Abstract

Peningkatan kualitas pelayanan kepada masyarakat selalu ditingkatkan, tidak terkecuali pada pelayanan SIM oleh Kepolisian Republik Indonesia khususnya di Polres X, Polda Y. Pelayanan SIM selalu ditingkatkan karena SIM merupakan alat kontrol dan pengendalian penggunaan kendaraan bermotor di jalan raya sebagai identitas diri para pengemudi kendaraan bermotor yang telah dinyatakan mampu mengemudikan, dan sebagai bentuk tanggung jawab bagi Polri maupun pengemudi kendaraan bermotor. Pengendara kendaraan bermotor yang ingin memiliki SIM harus memenuhi prosedur dalam pembuatan SIM. Kesadaran hukum masyarakat yang telah terbentuk harus dapat diimbangi dengan kualitas pelayanan penerbitan SIM yang baik Meskipun peningkatan kualitas pelayanan selalu ditingkatkan, masih terdapat kendala, serta faktor penghambat dan pendukung dalam peningkatan pelayanan. Jenis penelitian ini adalah kualitatif. Hasil penelitian menunjukan, upaya peningkatan kualitas pelayanan pembuatan dan perpanjangan SIM di Polres X adalah sarana dan prasarana yang ada di ruang pelayanan SIM Polres X selalu ditingkatkan demi pelayanan yang lebih baik kepada masyarakat. Di sisi lain, keterbatasan ruang pelayanan SIM Polres X menyebabkan adanya hambatan dalam upaya peningkatan kualitas pelayanan pembuatan dan perpanjangan SIM oleh Satpas SIM Polres X. Selanjutnya data tentang faktor pendukung dalam peningkatan kualitas pelayanan pembuatan dan perpanjangan SIM di Polres X adalah kemampuan petugas Satpas Polres X dalam memberikan pelayanan kepada pemohon SIM di Polres X sudah sangat baik. Petugas di Polres X sopan dan ramah dalam memberikan pelayanan kepada pemohon SIM. Empati dan simpati yang ditunjukkan oleh petugas di Polres X dapat dirasakan oleh masyarakat yang sedang mengurus perpanjangan maupun penerbitan SIM baru.

Abstract

Condongcatur KB Village was established in 2019. The main problem faced by Condongcatur KB Village is related to the absence of an activity fund budget. The source of financing for activities only relies on ADD and community self-help. This study aims to describe the effectiveness and benefits of the KB village program in realizing quality family formation in Condongcatur Village. This research is a descriptive qualitative research with a case study approach. The selection of informants was carried out using a purposive technique. Informants in this study include: Head of the KKB Program Working Group, PLKB Kapanewon Depok, Working Group Members, Residents, Lurah, Head of LPMK, Head of BPKAL, and Kamituwo of Condongcatur Village. The results showed that the KB Village Program has been effective in achieving the goal of forming a quality family, supported by various elements of the community and related parties. The benefits of this program include reducing population growth and controlling migration, increasing family awareness of family planning, strengthening family relationships and with the environment, providing support to face economic, social, and health challenges, improving economic welfare through training, creating an environment that supports optimal growth, encouraging environmental awareness, and improving access and quality of education through Community Learning Hours.

Abstract

This research examines the impact of simplifying the structural positions of the State Civil Apparatus at the Indonesian Institute of Arts Yogyakarta. The purpose of this study is to analyze the stages of the policy process for simplifying structural positions at ISI Yogyakarta, to analyze the impacts caused by policies related to the simplification of structural positions at ISI Yogyakarta and to analyze solutions to resolve the negative impacts caused by policies related to the simplification of structural positions at ISI Yogyakarta. This type of research is descriptive with descriptive qualitative methods, the data sources used are primary and secondary, the object in this study is the Yogyakarta Institute of Arts Indonesia and the subjects in this study are the Rectorate and the structural ranks of educational staff at the Yogyakarta Institute of Arts Indonesia. The technique of determining informants is purposive technique. The data collection techniques used are observation and in-depth interviews. The data analysis techniques used are data reduction, data presentation, conclusion drawing and triangulation. The results of research on the Impact of Simplifying Structural Positions of the State Civil Apparatus are: the stages of the policy process for simplifying structural positions at ISI Yogyakarta. There are five stages of the policy process for simplifying structural positions at ISI Yogyakarta. First, identification of administrative positions in work units. Second, mapping of positions and administrative officials affected. Third, mapping functional positions that can be occupied. Fourth, alignment of functional and administrative position allowances. Fifth, the alignment of position classes refers to the rules of the Ministry of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia, 2019; The impact caused by the existence of policies related to the simplification of structural positions, First, there are differences in the characteristics of administrative positions and functional positions. Second, it hampers the career of ASN employees. Third, equalization of positions affects the position map of the relationship pattern to employee performance. Fourth, there is less opportunity for organizational refreshment with the position rotation mechanism. Fifth, equalization of positions has the opportunity to create a monotonous, linear work climate, and get stuck in a comfort zone; The solution to the problem of simplifying positions is as follows: First, identify administrative positions in work units. Second, mapping administrative positions and officials affected by simplifying the organizational structure. Third, mapping functional positions that can be occupied by officials affected by simplifying the organizational structure. Fourth, education background mapping.
