Abstract

Penelitian ini bertujuan untuk menganalisis partisipasi masyarakat desa dalam pembangunan jalan di desa Asam Jawa, dengan melihat faktor pendukung dan faktor penghambat partisipasi masyarakat terhadap pembangunan. Untuk mencapai tujuan tersebut, menggunakan metode penelitian kualitatif yang menghasilkan data secara deskriptif. Teknik pengumpulan data dilakuan dengan observasi, dokumentasi, wawancara, serta dokumen menggunakan teknik analisis deskriptif kualitatif. Partisipasi masyarakat sangatlah diperlukan untuk mendorong percepatan pembangunan, pembangunan tidak akan bermanfaat dan berjalan maksimal tanpa adanya keterlibatan aktif dari masyarakat. Partisipasi meliputi tahap perencanaan, pelaksanaan, pemanfaatan hasil dan evaluasi. Pemerintah pusat memberikan bantuan dalam bentuk Dana Desa, yang bertujuan untuk mendorong percepatan pembangunan di pedesaan. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat dalam pembangunan yang ada di Desa Asam Jawa yang diliat dari ketiga bidang partisipasi yaitu perencanaan, pelaksanaan, pengawasan / evaluasi, cukup baik sebab karena ada dua hal yang mempengaruhi. Pertama, adanya kesadaran masyarakat untuk turut berpartisipasi dengan membebaskan lahannya. Selain itu partisipasi masyarakt dapat dilihat dengan bentuk sumbangan masyarakat baik dalam hal tenaga maupun materi. Kedua pembangunan jalan di Desa Asam Jawa dipengaruhi oleh faktor pendukung yaitu sumbangan dan dukungan masyarakat serta faktor kesadaran atau kemauan. Sedangkan faktor penghambatnya yaitu adanya Dana Desa dan rendahnya tingkat pendidikan di masyarakat.

Abstract

This study aims to analyze the preferences of the Medan City community in choosing sharia insurance by considering various factors, such as the level of religiosity, financial literacy, service quality, and socio-economic aspects. This study uses a qualitative approach with an in-depth interview method with five respondents from various professional and social backgrounds. The results of the study show that the community's understanding of sharia insurance is still diverse. Some people understand the concept of mutual cooperation (ta'awun), but many still have doubts regarding the transparency of fund management and the real benefits provided. The religiosity factor plays an important role in community decisions, but the low level of financial literacy is the main obstacle in understanding the benefits of sharia insurance. In addition, the affordability of premiums, ease of the claim process, and innovation in marketing also influence community preferences. The main challenges in increasing community participation include lack of education and socialization, negative stigma towards insurance, and the assumption that sharia insurance claims are more complicated than conventional insurance. To overcome these challenges, sharia insurance companies need to improve digital-based education, involve religious figures in socialization, and develop products that are more flexible and in accordance with the needs of various segments of society. With the right strategy, sharia insurance can be a more inclusive financial protection solution that is in accordance with sharia principles.

Abstract

This study aims to analyse the implementation of the Social Security Administering Agency (BPJS) Ketenagakerjaan's responsibilities in protecting workers' rights at the state-owned agribusiness company, PTPN IV Panai Jaya. This study used a descriptive qualitative approach with a case study method. Data collection techniques were carried out through in-depth interviews with 6 informants, consisting of employees, company officials, and BPJS officers, as well as internal company observations and documentation. Data analysis was carried out through content analysis, which aims to interpret the meaning of qualitative data systematically and objectively. The results of this study indicated that the implementation of BPJS Ketenagakerjaan’s responsibility in protecting workers' rights at PTPN IV Panai Jaya was still not optimal, especially in reaching non-permanent workers such as casual daily workers and contract workers. Although all permanent employees had received benefits from social security programs such as JKK, JKM, JHT, and JKP, the majority of non-permanent workers had not enjoyed the same protection. This indicates a gap between formal social security coverage and functional realisation in the field. In addition, several permanent workers were also found unable to use their BPJS Ketenagakerjaan insurance because PTPN IV Panai Jaya delayed payment of BPJS contributions.
