Abstract

It is strongly believed that teacher’s professional competence and lecturer’s academic competence play significant role in improving the relevance and the quality of national education. This article therefore discusses teacher as a professional job and the reasons why the teachers must be professional in this 21st century, the program of teacher provision, lecturer as an academic human resource at higher education, and the financial implication of the teacher as professional job and the lecturers of higher education as scientific instructors. To end the article some notes on the problems discussed are presented in details.

Abstract

Human basic needs according to Declaration for Education for All are needs (1) to survive; (2) to have an optimal self-development; (3) to participate in society development; (4) to get a job; (5) to make decisions based on information, and (6) to get an access to long life education. Those basic needs are important to determine the quality of life. Further, the quality of life of society itself would also affect the economic development of a nation regarding abilities (1) to manage natural resources, (2) to result high quality of commodity, (3) to develop technology, (4) manage capital flow, and (5) sell products. NFE as a part of national education systems plays an important role in improving the quality of life of society. NFE prepares society to be survival and qualified in responding to global challenges. It may conduct learning activities and programs as well as improve relevant learning resources and models, knowledge and skills of its educators and education personnel.

Abstract

In essential there is no difference between the professional competences of the formal education educators and the professional competences of the non-formal education educators. The significant differences between this two groups of educators are not in the competences of the educators but rather on the learners that they are responsible to deal with as well as on the various types of nonformal educational programs. The problems faced related to the effort to rise the competences of the non-formal educators are more complex than the effort to raise the competences of the nonformal education educators (teachers). For this, it is important for conducting national assessment to get the information on the spectrum of non-formal education educators. That includes Package A, B, & C, early child development and various non-formal educational courses. For Package A & B, predicted after the success of 9 years basic compulsory education, there will no more demand to run package A & B. For this, the educators for the program can be tackled in ad hoc way, but for others, serious effort need to be carried out, for this area of profession is really a new one.
