Abstract

Penelitian ini bertujuan untuk mengetahui implementasi mutasi pegawai negeri sipil. Penelitian ini menggunakan metode yang terdiri atas pengumpulan data dilakukan dengan wawancara, observasi dan telaah dokumen. Teknik analisis data dilakukan kualitatif melalui 3 tahapan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: 1) implementasi mutasi prestasi bagi PNS meliputi mutasi pendidikan, mutasi diklat, mutasi penghargaan, mutasi kenaikan pangkat dan mutasi jabatan. Mutasi ini dilakukan oleh pimpinan dalam mengambil kebijakan dengan memberikan bentuk prestasi sesuai dengan kebutuhan organisasi; 2) implementasi mutasi pemeliharaan bagi PNS meliputi mutasi peninjauan masa kerja, mutasi keluarga dan mutasi kesehatan. Mutasi ini diterapkan oleh pimpinan dalam mengambil kebijakan dengan memberikan bentuk pemeliharaan sumber daya manusia dalam suatu organisasi,; dan 3) implementasi mutasi hukuman bagi PNS meliputi mutasi wilayah kerja, mutasi antar unit kerja, mutasi pengenaan sanksi dan mutasi pemberhentian. This study aims to determine the implementation of civil servant mutations. This study uses a method that consists of data collection conducted by interviews, observations and document review. The data analysis technique was carried out qualitatively through 3 stages namely data reduction, data presentation and conclusion drawing. The results showed that: 1) the implementation of achievement mutations for civil servants included education mutations, training mutations, award mutations, promotions mutations and position mutations. This mutation is carried out by the leadership in making policies by providing forms of achievement according to the needs of the organization; 2) the implementation of maintenance mutations for civil servants includes work shift mutations, family mutations and health mutations. This mutation is applied by leaders in making policies by providing a form of maintenance of human resources in an organization ,; and 3) implementation of the mutation of punishment for civil servants includes mutations in work areas, mutations between work units, mutations in the imposition of sanctions and mutations in dismissal.
