Abstract

Remote and outer Islands of Indonesia still have not been properly taken care by the central government although they recently confronted crucial threats from other countries. This field research attempted to disclose potential threats in Morotai, an Indonesian strategic island in the Pacific Ocean. Applying a combination of approaches, library study and in-depth interview, the research describes not only main (conventional) security threats, but also non-conventional ones. Its analysis which uses a qualitative method has explained the recent situation in the Municipality of the Morotai Archipelago. The research finding explains how serious the conventional security threats in Morotai as a newly enlarged municipality.

Abstract

World Maritime Axis has been launched by President Joko Widodo, and its implementation is being overseen by the Indonesian parliament (DPRRI). Countries from inside and outside of the Southeast Asia region show their own different responses, particularly connected with infrastructure development policy and law enforcement on the field. This essay is part of a comprehensive research report on the Indonesian new government’s policy under Joko Widodo and the responses of other countries toward them, which discloses different reactions, arguments, reasons and responses. The research was conducted in 2015 in provinces of Sumatera, Mollucas, and Papua, whose data gathering is carried out by using library studies, focus group discussions, and in-depth interview with decision makers and experts on maritime sector development. Data analysis applies a qualitative method. Its findings reveal inconsistent responses of foreign countries in giving foreign investments for infrastructure development, and their critical views, and moreover, assertive reactions towards law enforcement in the Indonesian water.

Abstract

Reform movement has not not only brought down the Soeharto authoritarianregime but also strengthened Indonesian people’s pressure for better militaryreform and parliamentary role. As parts of democratic transition, the reforms of both state institutions started with the amendments of constitution. Afterward, DPR becomes a ‘superbody,’ and the pressure for security sector reform (SSR) was further conducted. These studies revealed that parliament’s strong position still, however, in reality could not comprehensive- and significantly push SSR as has been previously voiced by the reform movement.

Abstract

Current global situation is marked by people migration involving large numbers non-state actors, particularly in Asia-Pacific. People’s activities across regions in various forms, i.e. the flows of legal and illegal migrants, migrant workers, refugees, and radical groups, and cases of people smugging etc, have brought about further implications to state-relations and stability in the region. This essay is part of a qualitative research report which uses writing sources and in-depth interviews. Its analysis reveals a more intensive activities of non-state actors which threat states stability and their relations each other.

Abstract

Land grabbing phenomena tends to increasingly occur today in many regions of Indonesia while at the same time MNCs activities and investments dramatically increase, and productive land tends to rapidly decrease. Indonesia, a country which consists of large land area, is seriously threatened by fast land conversion in order to deal with the demand of international capitalism. This essay is resulted from an analytical and a descriptive research conducted in 2013 by applying a qualitative methode. Field researches are conducted in West Papua and East Nusa Tenggara provinces. Its research findings reveal that the fast land conversion caused by the emergence of new palm oil plantation, the development of new infrastructure, exploitation of natural resources, especially mining. Further findings shows several impacts of land grabbing, namely environmental degradation, food crisis, and the emergence of social conflicts. The involvement of state apparatus in land grabbing process and poor law enforcement are also disclosed and discussed in this essay.
