Abstract

The Covid-19 pandemic has plunged Indonesian society and high socio-economic vulnerability. The government through policies and programs tries to overcome the impact of the pandemic and restore people's lives. Many other parties have contributed to handling the pandemic, but they are still sectoral. In its implementation, there is still a role gap, especially the role of the government is more prominent, while the participation of various parties, especially the community is still minimal. In fact, these steps have not yielded maximum results. This can be seen from the increasing number of pandemic exposures. One of the strategies for handling a pandemic that is quite effective is the effort to accommodate social capital within the pentahelix framework. This study shows that mutual cooperation and local leadership are the dominant features of social capital practices in Indonesia. In this case, the practice of mutual cooperation, both in an organic and systematic sense, is a thread of synergy and integration among stakeholders. Therefore, packaging and strengthening social capital in policies with the pentahelix framework is the "ultimate arrow" in handling the Covid-19 pandemic.

Abstract

Policies and programs to prevent and control the HIV & AIDS cases have been conducted in Indonesia since many years ago, however, stigma and discrimination towards the people living with HIV & AIDS (PLWHA) are still existing and difficult to be eliminated People living with HIV & AIDS, often receive stigma. The HIV & AIDS was regarded as a disease curse from the God due to the negative behavior. Based on the study conducted in lndramayu and Bandung in 2009 this paper highlighted some important issues related to the role of civil society in reducing HIV &AIDS stigma and discrimination. This paper shows that the provision of law is not sufficient to handle the problem due to the limitation of law/ regulation scope in stating the issuess comprehensively. Issue like stigma and discrimination has not yet receive serious attention. Therefore, the role of civil society are very important for their capability to initiate dialog with the society to eliminate the stigma that tend to discriminate the PLWHA.Keywords: HIV & AIDS, stigma, discrimination, civil society

Abstract

HIV-AIDS epidemic in Indonesia growsfastly and spread out to all over provinces in Indonesia, especially among some high risk populations such as commercial sex workers and injecting drug users (IDUs). In 200 /the accumulative HIV-AIDS cases in Indonesia was 2575, then increased to 6789 in Maret 2005 and reached the number of I 8963 in June 2008. The number is assumed to be much higher that the official reported cases as the existence of iceberg phenomenon. This paper aimed at presenting the spread of HIV-AIDS cases in Indonesia from socio-demographic point of views. The data used for this paper was mainly taken from the result of literature review as well as our research conducted in Surabaya and Bali in /999 and from our recent study conducted in Batam and Sanggau in 2006 and 2007. Data collection was done by the use of indepth interviews, focus group discussion and field observation. The study shows that HIV-AIDS cases have steady increased among particular groups, such as women and those in the age group of /5-39 years. The highest number of AIDS cases was found among people at the 15-19 years age group. The increased cases were mainly due to the high-risk behaviour that exposed to the spread of HIV-AIDS such as the use of unsafe injecting drug and sexual practices. This study recommends that HIV-AJDS problem has to be overcome immediately and pay special attention to the most affected age groups for targeting as well as introducing type of interventions.Keywords: spread of HIV-AIDS cases, socio demograhic factors, risk behaviour
