Abstract

The digital era is marked by the shift of mechanical and analog technology to digital technology. The transfer of technology has led to the disruption of human culture. One of them is in the way of thinking and acting, especially for professionals. Today, a professional must have digital literacy competence, namely the ability to access, manage, understand, integrate, communicate, evaluate, and create information safely and precisely through digital technology. Widyaiswara is a related profession. Questions arise related to this, namely, "Why must digital literacy be mastered by widyaiswara, and for what?" A literature review has been conducted on ten journal articles published in Google Scholar to answer these questions. The results of the study concluded that digital literacy competence could answer the challenges of training in terms of the ability to update information, use gadgets and applications as sources of information, process and present information from training teaching materials, and finally, take an essential role in facing the pattern of distance training implementation based on e-learning application with its various sophistications. The results of the review are expected to provide insight and can be used as literature for further research.

Abstract

Basic training for prospective civil servants is the starting point for efforts to create civil servants who have basic knowledge of the government administration system, have a national perspective, have personality and ethics. Balai Diklat Keagamaan Bandung as a government institution in the field of training has the responsibility for the success of creating a civil servant figure who has followed the latsar as the final result, the Kirkpatricks level IV evaluation is the result, able to measure the extent to which the ability to develop work patterns, contribution to organization and speed and accuracy in the work of a civil servant who has followed latsar.

Abstract

In training management pro-social attitudes needed by all employees as the organization good citizens such as: employees sincerely work full-heartedly to develop the organization and are willing to work beyond their own jobs and functions as the representation of virtuous. These behaviors are necessary for the education and training management in order to be qualified and run smoothly and optimally. These behaviors are known as organizational citizenship behavior (OCB). This research employed a descriptive qualitative method, and the purpose of this research was to examine how the employee organizational citizenship behaviors specialy helping behavior took place in the education and training management at Bandung Religious Training Centre. It also tried to provide recommendations so that the employee organizational citizenship behaviors at Bandung Religious Training Centre continuously improved to increase the quality of education and training administration. The research findings that, in the education and training management, the employees have not showed the criteria of helping behavior. It is recommended that to raise the employee helping behaviors, and change the employees’ mindset, develop the positive values of helping behaviors, improve the employee competence through TOC and MOT Training, and change the existing leadership style into horizontal leadership.Key words: OCB, helping behavior, training management.

Abstract

The leadership role is very important as a determinant of achieving goals both in state and in organization. To produce quality leaders, a leadership concept is needed that can be applied to all the resources involved, both for leaders and employees, it’s called horizontal leadership, this study aims to find out how horizontal leadership art, aspects that must be possessed in horizontal leadership art and how its application in the organization. The method used is literature review, both books and previous research results. The theory used is the theory of horizontal leadership from Christopher P Neck and leadership 3.0 from Ardhi Ridwansyah. The results of this study are that leadership is not only born, inherited, or based on title and position, but also leadership can we grow from within a person naturally and naturally. With the potential already possessed, a person can move and influence themselves and others voluntarily without coercion, without a position (horizontal leadership). The aspects of horizontal leadership are: (physical aspects), (intellectual aspects), (emotional aspects), (aspects of social ability), (personal aspects), (moral aspects). The results of previous studies show that with the implementation of horizontal leadership, employee motivation and job satisfaction increase.
