Abstract

This study aims to determine the effect of internal control, compliance, additional income conditional on the ethical behavior of employees of the revenue management agency in Jayapura district. This research is correlation research or relationship, with the unit of analysis being studied are employees who work in the BAPENDA office with a total sample of 40 employees. The questionnaire was tested for validity and reliability before testing the research data, the test equipment used in this study used the classical assumption test which included the normality test for linearity heteroscedasticity and the linearity test data analysis method used was multiple linear regression analysis using the statistical analysis tool SPSS 25.The results ofthis study indicate that the Internal Control System variable does not have a significant effect on employee ethical behavior, while the Compliance and SupplementaryConditional variables have a significant effect on employee ethical behavior. Variables Internal control, compliance and management compensation together (simultaneous) have a positive and significant effect on employee ethical behavior.

Abstract

This study aims to analyze and provide empirical evidence of the influence of independent variables, namely the understanding of tax regulations, tax services, and perceptions of the effectiveness of thetax system on the dependent variable of willingness to pay personal taxpayer in Jayapura City. Sampling method was used in this study is nonprobability sampling method with purposive sampling technique (intentional sampling) to determine the desired on target respondents. Respondents who are sampled in this study are taxpayers of individuals registered and classified as effective taxpayers in KPP Pratama Jayapura totaling 100 people. Data analysis was used multiple linear regressionanalysis with SPSS 16.0 application. The result of this research shows that the variable of understanding of tax regulation does not affect the willingness of paying tax, the perception of tax system effectiveness does not affect the willingness to pay the tax, then the tax service variable affect the willingness to pay taxes

Abstract

  Abstract The objectives of this study are (1) To determine village financial management in Hinekombe Village, Sentani District, Jayapura Regency in accordance with Minister of Home Affairs Regulation Number 20 of 2018 concerning Village Financial Management. (2) To find out the obstacles faced by the village government in financial management and accountability in Hinekombe Village, Sentani District, Jayapura Regency. This research method is descriptive using a qualitative approach, data collection techniques through observation, interviews and literature study. The primary data sources were interview data and secondary data from the hinekombe village profile. The research informants were 10 people. The results show that (1) the government of Hinekombe Village, Sentani District, Jaypura Regency is good enough in managing village finances in accordance with Permendagri Number 20 of 2018 concerning Village Financial Management. This shows that the Hinekombe Village Government has tried its best to be able to implement the central government regulations on village financial management even though there are some activity items that are incomplete in their reporting. (2) Constraints faced by the village government in financial management in Hinekombe Village, Sentani District, Jayapura Regency. Namely, community self-help is still lacking, supervision is also lacking. In addition, budget changes were not carried out through deliberations with community leaders or unilaterally by the Hinekombe Village Government Apparatus which made the community less confident in financial management carried out by the hinekombe village government. Keywords: Financial Management; Hinekombe Village. Abstrak Tujuan dari penelitian ini adalah (1) Untuk mengetahui pengelolaan keuangan desa di Kampung Hinekombe Distrik Sentani Kabupaten Jayapura sesuai dengan Permendagri Nomor 20 tahun 2018 Tentang Pengelolaan Keuangan Desa. (2) Untuk mengetahui kendala-kendala yang dihadapi pemerintah kampung dalam pengelolaan dan pertanggung jawaban keuangan di Kampung Hinekombe Distrik Sentani Kabupaten Jayapura. Metode penelitian ini adalah deskriptif menggunakan pendekatan kualitatif . Sumber data primer yaitu data wawancara dan data sekunder profil kampung hinekombe. Informan penelitian sebanyak 10 orang. Teknik pengumpulan data melalui observasi, wawancara dan studi pustaka. Metode analisis yaitu reduksi data, pengelompokan data, display data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa (1) Pemerintah Kampung Hinekombe Distrik Sentani Kabupaten Jayapura sudah cukup baik dalam melakukan pengelolaan keuangan kampung sesuai dengan Permendagri Nomor 20 tahun 2018 Tentang Pengelolaan Keuangan Desa. Hal ini menunjukkan bahwa Pemerintah Kampun Hinekombe telah berusaha bekerja dengan maksimal untuk dapat mengimplementasikan peraturan pemerintah pusat tentang pengelolaan keuangan kampung walaupun ada beberapa item kegiatan yang kurang tidak lengkap dalam pelaporannya. (2) Kendala-kendala yang dihadapi pemerintah kampung dalam pengelolaan keuangan di Kampung Hinekombe Distrik Sentani Kabupaten Jayapura.yaitu Swadaya Masyarakat masih kurang, pengawasan juga masih kurang. Selain itu juga perubahan anggaran tidak dilakukan melalui musyawarah dengan tokoh masyarakat atau sepihak oleh Aparatur Pemerintah Kampung Hinekombe yang membuat masyarakat kurang begitu percaya terhadap pengelolaan keuangan yang dilakukan pemerintah kampung hinekombe. Kata kunci : Pengelolaan Keuangan, Kampung Hinekombe.

Abstract

enelitian ini bertujuan untuk mengetahui pengaruh langsung teknologi informasi terhadap kinerja individual, pengaruh teknologi informasi terhadap kinerja individual melalui berfungsinya saling ketergantungan, keselarasan tujuan dan komunikasi terhadap kinerja individual. Terdapat 70 data responden dari lima perusahaan di Jayapura yang dapat digunakan dalam analisis data, penelitian ini menggunakan metode convenience sampling dalam pengambilan sampel, metode inimerupakan salah satu tipe dari non probability sampling. Data yang digunakan adalah data primer, pengumpulan data dilakukan dengan menggunakan kuesioner yang berikan secara langsung oleh peneliti. Analisis data menggunakan Smart Partial Least Square (PLS) 2.Hasil penelitian menunjukkan bahwa teknologi informasi berpengaruh positif dan signifikan terhadap kinerja individu, sejalan dengan penelitian yang dilakukan oleh (Godhue dan Thompson 1995). Teknologi informasi berpengaruh terhadap kinerja individu melalui berfungsinya saling ketergantungan, penelitian ini sejalan dengan penelitian oleh (Arsono Laksmana 2002). Teknologi informasi tidak berpengaruh terhadap kinerja individu melalui berfungsinya keselarasan tujuan, penelitian ini konsisten dengan sebelumnya penelitian yang dilakukan oleh (Arsono Laksmana 2002).Teknologi Informasi berpengaruh terhadap kinerja individu melalui berfungsinya komunikasi, penelitian ini sejalan dengan penelitian yang dilakukan oleh (Anang Mardianto 2008).

Abstract

This study aims to analyze factors affecting the occurrence of fraud (fraud) trend in the Government of Jayapura City. This research was conducted on 18 Government agencies in Jayapura City. Datacollection in this research was used questionnaire to the civil servant (PNS) working on Organization of Regional Region (OPD) Government of Provinsi Papua. The sampling technique was used in this research is purposive sampling. The number of samples taken as much as 150 respondents. Data analysis techniques using Partial Least Square (PLS) or Smart PLS 3.0 Based on the results of the analysis using the PLS test tool shows that the effectiveness of internal control does not affect thefraud of accounting (Fraud) in Jayapura City Government, organizational culture has no effect on fraud accounting (Fraud) in Jayapura City Government, the compensation suit does not affect theaccounting fraud in the Government of Jayapura City, (Fraud) in Jayapura, procedural justice has no effect on accounting fraud in the Government ofJayapura City, organizational commitment hasan effect on accounting fraud (Fraud) in Jayapura City Governmental System, distributive justice has no effect on accounting fraud (Fraud) in the Government of Jayapura City

Abstract

The Indonesian government had improved the financial bureaucracy to achieve good governance. The method is to adopt a Government Accounting Standards (SAP) of accrual basic. Accrual accounting is believed can produce financial statements more reliable, accurate, comprehensive, and relevant to decision making of economic, social, and political. The purpose of this research is to analyze differences of understanding about Government Accounting Standards accrual basic by the level of education, work experience, training, and occupation. The population of this research are all employees of official government in the local government office of Jayapura Regency. The samples were attained through a purposive sampling method with 84 people/employee from accounting department as respondents. The method of data analyisis is Anova One Way and an independent sample t-test. The test results show that there are different understandings of Government Accounting Standards (SAP) accrual basic of financial employee based on the level of education, work experience, training, and occupation. The different understanding of Government Accounting Standards (SAP) accrual basic between employees graduated from Senior High School and Bachelor are not significant, while there is a significant effect between Senior High School and Undergraduate degree, then the Senior High School and postgraduate indicate insignificant effect, similar with the relation between Bachelor and Undergraduated are not significant, also Bachelor and Postgraduated are not significant, while the Undergraduated and Postgraduated are also not significant. The different understanding of Government Accounting Standards (SAP) accrual basic between employees who have work experience 1-5 years and 6-10 years are not significant, while 1­5 years and 11-15 years are significant, between 1-5 years and >15 years are significant, 6-10 years and 11-15 years are not significant, 6-10 years and >15 years are not significant, 11-15 years and >15 years are not significant. The different understanding of Government Accounting Standards (SAP) accrual basic between employees who had trained and never trained are significant. The different understanding of SAP accrual basic between employees who had occupation as arranger of the financial statements and in the other job description are significant. The conclusion of this research is that understandings of SAP accrual basic of financial employees can be distinguished based on the level of education, work experience, training, and occupation. Therefore, human resources must be managed with consideration of individual factors to enhance the performance and understanding of SAP accrual basic offinancial employee.

Abstract

Revolusi teknologi telah melanda segala aspek kehidupan manusia. Dalam dunia bisnis khususnya, revolusi teknologi tersebut menyebabkan perubahan yang luar biasa dalam persaingan, pemasaran dan pengolahan sumber daya manusia. Perusahaan dituntut untuk memanfaatkan semaksimal mungkin kemampuan yang dimiliki agar dapat memenangkan kompetisi dalam persaingan global. Desentralisasi adalah delegasi otoritas atau wewenang pengambilan keputusan kepada jajaran manajemen yang lebih rendah kedalam sebuah organisasi. Sistem akuntansi manajemen merupakan sistem formal yang dirancang untuk menyediakan informasi bagi manajer. Tujuan penelitian ini adalah untuk mengetahui pengaruh desentraliasasi dan sistem akuntansi manajemen terhadap kinerja manajer pada Perbankan Kota Jayapura dan Kabupaten Jayapura. Populasi dalam penelitian ini adalah seluruh pemimpin dan manajer Perbankan Kota Jayapura dan Kabupaten Jayapura. Sampel penelitian ini sebanyak 52 responden. Data yang digunakan dalam penelitian ini adalah data kuantitatif yang diukur dengan satuan score. Metode analisis yang digunakan regresi linear berganda setelah diuji dengan Model Asumsi klasik. Hasil analisis menunjukan bahwa desentralisasi dan sistem akuntansi manajemen berpengaruh terhadap kinerja manajerial. Manajemen sebaiknya menerapkan sistem akuntansi manajemen secara tepat mengingat tugas-tugas perusahaan semakin kompleks sehingga dapat membantu meningkatkan kinerja perusahaan

Abstract

This study aims to determine the effect of compensation suitability, the effectiveness of internal control and organizational culture on fraud in the Biak Numfor Regency Regional Government Agencies. The data of this study were obtained from questionnaire data (primary). The population in this study are all employees who work in the finance sub-section in each Regional Government Agency of Biak Numfor Regency. The sampling method was purposive sampling, obtained 105 samples. This study uses a quantitative approach. The analysis used is multiple linear analysis, with t-test and coefficient of determination.               The test results show that, firstly, the suitability of compensation has a significant effect on fraud. Second, the effectiveness of internal control has a significant effect on fraud. The three organizational cultures have no significant effect on fraud. The coefficient of determination is 0.309 or 30.9%, which means that the amount of compensation, the effectiveness of internal control and organizational culture against fraud is 30.9%, while the remaining 69.1% is explained by other causes originating from outside the regression that are not investigated in this study.

Abstract

This study aims to look at factors that influence fraud prevention consisting of organizational culture, the role of internal audit, and internal control components. The controlling component here servesas an intervening variable. The population of this study are internal government auditors working in Inspectorate of Papua Province, Inspectorate of Jayapura City and Inspectorate of Jayapura Regency. The hypothesis in this study was tested using spss 16. The results showed that organizational culture, the role of Internal Auditor and internal control system have a significant positive effect onfraud prevention in Inspectorate of Papua Province, Jayapura City and Jayapura Regency. Organizational culture does not affect the prevention of fraud through the implementation of internal control components and the role of internal auditors does not affect the prevention of fraud through the implementation of internal control systems

Abstract

The research aims to analyze the influence oftangibility, profitability, growth, business risk, and liquidity to debt policy. This research is repurposed to review the influence oftangibility, profitability, growth, business risk, and liquidity of debt policy. Financial report is obtained by access to www.idx.co.id. The number of samples obtained in this study was as much as 178 samples. The analytical techniques used in this study are multiple linear regression to obtain a thorough picture of the relationship between the variables of one another. The results in this study show that profitability, business risk, liquidity, and size of the company have an influence and significance to the debt policy. While tangibility, growth, and age companies do not affect the debt policy.
