Abstract

The Kampung KB Program is a development program that aims to improve the quality of the population in Indonesia. An important aspect in this program is community empowerment. Development with an empowerment dimension is a development activity that occurs in society which is triggered by the desire to advance and allow economic growth and social cohesiveness. This program is a button up, where the government acts as a facilitator and the community innovates according to the issues and needs that develop in the local community. In Banyumas Regency, the program received serious attention from stakeholders so that this stretch was evident in the slogans of the KB village that are often found in almost every sub-district and village / kelurahan. This research was conducted in Karangpucung Village, South Purwokerto District, by observing community activities related to the Kampung KB Program in conducting program socialization and collaboration with other parties, such as sub-district and district governments, community leaders, and experts in the population sector. . The results of the research, which was conducted in a descriptive qualitative manner, showed that for enabling links, the PKK officials were assisted by the head of the RT / RW aggressively and voluntarily to socialize by going from house to house to raise awareness of the residents. The material is not only about family planning but also about local productive businesses and entertainment. For functional relations, this program involves the Puskesmas, family planning officers, midwives and also Babinsa who take an active role. The normative link is that the program is run through the main tasks and functions outlined by the BKKN, instructions and guidance from policy makers such as the sub-district head, village head and the head of district PKK supervisors. Meanwhile, related to the dissemination of the KB village program, it uses events that are widely liked by the community such as grand recitation, art competitions (kentongan), socialization of the risks of early marriage for youth groups, and the provision of supporting facilities, namely props for counseling, as well as the availability of libraries in KB villages.

Abstract

Village funds which have become a pendulum for village development provide quite a formidable task for village village administrators to make the best use of them. The involvement of public and community actors at the local level is a strategic step in managing village funds to provide a transparent and accountable effect, as mandated by the collaborative governance model so that the results of development become more beneficial for the citizens. This research uses a qualitative method. The technique of taking informants is done by snowball sampling while maintaining independence in expressing opinions. Data collection methods with in-depth interviews, observation and document analysis. Data analysis was carried out interactively, starting from data collection, data condensation, data appearance, and research conclusions drawn and combined with the appearance of descriptive data. The results showed that the collaborative process had proceeded well as seen from face-to-face dialogue, building trust, community commitment and various understandings of the development had an impact on effective development outcomes both physical and non-physical in nature.

Abstract

Policy implementation is the implementation of a policy so that the objectives of the policy can be achieved. Implementation in terms of reducing slum area is one of the problems in Indonesia. The problem in this study was motivated by the lack of fulfillment of clean water needs, the people who participated less in the implementation of the KOTAKU program, and the absence of policies that supported the KOTAKU Program in the Purbalingga Kidul Village. This study aims to determine how much influence the idealized policy, target group, implementing organization and environmental factors have on the successful implementation of the No Slum City Program (KOTAKU) in the Purbalingga Kidul Village. The research method used was quantitative associative with a sample of 116 respondents and the sampling technique used the census method or total sampling. The analytical method used is Kendall Tau-c Correlation, Kendall W Concordance Coefficient and Ordinal Regression Analysis. The results of the study show that: (1) There is a positive and significant influence between the idealized policy on the success of the implementation and the regression coefficient of 0.608. (2) There is a positive and significant influence between the target group on the success of the implementation with a regression coefficient of 0.413. (3) There is a positive and significant influence between implementing organization on the success of implementation with a regression coefficient of 0.645. (4) There is a positive and significant influence between the environmental factors on the success of the implementation with a regression coefficient of 0.706. (5) There is a positive and significant influence between idealized policy, target group, implementing organization and environmental factors on the success of implementation with a regression coefficient of 0.824.
