah Desa Tebing Tinggi Kabupaten Kelumpang Tengah memiliki gejala dalam pengelolaan keuangan seperti tidak efektifnya pelaksanaan pengadaan barang dan jasa sesuai dengan peraturan yang ada, rendahnya alokasi dana untuk program pengembangan masyarakat dan pemberdayaan masyarakat serta kurangnya partisipasi masyarakat desa, dan pendapatan desa yang minim mengakibatkan tidak semua kegiatan dapat dibiayai oleh APBDesa dan peraturan dari pemerintah pusat dan daerah terus berubah. Metode penelitian yang digunakan adalah penelitian deskriptif dengan menggunakan pendekatan penelitian kualitatif. Lokasinya berada di Desa Tebing Tinggi, Kecamatan Kelumpang Tengah, Kabupaten Kotabaru, Provinsi Kalimantan Selatan. Hasil penelitian Perencanaan APB Desa, Penyusunan APB Desa, Penggunaan APB Desa, Mekanisme Penyaluran dan Pencairan APB Desa, Akuntabilitas APB Desa, Pengawasan APB Desa sudah berjalan dengan baik dan sudah berusaha semaksimal mungkin. Kesimpulannya, Transparansi dan Akuntabilitas Pengelolaan Anggaran Desa di Desa Tebing Tinggi Kecamatan Kelumpang Tengah Kabupaten Kotabaru sudah berjalan dengan baik.

Abstract

This study aims to analyze the problems faced by Business Administration students in mastering English language skills. English proficiency is an important competency that Business Administration students must possess to support academic and professional needs in the era of globalization. However, many students still encounter various difficulties in learning English. This study employed a descriptive qualitative method. The participants consisted of 30 fourth-semester Business Administration students. Data were collected through observation, interviews, and documentation. Data analysis followed the interactive model of Miles and Huberman, including data reduction, data display, and conclusion drawing. The findings revealed that students experienced difficulties in speaking, listening, reading, writing, vocabulary, pronunciation, and grammar. The most dominant problems were limited vocabulary mastery, lack of self-confidence in speaking, difficulties in understanding English conversations, pronunciation errors, and weak grammatical competence. The factors influencing these problems were categorized into internal and external factors. Internal factors included low learning motivation, lack of self-confidence, and limited vocabulary, while external factors included limited opportunities to practice English, lack of a supportive English-speaking environment, and less varied teaching methods. The study concludes that difficulties in mastering English skills remain a significant challenge for Business Administration students. Therefore, improvements are needed through more communicative learning approaches, continuous practice, and a supportive learning environment.
