Abstract

The regional expansion was carried out to facilitate access to public services. The implementation of regional expansion was initially carried out in defining territorial boundaries. In the demarcation of this territory, there are protests due to the lack of involvement of indigenous peoples. As residents of the original domicile, the indigenous peoples fight for their land ownership rights, which are involved in the regional expansion plan. It happened in the expansion of the Nagari Salareh Aia area, Palembayan District, Agam Regency. After the enactment of Regent Regulation No. 15 of 2017 regarding the preparation of Nagari guardians. There were many protests against the boundaries set by the government through these instruments. Researchers try to explore this phenomenon through social law by examining aspects of regional politics, in this case, the rights of indigenous peoples, social capital in conflict resolution, and an assessment of the impact of these two issues in resolving regional division conflicts. Through a set of studies and discussions, it was found that the government and the community must work together and make decisions that do not ignore regional wisdom. Through this synergy, it was hoped that regional expansion would be conducted appropriately, which can provide benefits to the community and regional government.

Abstract

Otorita Batam is a New Order institution ( assumed ORBA) still deputize regime of otoritarian Soehartowith three especial activity namely economics, political and inseparable law. System governance reformUUD 1945 cannot give impact to existence of Otorita Batam and make product institute of ORBA thisremain to be strong as a self-supporting institution. This research aim (i). Analysing and explainingposition of Otorita Batam at reform era in system governance of Indonesia. ( ii) Identify and factorsformulation causing the increasing of independence power of Otorita Batam reform execution era of areaautonomy in Indonesia. This research use approach of political and political economics of law. ThisResearch type qualitative. Method data collecting research of field, circumstantial interview anddocumentation with informan. While method analyse data use analytical discriptioin. Result of researchget, (i) The actor or importance group maintaining existence of Otorita Batam in system governance ofIndonesia. That is why policy of Otorita Batam which only in the form of Decision of President remain tobe defended, even contradiction and weaker than law. Whereas, cause factors gain strength of OtoritaBatam era execution of decentralization (local autonomi) caused its strong (ii) Domicile power of CentralGovernment and weaken law him Governance of Area and Otorita Batam at variance with LocalGovernment. Both this factor show if institute made in this ORBA represent the part of regime ofotoritarian which remain ( Neo-Soehartois). This reality bear term which is on a period of ORBA referredas ' state in state' and reform era referred as with ' state in local gorvernment'.Keywords: Otorita Batam, local autonomy and reformation

Abstract

Study of cultural values and political life of the community in Riau Malay, which is believed to beable to support the application of the principles of democracy at the local level. This is consideredimportant because of the values and culture that lives and grows a reflection of power relationsbetween individuals, groups, social institutions, and governments in the region that has lasted along time.Political system and democratic governance requires the participation of all citizens in thepolitical process is important. On this basis, the research interest in restoring the values andculture of the Malay community, which will be explored from theoretical perspectives - normativeand empirical, both in the kingdom, independence, and decentralization (regional autonomy)today, in order to understand the knowledge local power relations and their implications for thedemocratic process that relies on the framework and capabilities fikir society itself.In this research, emphasis will be devoted to the use of qualitative methods. The data analysistechnique used the descriptive analysis. As a non-statistical analysis techniques, in addition topresenting information and facts for what it is, a description and interpretation of the data, tables,graphs, or figures are available is also a typical sharpness of this method of analysis. Analysis willalso be preceded by exposition and explanation of empirical facts (deductive) that relate directlyto this study. In addition, empirical facts will also conceptualized with the theory which is thentested in a rational (inductive).

Abstract

In the Pekanbaru City Regional Regulation No. 8 of 2012 concerning Disturbance Permits in Article 3 has been explained that this permit is valid for five (5) years and shall re-register every year by paying a levy. But in reality there are many employers who do not pay the levy each year, mainly in the district Charming. The approach used in this study is qualitative and classify informant research include key informants, key informants and informant extra. Data collection techniques used in the form of in-depth interviews and secondary data analysis with qualitative analysis techniques procedure; reduction, data presentation and verification / conclusions. The results showed that the retribution permit interference in Pekanbaru has decreased, even though efforts are minor nuisance levels continue developing States at any time for the purpose of investment employers by various businesses. Resistor in retribution disorder is an enumeration of objects levy is less good, less than the maximum dissemination and awareness of the poor to pay the levy.

Abstract

Penerimaan peserta didik baru dengan kebijakan sistem zonasi telah diberlakukan di Kota Pekanbaru, Provinsi Riau. Melalui Peraturan Kementrian Pendidikan dan Kebudayaan Republik Indonesia Nomor 20 Tahun 2019 kebijakan ini berlaku di seluruh Dinas Pendidikan Kabupaten/Kota di Indonesia. Penerapan kuota zonasi sebesar 80 persen oleh pemerintah Kota Pekanbaru menimbulkan banyak pro dan kontra. Tujuan kebijakan sistem zonasi dalam PPDB yakni untuk mengurangi biaya transportasi pendidikan, mendekatkan calon peserta didik dengan domisili tempat tinggal nya, mengurangi kemacetan, serta menghilangkan persepsi sekolah favorit dan tidak favorit juga dengan utama adalah pemerataan pada kualitas pendidikan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan subjek penelitian tingkat sekolah menengah atas di Kota Pekanbaru. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Hasil Penelitian ini menunjukkan bahwa peran Dinas Pendidikan dan Pemerintah Daerah Kota Pekanbaru, dalam mengevaluasi kebijakan sistem zonasi untuk PPDB tingkat SMA belum terlaksana secara maksimal, hal tersebut karena kurangnya sosialisasi oleh penyelenggara kebijakan sehingga tidak menimbulkan pemahaman yang komprehensif terhadap masyarakat.

Abstract

This study aims to explain the condition of the gap in voter participation rates between the 2018 Riau Pilkada and the 2019 Election in Riau. In the 2018 Riau Province Pilkada, voter participation rates were relatively low. In contrast to the election in Riau in 2019, voter participation was relatively high and significantly different. The question is what are the factors that cause the gap in the voter turnout rate? The question becomes interesting, because in fact these two different election momentum were followed by the majority of the same voters, took place in a relatively short time interval and were held in the same place. There are many theoretical options to explain the condition of the existing gap but considering that the two elections were conducted in close proximity, so it is irrational to assume that there is a big change in the condition of voters, this study looks at the difference in stimulus factors that causes the gap as theorized by Milbrath. The method approach in this study uses a mix-method with an emphasis on qualitative methods. While the typology of research applied is causal comparative research. This study found three main factors that caused the gap in voter participation rates in the two election momentums, namely: First, the difference in the number of political actors with an interest in providing stimulus to voters; Second, political echoes that stimulate voters to identify certain candidates who are contesting and are motivated to win them; third, the influence of mass media and social media. This study suggests that the Pilkada be held simultaneously with the regional legislative elections while the presidential elections are carried out simultaneously with the national elections to balance voter participation.

Abstract

Kegiatan sekolah Pemilu ini berawal dari kekhawatiran akan dampak dari Pemilihan Kepala Daerah (Pilkada) Tahun 2020 yang tetap diselenggarakan pada masa COVID-19. Kekhawatiran ini tidak hanya mengenai penyebaran COVID-19 yang ditimbulkan akibat proses Pilkada, akan tetapi kekhawatiran tidak terwujudnya Pilkada yang berkualitas, berintegritas dan memenuhi prinsip-prinsip demokrasi. Oleh karena itu, diperlukan kemitraan bersama penyelenggara Pilkada baik Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilihan Umum (Bawaslu) di Provinsi Riau. Metode kegiatan ini dilakukan dengan webinar series dengan menyiapkan kurikulum pembelajaran dan evaluasi secara komprehensif terhadap peserta sekolah Pemilu. Hasil kegiatan ini menunjukkan bahwa terdapat potensi yang dapat dikembangkan dari kader Pemilu yakni modal sosial, komitmen dan tanggung jawab, serta penguasaan terhadap teknologi informasi. Kesimpulan yang dapat diambil dalam kegiatan ini adalah keterlibatan multi-stakeholder mutlak diperlukan dalam mendukung pelaksanaan Pilkada serentak masa COVID-19 agar dapat berkualitas dan berintegritas. Penegakan disiplin protokol kesehatan menjadi kunci dari pelaksanaan Pilkada yang aman terbebas dari penyebaran COVID-19

Abstract

Forest management is an interesting issue to discuss because it is closely related to the realization of the Sustainable Development Goals (SDGs), namely in handling climate change. The empirical phenomenon that occurs in Riau Province shows that there are still problems in forest management, resulting in deforestation and forest degradation, and forest tenure conflicts. Based on this, this study tries to answer the question what are the strategies used by the local political leadership and the challenges in forest management in Riau Province? This study used qualitative research methods. The research data comes from research informants, books, reports, research journals, and articles from news in the mass media and electronic media. Data analysis in this study uses a hermeneutic approach and analyzed using theories relevant to the research. The results of this study indicate that the strategy of local political leadership in forest management in Riau Province is in 4 (four) things, namely: (1) forest management planning; (2) forestry conflict prevention and resolution; and (3) forest and land fire prevention policies; and (4) forest and critical land rehabilitation. Meanwhile, the challenges faced by the local political leadership in forest management stem from the potential for corrupt behavior and a weak commitment to forest management. This study concludes that the strategy implemented by the local political leadership in Riau Province has not been able to realize sustainable forest management because of the weak commitment to sustainable forest management.

Abstract

Indigenous peoples as state entities have constitutional rights that must be fulfilled. However, the existence of indigenous peoples today is still marginalized so they are not much involved in the administration of government. Departing from this empirical phenomenon, this study aims to describe the recognition of indigenous peoples' rights and the village government's strategy in implementing the recognition of indigenous peoples' rights. This study uses a qualitative approach with sources of information from the village government, traditional leaders, and the local government of Kampar Regency. From this research, it is found that the rights of indigenous peoples are recognized in the form of (1) having autonomous rights over their customary communities; (2) the right to manage their ulayat; (3) the right to develop and preserve their customs. Meanwhile, the village government's strategy in implementing the rights and recognition of indigenous peoples is to collaborate with traditional institutions in the administration of government and the implementation of economic, social, political, and cultural life. This study concludes that the democratization process has brought positive changes to the recognition and protection of indigenous peoples' rights.

Abstract

This article aims to find the historical-political context of the ups and downs of oil palm policy issues in Riau by focusing on the early 2000-2010 reform period. The background is the political struggle of factors in the history of palm oil policy issues from colonial to early Indonesian reform, including in Riau. The argument is that the ups and downs of the political issue of palm oil occurred at the beginning of the reformation. How did the ups and down so political interaction between these actors take place in Riau? In answering the questions, Jeffry Frieden used theories and modern political economy analysis methods. Political ups and downs related to palm oil policy issues have occurred since Law No. 32/2009 and UU. No. 25/1999 were implemented. In the ORBA regime, politicians only made political demands in the DPRD and local bureaucracies. During 2000-2010, local actors who fought for the issue of palm oil had a wider spectrum. To a certain extent, many local actors were passive and then went viral. This period of political transition is expressed because several civil society activists, technocrats and the government have emerged. There are government actors who agree, reject and agree with the proposal. According to their position, the actors have strategies, tactics, and tips in forming a coalition. In the context of pluralistic local politics like this, the ups and downs of local politics on oil palm policy issues occur due to the interaction of local and national actors.
