Abstract

Desa Perpanden merupakan salah satu desa di Kecamatan Kutalimbaru Kabupaten Deli Serdang Provinsi Sumatera Utara. Permasalahan dalam penelitian ini adalah untuk mendeskripsikan partisipasi perempuan dalam kelembagaan desa di Kantor Desa Perpanden Kecamatan Kutalimbaru. Partisipasi merupakan keterlibatan seseorang/sekelompok orang untuk ikut berperan dan bertanggung jawab dalam lingkungan masyarakat. Dalam penelitian ini, partisipasi perempuan dalam kelembagaan desa di Kantor Desa Perpanden masih rendah. Hal ini bisa dilihat dari peran, keterlibatan, serta keterwakilan perempuan dalam struktur fungsional di lembaga desa. Penelitian ini menggunakan metode kualitatif. Untuk pengumpulan data, peneliti melakukan dengan observasi langsung, wawancara, dan dokumentasi. Dari hasil penelitian yang dilakukan, faktor penghambat peran dan tingkat partisipasi perempuan di Kantor Desa Perpanden masih rendah disebabkan oleh beberapa faktor diantaranya adalah faktor pendidikan, faktor budaya, faktor keluarga, faktor dari diri perempuan sendiri, faktor sosialisasi/pengarahan, dan faktor peran lokal. Untuk mengejar ketertinggalan tersebut maka dilakukan upaya untuk meningkatkan partisipasi perempuan dalam kelembagaan desa di Kantor Desa Perpanden guna kemajuan kaum perempuan Desa Perpanden.

Abstract

The SIBISA application is a digital population administration and civil registration service application system using a papaerless office (PLO) and can integrate several service systems that have been built to become a synergistic and integrated service process based on the legal basis of Law no. 24 of 2013 related to the amendment of Law no. 23 of 2006 concerning population administration and civil registration. This study aims to determine the effectiveness of SIBISA services and the obstacles in implementing services in the Medan Marelan sub-district. This study uses a descriptive qualitative method that provides a clear description of the problems studied using Zeithaml's theory of public services with five service indicators, namely tangible, reliability, responsiveness, assurance and empathy. Data collection techniques used through observation, interviews and documentation. The results of this study indicate that the effectiveness of the E-KTP service through the SIBISA application in the Medan Marelan sub-district is quite effective compared to manual services starting from the services provided, the responsiveness of an employee to the community and the guarantee provided from the sub-district to the community through the management of the E-KTP. cannot be faked. The factors that affect the effectiveness of SIBISA services are computer networks, technical capabilities/skills of service providers and inadequate facilities and infrastructure.

Abstract

This study aims to determine the effectiveness of the performance of the State Civil Apparatus and the obstacles to the performance of the State Civil Apparatus in Administration in the Management of Personnel Administration at the Manpower Office of Medan City. This research uses qualitative research. Data were collected based on data collection techniques, namely observation, interviews and documentation. The results showed that the performance of the State Civil Apparatus (ASN) in the Administrative Section in Personnel Administration at the Manpower Service of Medan City had achieved achievements, the State Civil Apparatus was very disciplined in working on and completing personnel administration tasks in an orderly and timely manner, but did not have enough creativity because they still lacked creativity. In the absence of human resource development, the State Civil Apparatus has been able to work well together in completing any given work, very responsible for their respective duties and functions. Barriers to the Effectiveness of the Performance of the State Civil Apparatus (ASN) in the Administrative Section in the Management of Personnel Administration at the City Manpower Service are the lack of facilities, unstable internet network and applications that are not yet available for administration.
