<![CDATA[ABSTRAK - Komisi Informasi merupakan salah alternatif penyelesaian sengketa informasi di luar pengadilan. Dalam menangani kasus informasi publik, ada dua pihak yang akan disidangkan. Penerapkan bentuk komunikasi yang tepat dianggap perlu untuk pencapaian tujuan akhir. Tentu saja membutuhkan komunikasi mediasi yang tepat agar mendapatkan hasil maksimal sebagaimana diharapkan. Oleh sebab itu maka dalam pembahasan ini, difokuskan pada dua rumusan masalah tentang implementasi komunikasi mediasi dalam penyelesaian sengketa informasi publik pada sidang Komisi Informasi Aceh dan hambatan yang dihadapi dalam mengimplementasikan komunikasi mediasi dalam penyelesaian sengketa informasi publik pada sidang Komisi Informasi Aceh. Penelitian ini bersifat kualitatif yang berbasis penelitian lapangan (Field Research) dengan mewawancari ketua dan anggota KIA, pihak pemohon dan pihak termohon dalam sengketa informasi di KIA. Selain itu, juga dengan mengumpulkan dokumentasi terkait dengan masalah yang diteliti. Hasil penelitian menunjukkan bahwa keterbukaan informasi publik memberi hak kepada setiap orang untuk memperoleh informasi dengan mengakses data yang ada di badan publik, dan juga menegaskan bahwa setiap informasi publik itu harus bersifat terbuka dan dapat diakses oleh setiap pengguna informasi publik, selain dari informasi yang dikecualikan yang diatur oleh UU KIP. Komisi Informasi Aceh adalah lembaga independen yang dibentuk oleh negara sebagai implementasi UU untuk menyelesaikan sengketa informasi publik. Meskipun sudah terbentuk dari tahun 2012, tetapi KIA masih harus secara tetap dan berkelanjutan mensosialisasikan UU KIP kepada semua elemen masyarakat. Hal ini dikarenakan masih ada yang menganggap UU KIP baru untuk itu belum banyak yang mengetahuinya. Perkembangan teknologi informasi dan ilmu komunikasi juga berpengaruh terhadap aturan hukum yang berlaku. Termasuk dalam upaya penyelesaian sengketa informasi publik yang semakin hari semakin banyak disengketakan. Hal ini dikarenakan adanya peningkatan kesadaran pihak masyarakat atau lembaga tentang hak mereka untuk tahu dan mendapatkan informasi publik yang mereka butuhkan.(COMMUNICATION ANALYSIS OF MEDIATION IN PUBLIC DISPUTE SETTLEMENT STUDY ON ACEH INFORMATION COMMISSION SECTOR)ABSTRACT - The Information Commission is one of the alternative solutions to dispute information outside the court. In handling public information cases, there are two parties to be tried. Applying the proper form of communication is considered necessary for the achievement of the ultimate goal. Of course it requires proper mediation communication in order to get the maximum results as expected. Therefore, in this discussion, it focuses on two formulation issues concerning the implementation of mediation communication in the resolution of public information disputes at the Aceh Information Commission session and the obstacles faced in implementing mediation communication in the resolution of public information disputes at the Aceh Information Commission session. This research is qualitative field-based research (Field Research) by interviewing the chairman and members of KIA, the applicant and the requested party in dispute information in KIA. In addition, also by collecting documentation related to the problem under study. The results show that the mediation communication process in the completion of public information by KIA commissioners is good at mediating because it uses easy to understand communication and is not longwinded in its explanation.
