Central Kalimantan Province especially Murung Raya is an area with abundant natural resources, require transportation facilities and infrastructure, especially more emphasized in the field of land transportation. In this case, it is necessary to evaluate the tariff and quality of transportation service between provinces to know the conformity of current tariff and the quality of transportation service. Data collection was conducted through surveys and interviews conducted in Puruk Cahu. The purpose of this research is to know the amount of Vehicle Operation Cost of public transportation from Puruk Cahu to Banjarmasin so that the amount of passenger tariff that match with Vehicle Operating Cost is incurred and also know the quality of service from transportation service provider side. Based on the result of Vehicle Operation Cost Analysis (VOC) of Puruk Cahu Public Transportation to Banjarmasin, the basic cost per day is Rp 991.384.08, -/ transportation/ day, the basic rate every person is Rp 165,230.68, - / person / trip , the basic tariff of public transport is Rp 181,753.75, - / person / trip, so with the applicable tariff of Rp 250,000 / person providing a reasonable income for the transportation service provider and for the passengers is reasonable. West Kalimantan, especially Pontianak, currently emphasizes the field of land transportation. Road construction gets the highest priority. This is done considering there are still many regions remote that have not been reached by the existing road network. With the existence of the land route then the current goods and people will be more and more, this opens up opportunities for public transport services that serve the route from Palangka Raya to Pontianak. This research was conducted by field survey, data collection divided into two, primary and secondary data. This study aims to determine the cost public transport vehicle operations in the direction of Palangka Raya to Pontianak and to find out the rates ideal public transport passengers majoring in Palangka Raya Pontianak in accordance with the operational costs issued. The general freight rates for the Palangka Raya - Pontianak major that apply at the time of the study now is Rp. 900,000.00 org/rit. With a general tariff of Rp. 900,000.00 org/rit, and basic tariff of Rp. 464,298,56org/rit then provide benefits for transport entrepreneurs amounting to Rp. 435,701.44 rit/org or around 49%. So as to provide decent benefits for the public transport manager in the Palangka department Raya - Pontianak.

Workers who have been declared competent will receive a certificate as proof of competence. The certificate serves as proof of competence, the certificate holder will treat the certificate as part of the pride, proof of ability as well as recognition of the knowledge it has. Based on the results of the study using the Frequency Distribution method, the results show that the presence of Experts and Skilled civil certified in Palangka Raya City has a significant effect on the progress of the construction world in Palangka Raya City with the relative frequency (F) value of 57.50% ≥ 50, 00% ~ 75.00% and the high level of ability of Experts and Skills to overcome technical problems in the field with a relative frequency (F) value of 60.00% ≥ 50.00% ~ 75.00%, which means it is satisfactory. Taking into account the results of research on the existence of experts and skilled workers who have had a real positive influence on the progress of the world of construction especially in the City of Palangka Raya, it is deemed necessary that every construction work is required to involve competent and certified experts and skilled civilians so that the quality of work construction can be maintained. Furthermore, in order to maintain continuity and anticipate the progress of the construction world, it is deemed necessary that certified experts and skilled civilians always learn and update their knowledge by always learning, either through training activities, seminars or workshops
