Abstract

Lake Toba is one area that belongs to the National Tourism Strategic Area (KSPN) as Government Regulation Number 50 Year 2011 on Master Plan of Tourism Development Year 2010-2025. Samosir regency is one of seven districts in the area of Lake Toba. In the effort to develop Lake Toba as a tourist area there are six issues and problems, namely: conservation of water resources, fisheries and environment, agriculture and plantation, culture, tourism, and infrastructure. This study aims to analyze the types of innovation, technology, and infrastructure needed by Samosir Regency in supporting tourism development. Data collection using interview method with questionnaires distribution in sample population. The study sample consisted of: tourists, local people, business actors, local government and related stakeholders. From the research results obtained for Samosir District needed social innovation, innovation and water treatment technology of Lake Toba, innovation and technology of WWTP, policy innovation and governance, innovation infrastructure (homestay), culinary innovation, ulos weaving product innovation, , beans and onions, water transport innovations, price innovations, cultural heritage management innovations, collaborative coordination innovations, infrastructure innovations, buffalo meat processing innovations and technologies, and innovation of international standard toilets. Abstract

The purpose of this study to determine the Institutional Marketing Commodities Maize Region Production Centers in North Sumatra and to solve various problems related to the institutional marketing of maize in the area of ​​Production Centers. North Sumatera Province as one of agricultural production center area in Indonesia, with main commodity produced one of them is corn. Under the existing conditions along that each institutional marketing of maize is still not running properly marked with yet smooth marketing channel of each subsystem of agribusiness in the area of ​​maize production center in North Sumatra. This happens because the marketing institutions do not work and function in the agribusiness system in corn production centers in North Sumatra. This condition is characterized by the farmers have not been able to receive the proper benefits from the farm business. The type of research is qualitative. The study was conducted in Simalungun, Serdang Bedagai, Karo, Dairi, Langkat and Batubara. Primary data collection was conducted by survey method which was conducted in 6 (six) regencies which is corn production center in North Sumatera. The collected data is then analyzed in order to provide clear information. With a quantitative descriptive format, it is done through an interpretation based on the intellectual understanding constructed by the empirical experience. The analysis used to measure the factors that influence the utilization of corn agribusiness centers by farmers in this study is multiple regression model. Coefficient of predictor age of farmers (X1), educational level (X2), farmers' knowledge about the central region of agribusiness (X5), bond informal farmer with institutional non-region central agribusiness (X6) and the participation of farmers in extension (X7) is positive on the decision Farmers in the utilization of production centers, while the volume of products produced (X3) and farmers living distance to the central region (X4) is negative to the decision of farmers in the utilization of production center. Abstract

This study aims to determine the management, utilization, and supervision of village funds to improve the economy of rural communities in North Sumatra Province. The locations determined are Deli Serdang Regency, Langkat Regency, Karo Regency and Batubara Regency. The method used is descriptive qualitative with data collection techniques in the form of observation, conducting in-depth interviews, distributing questionnaires and reviewing documentation. The data analysis technique used is the interactive model of Miles, Huberman and Saldana covering the stages of data collection, data condensation, data presentation and concluding. The results of the study found that 1) Overall the village fund management process in North Sumatra Province had been carried out following the procedures and laws and regulations which included the stages of planning, implementation, administration, accountability and reporting. 2) Utilization of village funds is used for village development through the development of village potential as an effort to increase PAD and the community's economy, namely through the establishment of BUMDes, but there are still limited human resources in managing it. 3) Supervision of village funds has been carried out following the standards and procedures regulated in Permendagri no. 73 of 2020 to optimize the supervision of village funds and minimize deviations and conflicts that occur in the management of village funds. 4) Optimization of the management, utilization and supervision of village funds can be carried out properly by increasing the capacity of village resources and potentials so that they become the carrying capacity of management, utilization and supervision as well as a tangible manifestation of the implementation of village policies in 2014.
