Abstract

Lake Limboto is a vital public asset that concerns the lives of many people hence it is important for the government to pay serious attention and proper management on it. Furthermore, three parties are closely linked to the sustainability of this public asset. Building the entrepreneurial spirit of the local community to manage Lake Limboto should be addressed to be the inspiration and new spirit of the entrepreneurial community as a sustainable investment. This study aims to analyzeand explain the importance of building the community entrepreneurial spirit on the management of Lake Limboto as a sustainable investment, particularly in the economic empowerment of local community. Data were collected using FGD technique, literature studies, and field observation. The analysis was conducted using qualitative descriptive approach. This study revealed the development of community business groups or creative-innovative behavior of consumers in managing Lake Limboto. In the implementation, innovation becomes more valuable in building creativity and innovation, particularly in building the entrepreneurial spirit in managing Lake Limboto as a public and regional asset in the present and the future. The theoretical implication is to reaffirm Schumpeter’s theory of innovation. In association with the economic empowerment and development of community, entrepreneurship is aspired to realize human resources who arereliable, professional, highly motivated with the need of achievement, risk takers, innovative and independence. It entails the abilities to create new products and services in the market, new place of business transaction, new buyers, new market leader, and to support economic development.

Abstract

This study aims to determine how much influence restaurant tax has on local revenue (PAD) in Gorontalo City. The research method uses a quantitative approach with descriptive quantitative types. The results showed that: 1) There is a positive relationship or in statistical techniques it is said to have an influence relationship, when an increase in one variable is accompanied by an increase in the value of other variables, and sometimes followed by an increase in the value of other variables, with the equation: Y = 87,801,873,155, 883 + 10,518X, 2) The magnitude of the relationship or variable correlation with the result is 0.996. Based on the calculation of the test criteria, the relationship between restaurant tax and Local Own Revenue of 0.996 has a very strong variable relationship, 3) Based on the calculation results, the tcount value is 17.261 and the ttable value is 2.35336, because the tcount value is smaller than the ttable value. It is concluded that restaurant tax does not have a significant effect on Regional Original Income (PAD). Keywords: Restaurant Tax, Local Revenue

Abstract

 The dynamics of public policy in managing the assets of the Limboto lake area in Gorontalo Regency is the focus of this research. This article aims to analyze and explain the dynamics of public policy management of the Lake Limboto area assets. The method and approach used is descriptive qualitative. Data collection was done by purposive sampling technique (Sugiyono: 2010), observation, interviews and documentation. Data analysis was carried out following an "interactive model" (Miles Huberman & Saldana: 2014), namely: data collection, data display, data condensation, conclusions / drawing. The findings indicate that the public policy on the management of the Limboto lake area assets is not optimal. The Central Government at the National Lake Indonesia Conference, through the 2009 Bali agreement, involving 9 State Ministries of the Republic of Indonesia, has set 15 lake priorities that will be handled together in an integrated and sustainable manner for the period 2010-2014 including Limboto Lake. Previous Regional Regulation No. 4 of 2004, Regional Regulation No. 5, and PERDA No. 1 of 2008 concerning the management of Lake Limboto, Provincial Government Regulation No. 4 of 2011, but all of these policy products have not been able to overcome the problem of siltation of lakes. The dynamics of Limboto lake management public policy involving 20 stakeholders (Hasim; 2012) still have high influence and interests. The choice of the paradigm of the right management of Lake Limboto's public policy is oriented to the economic growth of the community, according to the perspective of public entrepreneurship (Syam; Lamangida; 2018), which has implications for increasing regional investment value added (NTID) and PAD (Lamangida, 2018), contributing to Local Government in building participation, the independence of the community, especially the people living along the watershed, upstream, and on the shores of Lake Limboto Keywords:Policy, Public, Management, Good Governance, NTID and PAD

Abstract

The study is done at the sub-district office of Batudaa Gorontalo, the purpose of this study is to find the administration based integrated good governance in Batudaa sub-district office. The methodology from the analysis qualitative baseline data, from interviews informants, and direct observation in the field. The result showed that, the implementation of public service good governance based at sub-district office of Batudaa Gorontalo referring to the Gorontalo regent number 28 years 2014 about the delegation part of their authority to head the in the program integrated administration services in (PATEN). The authority has delegate to district in order to public services in Batudaa: district includes a) service the field of licensing; and b) service non-permission sector. But for the implementation of public services, based on ministerial regulation no 4 years 2010 and guidance technical integrated administration services in, been implemented principles terra (tangibles, empathy, reliability, responsive and assurance).
