Abstract

This paper concerns with communication and praxis of freedom. Communication in wider perspective is not just transftring a message but more than that. It is not just a process but involves many aspects of human lift such as culture and language. Culture and language reflect an understanding of reality. We can only perceive reality through language,whilelanguage can not be separated from culture. Language, basicly, is symbolization of reality using meaningful sign. That symbolization reducts reality into single aspect perceived by signs, however they want to represent it in one-ta-one correspondence. So the reality we perceive through language is not the real reality. It means that the communication we do is a complex action. The process of establishing meaning has something to do with people, because sign (language) . by itself has no meaning. Words do not mean but people mean. In relating with power, the meaning ofsign (languange) is determined by who holds the power. Whoever they are, they will have a dominant interpretation of meaning. Communication (as far as relate to culture, language, reality, and sign)is no longer free because it is not reflecting reality anymore, but symbolizing the power. Communication. naturally, is reflecting reality, that what we call free communication. But the(political)power has canged communication being just a tool for their interest. Communication reflects reducted reality. That is a chained communication. Communication has to be placed again in its natural place (reflecting reality) sowe can interpretate reality freely.

Abstract

Pesan merupakan salah satu unsur penting dalam komunikasi. Pesan komunikasi dikemas melalui bahasa, verbal atau nonverbal. Setiap bahasa memiliki kemampuan yang berbeda dalam merepresentasikan realitas, dan pada gilirannya ia juga mempengaruhi cara orang memandang realitas. Dalam tinjauan semiotika, pesan merupakan sebuah tanda. Tanda menunjukkan konsep yang sekaligus memuat makna tertentu. Makna memiliki beberapalapisan, sesuai dengan konteks sosial dari tanda. Menurut hermeneutika, pesan akan dipahami maknanya berdasarkan bahasa pemahaman penerima, tidak melulu tergantung pada apa yang dimaksudkan sumber pesan. Pesan dapat dinalisis maknanya ke tingkat yang mendalam. Hermeneutika menyediakan seni dan metode untuk menginterpretasikan suatu pesan.

Abstract

Technological determinism, as the result of technology innovation, raised a constant debate among scholars concerning its position toward the society: whether it was caused by the society, or the effect of social change. This debate, in the end, produced two kinds of party: those who support technology, and those who against it, both the optimists or the pessimist one. Those who against technology believed that technology in no other way was created by society. The supporter, reversely, strongly believed that technology shaped society, even determine the future. Both party believed there is interplay between technology and society.

Abstract

After the The Reformation Era had forced New Order steep down, the Government began a new era and introducing concept of “Clean Government” which is implemented in E-government. The Internet had helped the government to open himself for publik by online service. The Government had released declaration (Keppres No. 61/2001) which encouraged the use of Information and Communiation Technology, concerning political and legal base for the development of e-government. According to the Keppres Number 6/2001 the government had introduced TKTI (Tim Koordinasi Telematika Indonesia) which has to develop National Information Technology Framework (NITF) with a vision to establish Telematic society based on knowlede in 2020. The problems are the low of internet acces and cultural obstacles. The government, actualy , is on the right track, however they are still in the third category (Minimal e-government capacity) where almost all of sites contain only information.

Abstract

Message, in communication process, plays a significant role.In this case, message can be understood from two points of view, symbol (semiotics) and content (hermeneutics). Both, semiotics and hermeneutics, are in the domain of language, therefore the understanding of message requires the understanding of language as well. Either as system of grammar or social consensus, language should be understood of having great impact on how individual interpret message.

Abstract

In the last decades there were a tendency to make public institution more open and greater public participation in decision making. It is believed that transparency is the only way to strengthen public institutions which it is highly possible because of the progress in Information and Communication Technology. Nowadays Indonesia is entering the Era of Opennes. The idea of civil society and establisihng social welfare which is the first priority require partnership between the government and public. The whole stakeholder should cooperate to improve accessibility on ICT and should develope information and communication infra structure, and should improve application of ICT in every aspect of public services.
