Abstract

This research intends to analyze the implementation of policies, factors that influence the implementation of oil palm-based biofuels in Musi Banyuasin District, to further formulate a model for implementing policies related to renewable energy. Research uses qualitative descriptive methods with an inductive approach. Research data obtained through interviews, observations and document tides. The results of the research findings were identified: 1) Implementation of the biofuel policy is quite good where the policy through the development program of the natural product processing industry and downstream industry, revitalization and replanting of plantation land, data collection on smallholder plantations, agrarian reform, and development pays attention to environmental impacts and climate change; 2) factors that influence the successful implementation of policies namely regional leadership determination, support from actors in the target environment. While the factors that influence the failure of policy implementation are the absence of SOPs, budget shortages, weak coordination, and uneven political will; and 3) The Sustainable Renewable Energy Policy Implementation Model consists of dimensions of the policy context, implementing context, policy objectives, and sustainability consensus.

Abstract

This article analyzes collaborative governance in waste management through the Kang Pisman program in Kiaracondong District, Bandung City. The study is important because urban waste management cannot rely only on collection and transportation, but requires coordinated roles among government, business actors, community organizations, waste banks, and residents. This study used a descriptive qualitative approach by adapting thesis-based field data into a journal article format and updating relevant literature from 2018 onward. Data were obtained through interviews, observation, documentation, and reanalysis based on four dimensions: starting conditions, institutional design, facilitative leadership, and collaborative process. The findings show that Kang Pisman has encouraged waste reduction, separation, and utilization, but collaboration in Kiaracondong has not yet formed an integrated and continuous model. The main barriers include uneven community understanding, limited operational facilities, inconsistent socialization, weak stakeholder forums, and limited monitoring at neighborhood level. Community participation increases when waste banks, local cadres, and neighborhood institutions are active. The study recommends strengthening formal multi-stakeholder forums, data-based planning, practical household education, clear role distribution, and integration between waste banks, private partners, and local government.
