<![CDATA[ABSTRAK Pelaksanaan pilkada Kota Subulussalam terindikasi kasus pelanggaran netralitas oleh birokrasi. Birokrasi sebagai Abdi Negara seharusnya berfokus pada publik service yang tidak terikat oleh kepentingan politik maupun elit politik sebagaimana diatur dalam undang-undang nomor 5 tahun 2014 hukum tersebut terlanggar dengan realita ada kecendrungan birokrasi Subulussalam terlibat politisasi seperti : terlibat kampanye politik, mobilisasi aparatur sipil negara untuk mendukung salah satu pasangan calon Kepala Daerah. Penelitian ini bertujuan untuk menganalisis faktor keterlibatan dan penyebab aparatur sipil negara terlibat dalam politik praktis. Metode yang digunakan ialah metode penelitian kualitatif. metode pengumpulan data penelitian dengan sistem wawancara, studi dokumentasi, buku-buku, jurnal, skripsi dan karya ilmiah. Wawancara langsung telah dilakukan terhadap beberapa informan teridiri dari Badan kepegawaian daerah, Komisi Independen Pemilihan, Panitia Pengawas Pemilihan Umum Kecamatan, Camat Sultan Daulat, Ketua PGRI, Ketua Kopri, Kepala Desa serta Aparatur Sipil Negara Kecamatan Sultan Daulat Kota Subulussalam.Hasil penelitian menunjukan bahwa pengaruh aparatur sipil negara ini bisa mendongkrak suara calon Walikota, dengan mengabaikan netralitas ASN dan kemudian penyebab aparatur sipil negara terlibat dalam politik praktis di motivasi untuk meraih jabatan, hubungan kekerabatan, politisasi elit politik.Berdasarkan hal tersebut, dapat dipahami bahwa untuk menjaga netralitas aparatur sipil negara dibutuhkannya pemisahan antara jabatan politik dan jabatan pemerintahan. Kepala daerah seharusnya tidak menjadi pembina kepegawaian tingkat daerah untuk menghindari politisasi terhadap pegawai daerah, kepada ASN yang terlibat politik praktis diberikan sanksi administrasi negara dan calon petahana yang terbukti memobilisasi ASN diberikan sanksi gagal mencalonkan dan diberikan sanksi administrasi negara.Kata kunci: Politik Praktis, ASN, Pemilukada.The Mobility of Administrative Resources by the Candidate’s place of the death in Practical Politics Subulussalam of 2013ABSTRACT The implementation of the regional election in Subulussalam was indicated a violation of neutrality by a bureaucracy. Bureaucracy as a state servant should focus on public services and is not bound by political interests or political elites. The rule of law is violated with the reality of the tendency of the bureaucracy in Subulussalam which was involved in politics, such as the involvement in political campaigns and the mobilization of state civil apparatus in supporting one of the candidates of the regional heads. This study aimed at analyzing the factors influencing and causing the civil state apparatus involved in practical politics. This study used a qualitative research method. The data were collected by interview and documentation study. Direct interviews were conducted on several informants consisting of the Regional Personnel Board, the Independent Election Commission, Sub-district Election Supervisory Committee, Head of Sultan Daulat sub-district, Head of Teacher Association of The Republic of Indonesia (PGRI), head of Civil Servants Corps of the Republic of Indonesia (KOPRI), Head of village, and the state civil apparatus of Sultan Daulat Subulussalam sub-district. The result showed that the influence of the state civil apparatus could boost the vote; while the causes of the involvement of the state civil apparatus in practical politics were motivated by a position, kinship, and the politicization of the political elite.It can be concluded that to maintain the neutrality of the state's civil apparatus requires separation between political and governmental positions. The regional head should not be an advisor for regional staff development to avoid the politicization of local officials, and there should be state administrative sanctions for the state civil apparatus who get involved in practical politics.
