Abstract

This study aims to determine the condition of the level of income and the welfare of farmers' groups cut flowers chrysanthemum in Sub District of North Tomohon befor and after empowerment programs. Collecting data using a survey method, ie the entire interview informants to obtaining an overview of the focus and the empirical study variables such as income level and the level of welfare of farmers cut flower chrysanthemum in the village of Kakaskasen, Kakaskasen Satu, Kakaskasen Dua and Kakaskaskasen Tiga. Data were analyzed by examining differences in the population mean two pairs of data, by using the method before and after treatment in which to do comparisons between levels of income and welfare levels before and after the empowerment program. The results of the evaluation in this research note that with empowermment program for farmer group of cut flower chrysanthemum in Tomohon, particularly in Village Kakaskasen, Kakaskasen Satu, Kakaskasen Two and Kakaskasen Kakaskasen Three of Sub District of North Tomohon is affecting the income and welfare of farmers. With the existence of the empowerment program, the farmers' income can be increased, thereby increasing the level of welfare of the farming community. The level of income is the amount of revenue income after business development chrysanthemum cut flowers and other business. Once empowered, revenue increased about five times and welfare of farmers increased about two times

Abstract

Abstract: The efforts to improve the performance of employee must still receive the most attention from the leadership in carrying out activities in accordance duties and functions effectively and efficiently in order to achieve service excellence. The low performance of employees for this to be one important factor driving the crisis of public confidence in government. Without ignoring the importance of other factors, competence factors of work, supervision and leadership are considered to have a significant effect on the level of employee performance. This study aims to determine and analyze the effect of job competence, supervision and leadership to employee performance. The research was conducted in the city of Manado on the general and equipment division of the regional secretariat Manado city that lasted for 3 months with the study sample numbered 52 people. The method used is survey method with quantitative approach. Techniques of data analysis used a statistical analysis by using multiple regression test. Methods of data collection by observation, interviews and questionnaires. Results of analysis of the data showed a variable coefficient of 0.203 means that job competence when working up a unit of competency, assuming other variables remain the performance of employees has increased by 0.203; supervision variable coefficient of 0.283 means if supervision up a surveillance unit, assuming other variables remain the performance of employees have increase of 0.283, whereas the leadeship variable coefficient of 0.395 means if the leadership up one unit, assuming other variables remain the performance of employees increased by 0.395. The third test of independent variables through multiple regression analysis with the F test indicates that jointly job competency factors, supervision and leadership had different affect on the the performance of employees. Based on the results of the study, this suggests that the increased work competence is supported by supervision and leadership so that the performance becomes better.Keywords : job competence, supervision, leadership, performance

Abstract

Abstract. This study aimed to measure the effectiveness of using the Balanced Scorecard performance and analyze the balance performance at the Regional Office of Directorate General of State XVI Manado. This study uses a quantitative approach to data analysis frequency range of criteria. Respondents consisted of internal respondents that all employees of the Regional Office of Directorate General of State XVI Manado and external respondents that the partners. The results showed that the performance of the Regional Office of Directorate General of State XVI Manado is good or effective but not balanced. Imbalance occurred in the performance of the external performance is higher than the internal performance, higher financial performance than non-financial performance, the performance of which focuses on factors yield higher performance than triggers and performance that focuses on the more dominant performance than focusing on people. Performance measurement is expected to assist the Regional Office of Directorate General of State XVI Manado in formulating a strategy to improve performance in the future.

Abstract

Abstract: This research aims at examining the effectiveness of settling the objection of waste retribution which is based on the time accomplished, coordination within relevant technical institutions and the capability of human resources at Local Revenue Office of Manado City. This study used qualitative research and the data were collected through interviews, direct observing and documentation. The informants were obtained based on the consideration of the researcher, i.e. they are deemed able to provide objectives and accurate information in accordance with the research problem. The informants from the civil servants of the Local Revenue Office of Manado City were 3 persons and 5 persons from the compulsory of cleanliness retribution so the total number of all informants was 8 persons. The results of this study show that those involved in a compulsory retribution were generally satisfied with the service but they did not feel satisfied with the follow-up of results of the report’s objection. Thus it is suggested that in order to improve the performance of employees required upgrading the capacity in terms of employees’ active participation in education and functional training on local taxes and retribution, the working motivation of employees and compensation.
