<![CDATA[ABSTRAKAnomali implementasi peran dan fungsi tuha peuet terlihat jelas dengan tidak optimalnya peranan yang dimainkan oleh tuha peuet gampong Kutabuloh I, kondisi ini mulai dipertanyakan oleh masyarakat tentang eksistensi tuha peuet sebagai tokoh legsilatif yang membawa aspirasi masyarakat guna untuk memajukan dan membuat pembangunan gampong yang lebih bermakna, padahal peran dan fungsi tuha peuet jelas sudah diatur didalam Qanun Aceh Nomor 10 Tahun 2008.Adapun tujuan dari penelitian ini adalah untuk mengetahui anomali apa saja yang terjadi dan kendala yang dihadapi oleh tuha peuet gampong Kutabuloh I dalam menjalankan implementasi peran dan fungsinya.Penelitian ini menggunakan metode kualitatif dengan jenis studi kasus dimana akan menghasilkan data berupa ucapan, tulisan, dan pola tingkah laku orang-orang yang diamati secara utuh dan mendalam.Berdasarkan hasil penelitian ini menunjukkan bahwa pelaksanaan fungsi tuha peuet gampong Kutabuloh I mengalami anomali, terlihat dalam penetapan qanun gampong yang sampai saat ini belum dibuat, hal ini membuat masyarakat bingung dalam memutuskan hukum gampong yang akan dipakai dalam menyelesaikan permasalahan yang ada. Anomali yang lain juga terlihat dalam meyerap dan menyalurkan aspirasi masyarakat, hal ini ditandai dengan sedikitnya aspirasi masyarakat yang sudah terealisasikan. Selanjutnya dalam fungsi pengawasan juga belum berjalan maksimal.Dalam menjalankan fungsinya tuha peuet memiliki kendala diantaranya; komunikasi tuha peuet dengan pemerintahan gampong, sumber daya tuha peuet, dan faktor ketua tuha peuet. Faktor penunjang kinerja tuha peuet adalah; pendidikan anggota tuha peuet, sosialisasi mengenai fungsi tuha peuet dan kepedulian pemerintah daerah. Kata Kunci : Anomali, Tuha Peuet, Implementasi Peran dan Fungsi ABSTRACT Anomalous implementation of the role and the function of tuha peut can be clearly seen from non-optimal role played by tuha peut of Gampong Kutabuloh I. Consequently, the local people started questioning the existence of this local committee which consists of legislative figures to struggle for the aspirations of the people in speeding up the development of their village. The role carrying out by this committee has been mentioned in Qanun (regional bylaws) of Aceh No. 10 of 2008. This study aimed at finding out types of anomaly that exist and the obstacles faced by tuha peut of Gampong Kutabuloh I in playing their part and function. This study employed qualitative method with a case study design which later produced data in the forms of spoken, written, and behavioral pattern of the observed objects in an intact and deep manner. The results of the study indicated that the implementation of role and function of tuha peut have anomalies. The committee has not played their role to formulate local Qanun so that people often got confused to solve the problems existed in the society. There was also an anomaly in terms of struggling for the aspirations of the local people. As a result, only small number have their aspiration been realized. Moreover, their function in doing supervision also did not run well.In performing their duty, tuha peut faced several obstacles i.e. limited communication between tuha peut and village government, human resource in tuha peut, and also the leadership factor. The factors to support the performance of tuha peut were the education level of tuha peut members, the socialization of the function of tuha peut, and the support given by the regional government.
