Abstract

The COVID-19 pandemic has affected 220 countries and territories in the world. Based on WHO data as of June 25, 2021, as many as 179 million people have been infected and 3.89 million people have died. Lockdown policies, border closures, flight restrictions and social restrictions have been implemented to prevent the spread of COVID-19. The Government of Indonesia applied the Large-Scale Social Restrictions policy in 2020, and has implemented a Public Activity Restriction policy since 2021. Some impacts include the decrease of economic activity, the increase of unemployment, and the growth of poverty rates. To minimize the negative impacts of the COVID-19 pandemic, the government then applied a social safety net program by providing social aid to the poor and affected communities. This study aims to explain the transformation of social aid in the era of the COVID-19 pandemic when the Large-Scale Social Restriction and Public Activity Restriction were and are implemented. To answer this, a descriptive qualitative analysis method was used. The results of this study indicate that there has been a transformation of social aid in the form of synergies between central government and local governments, regulations adjustments, the increment of aid recipients, the increase of social aid rate, the alteration of aid types from basic food to cash, data update, the changes in aid distribution mechanisms, the collaboration among various stakeholders and the innovation in using information technology systems.

Abstract

The COVID-19 pandemic has reduced the welfare of the people of Jakarta. This can be seen from the increase in the number of poor people in Jakarta from 365.55 thousand people (2019) to 498.29 thousand people (2021) and the increase in the Gini ratio from 0.391 (2019) to 0.411 (2021). Government policies during the pandemic generally focus on distributing social assistance and assisting micro, small and medium enterprises, even though there are other policies such as subsidized food program. Research on subsidized food program is important to understand the implementation of policies to reduce poverty and improve people's welfare. This study aims to provide an explanation of the reactivation and transformation of the subsidized food program in Jakarta. The method used to answer the research is through literature studies and policy implementation in the field. The results showed that the reactivation of the subsidized food program was carried out as part of the social safety net policy to meet the food needs of certain communities, such as students from poor families, elderly and persons with disabilities who cannot fulfill their basic needs. The target beneficiaries are around 1 million people in 2021 and 2022. The registration mechanism is undergoing a transformation from an offline system to a combination of offline and online system. The distribution mechanism uses daily quotas and applies health protocols. There will be an increase in the value of the 2021-2022 subsidy from Rp. 246,800/person or 66% of the total food price to Rp. 268,500/person or 68% of the total food price

Abstract

The COVID-19 pandemic has caused governments in various countries in the world to issue various policies to limit the movement of population mobility to break the chain of the spread of the coronavirus. The policies for restricting population mobility include lockdown, social distancing, self-isolation, travel restrictions, border shutdowns, flight restrictions, and other restrictive policies. This study aims to explain the transformation of population mobility restriction policies during the Eid holiday in the era of the COVID-19 pandemic in the 2020-2022 period in Jakarta. The method used to answer this research is through literature studies and policy implementation in the field. The results of this study show that for three years there has been a transformation of population mobility restriction policies during the Eid holiday season. In the first year of the COVID-19 pandemic, Government 2020 imposed a Large-Scale Social Restrictions (PSBB) policy, prohibited homecoming, eliminates the free homecoming policy, and implemented an Exit Permit (SIKM). In the second year, the government implemented the Implementation of Micro Community Activity Restrictions (PPKM), prohibited homecoming, blocked 100 points in Jakarta and implemented SIKM. By 2022, vaccination achievements will already cover most of the population. The realization of the dose 1 vaccine reached 124.2% and the dose 2 vaccine reached 105.8% in Jakarta. Therefore, in the 3rd year of the pandemic, the government implemented PPKM Level 1, eliminated the SIKM policy, allowed homecoming, and held a free homecoming program.
