Abstract

AbstrakKepemimpinan pelaksana tugas Keuchik (Kepala Desa) merupakan pengangkatan langsung yang dilakukan oleh Bupati Aceh Besar untuk menggantikan 28 dari 32 keuchik yang diberhentikan di Kecamatan Darul Imarah. Diantara 28 pelaksana tugas tersebut terdapat 10 orang perempuan yang ditunjuk untuk menjadi pemimpin ditingkat Gampong (Desa). Pemerintahan Gampong yang dipimpin oleh kalangan perempuan menjadi hal yang sangat jarang ditemui di Kabupaten Aceh Besar, mengingat bahwa Aceh yang masih sangat kental dengan budaya patriarki sehingga menyebabkan kurangnya peluang bagi kaum perempuan untuk dijadikan sosok pemimpin. Penelitian ini bertujuan untuk mengetahui kepemimpinan pelaksana tugas keuchik perempuan dalam pengelolaan pemerintahan gampong di Kecamatan Darul Imarah Kabupaten Aceh Besar dan untuk mengetahui kendala pelaksana tugas keuchik perempuan dalam pengelolaan pemerintahan gampong di Kecamatan Darul Imarah Kabupaten Aceh Besar. Metode yang digunakan dalam penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Teknik pemilihan informan yang digunakan adalah teknik purposive sampling. Alat pengumpulan data yang digunakan berupa wawancara semi-terstruktur dan studi dokumentasi. Hasil penelitian menunjukkan kepemimpinan pelaksana tugas keuchik Perempuan kurang mendapatkan respon positif dari mayoritas masyarakat gampong. Hal ini dipengaruhi oleh kurangnya karakteristik kepemimpinan yang dibawa oleh pelaksana tugas keuchik Perempuan dan terkendala dalam memberikan pelayanan kepada masyarakat gampong. Kesimpulan dari penelitian ini adalah kepemimpinan pelaksana tugas keuchik perempuan dalam peneglolaan pemerintahan gampong masih terdapat pertentangan yang diakibatkan oleh pandangan skeptis masyarakat gampong terhadap kapabilitas kepemimpinan perempuan dan terkendala dalam memberikan pelayanan kepada masyarakat dikarenakan keterbatas dalam membagi waktu antara kewajibannya sebagai PNS Kantor Camat, plt keuchik gampong dan tanggung jawabnya sebagai Ibu rumah tangga. sehingga sedikit banyak menghambat perempuan dalam mewujudkan kepemimpinan yang ideal seperti yang diharapkan oleh pengikutnya.Kata Kunci : Kepemimpinan Perempuan, Strategi Kepemimpinan, Pemerintah Aceh Besar THE LEADERSHIP OF A WOMAN AS AN ACTING HEAD OF VILLAGES IN THE MANAGAMENT OF GAMPONG GOVERNMENT(Case Study: Darul Imarah District, Aceh Besar Regency)AbstractThe leadership of executing the task Keuchik (Village Head) is an appointment made directly by the Regent of Aceh Besar to replace 28 of 32 keuchik who were dismissed in the District of Darul Imarah. Among the 28 implementing the task, there are 10 women who are appointed to be leaders at the Gampong (Village). The government Gampong are headed by members of the female being very rarely found in the District of Aceh Besar, given that Aceh is still very thick with the culture of patriarchy that lead to a lack of opportunities for women to be a leader. This study aims to determine the leadership of executing the task of women as a head of the village in the management of the government of the village in The district of Darul Imarah and to know the constraints of implementing the task keuchik of women in managing government of the village in  the district of Darul Imarah. The methods used in this study using a qualitative approach to the types of descriptive research. The technique used is the informant selection technique of purposive sampling. Data collection tools used in the form of semi-structured interview and documentation study. The results of the study show the leadership of women as the head of the village get less positive response from the majority of the gampong. It is influenced by the lack of leadership characteristics brought by the Women and is constrained in providing services to the community of gampong. Conclusion of this research is the leadership of the incumbent Government in the management of women as head of village still contained a contradiction caused by the skeptical view of society towards leadership capabilities of a women and constrained in providing service to the community due to the limitation in splitting times between his duties as a CIVIL SERVANT, head of the villages and his responsibilities as a housewife. so it's a bit much hindered women in realizing the ideal leadership as expected by his followers.Keywords : Woman Leadership, Leadership Strategies, Aceh Besar Government

Abstract

Abstrak Partai Aceh dapat dikategorikan sebagai partai politik terbesar di Aceh. Hal ini dikarenakan keberhasilan mereka memenangi pemilu dua kali berturut-turut. Karena MoU Helsinki, perjuangan politik GAM berubah menjadi Partai Aceh. Pada pilkada gubernur Aceh tahun 2017, Partai Aceh beserta koalisi beberapa partai politik lainnya mengusung pasangan Muzakir Manaf-TA Khalid sebagai calon gubernur-wakil gubernur. Ironisnya, koalisi besar partai politik tersebut dikalahkan oleh pasangan dengan koalisi yang lebih kecil: Irwandi Yusuf-Nova Iriansyah. Penelitian ini bertujuan untuk mengetahui dan menganalisa efektifitas Partai Aceh dalam mendulang suara pada pilkada gubernur Aceh 2017. Termasuk analisis tentang faktor kekuatan dan kelemahan Partai Aceh. Penelitian ini menggunakan dua teori sebagai basis dari kerangka teori, yaitu teori marketing politic dan teori elit. Penelitian ini adalah penelitian kualitatif yang mencari informasi berdasarkan literatur, observasi dan wawancara. Hasil penelitian ini menunjukan bahwa Partai Aceh memiliki peran sekaligus kelemahan dalam mendulang suara di Pilkada gubernur Aceh tahun 2017. Tiga peran tersebut adalah infrastruktur politik, sejarah dan koalisi partai politik. Sementara tiga kelemahannya adalah faktor internal, eksternal, dan kinerja partai pada periode sebelumnya. Penelitian ini juga menyarankan agar ada perubahan yang komprehensif dan meyeluruh bagi PA demi kejayaan di masa depan.Kata kunci: Pilkada, Partai Aceh, Peran, Kelemahan. The Defeated of Muzakir Manaf-TA Khalid on Election 2017: The Effectivity Analyze of The Aceh Party on Pulled the Mass VotersAbstract Partai Aceh (Aceh Party) can be categorized as the largest political party in Aceh. It is because their success in achieving two consecutive winner in election. Because of the MoU of Helsinki, political struggle of GAM shifted into Partai Aceh. In the 2017 Aceh governor Election, Partai Aceh as well as its coalition that consist of several political parties nominated the pair of Muzakir Manaf-TA Khalid as their governor-vice governor candidates. Ironically, the huge coalition of political parties was defeated by a pair candidates with a smaller coalition: Irwandi Yusuf-Nova Iriansyah. This study aims to determine and analyze the effectiveness of Partai Aceh in getting votes in the Aceh Governor Election in 2017. It is including the analysis about the strengths factor and weaknesses of Partai Aceh. This research utilizes two theories as the basis of its theoretical framework, namely the theory of political marketing and the elite theory. This research is a qualitative research that seeks information based on literature, observation and interview. The finding of this research shows that the Aceh Party had role as well as weakness in getting votes in the election of Governor of Aceh in 2017. The three roles are political infrastructure, history and the coalition of political parties. While they are three weaknesses, namely the internal factors, external, and party’s performance in the previous period. This research also suggests that it is compulsory for PA to do a comprehensive and holistic change to achieve glory in the future.Keywords: Local Election, Partai Aceh, Role, Weakness.
