Abstract

Place chicken and pig farm established in Pekanbaru are still many who do not have permission, especially where the business is located adjacent to residential areas that cause odor and very disturbing comfort of the community around the business premises. Supposedly every effort it must have become a nuisance permit the replacement for the location permit that every effort that has strong legal powers. The purpose of this research is to determine and analyze the implementation and the factors that affect the implementation of Pekanbaru City Regulation No. 8 of 2012 on Disturbance Permits.The theory used is the theory of policy implementation according to Van Meter and Van Horn, in theory this implementation there are six variables: standards and policy targets, Resources, Managing Organizational Characteristics, Attitudes of the Executive, Organizational Communication between related and implementing activities, social environment, economic and political. The method used in this study is a qualitative method using triangulation techniques. In this study, the research informants is the Dinas Pertanian Bidang Peternakan, Badan Pelayanan Terpadu dan Penanaman Modal (BPTPM) dan Satpol PP Kota Pekanbaru.Based on the research that has been done can be concluded that the implementation of Regional Regulation No. 8 of 2012 Pekanbaru Licenses Disorders (Business Case Studies Poultry and Pig) is not going well. This is evidenced by the many efforts of chicken and pig farms that do not have the permission due to a lack of awareness of the policy implementers, lack of good communication between satpol pp, BPTPM dan dinas pertanian bidang peternakan, human resources are lacking in Dinas Pertanian Bidang Peternakan which causes a lack of team to go down spaciousness, and socialization performed by actors of government to the people did not go well that caused widespread public ignorance of the existence of regional regulation.Keywords: Implementation, Disturbance Permit, Poultry and Pig

Abstract

This Study aims to examine the contribution of the Asian Development Bank (ADB) in driving economic growth in Indonesia. Bank for Asian Development, is a multilateral financial institution focused on alleviating poverty in the Asia-Pacific region through financing, technical assistance, and policy development. As one of the international banking institutions, ADB plays a strategic role in supporting economic and social development in various countries, including Indonesia. This study discusses the types of support provided by ADB and its impact on Indonesia's economic growth. The methodology used in this study is a literature review, with data obtained from various reliable sources such as scientific journals, books, and official websites of related institutions. The findings indicate that ADB has made a significant contribution to accelerating infrastructure development, supporting economic policy reforms, and strengthening human resource capacity. Furthermore, ADB has played a role in mitigating disaster impacts, enhancing resilience to health crises, and supporting the transition to sustainable energy. With this comprehensive support, ADB has become one of Indonesia's key partners in promoting inclusive economic stability and growth while helping the country address various global and regional challenges.

Abstract

Penelitian ini bertujuan untuk menelaah bagaimana penerapan manajemen risiko dapat selaras dengan nilai-nilai syariah dalam layanan perlindungan keuangan berbasis Islam. Di tengah pertumbuhan pesat sektor keuangan syariah, berbagai tantangan seperti ketidakpastian, risiko pembiayaan, serta minimnya pemahaman terhadap prinsip syariah menjadi isu penting. Kajian ini dilakukan melalui metode kualitatif dengan pendekatan studi literatur dari berbagai referensi yang relevan. Hasil penelitian menunjukkan bahwa integrasi prinsip syariah dalam sistem manajemen risiko, seperti penerapan model Enterprise Risk Management (ERM) yang berbasis nilai-nilai Islam, serta pemanfaatan teknologi digital seperti fintech dan blockchain, mampu menjadi solusi strategis dalam memperkuat sistem keuangan syariah. Selain itu, pengembangan model manajemen risiko yang spesifik untuk produk-produk keuangan syariah serta pendekatan mikro keuangan syariah turut berperan dalam menciptakan sistem yang inklusif dan berkelanjutan. Temuan ini menegaskan perlunya kolaborasi antara nilai-nilai etika Islam, inovasi teknologi, dan penguatan kelembagaan untuk menciptakan layanan keuangan yang berintegritas, berkeadilan, dan sesuai dengan prinsip syariah.
