Abstract

The Regent's leadership is one aspect that stands out and plays a role in the success of the development and implementation of regional government in Morotai Island Regency, because the leadership task is related to influencing subordinates to cooperate and work effectively and efficiently to achieve organizational goals. In the development process and the implementation of the regional government in Morotai Island Regency has not been running optimally, this is evident because there is no participation from cuttings holders or the community. Besides that, the capacity of apparatus in the Island of Morotai Regency is still relatively low. The purpose of his research is to study the Regent's Leadership Style in the administration of the Morotai Island Regency Government. The method used in this study is a descriptive qualitative research method using the theory of the Regent's Leadership Style in the administration of the Morotai Island Regency Government from the overall data in this study obtained from in-depth interviews and documentation. Based on the results of the study it can be stated that the Leadership Pattern used by the Bupati on Morotai Island that the researcher analyzed was absent and the clear direction from the Bupati of Morotai Regency gave directions and requests related to the development or administration of the government in the Morotai Island Regency.

Abstract

This study aims to determine the empowerment of Small and Medium Enterprises in the Morotai community in encouraging regional income, as well as the factors that are considered to influence it. The method used in this study is a qualitative description in which a study that describes directly the facts found in the field. The methods used to collect data are, observation, interviews and documentation. After the data is completed, the researcher analyzes the data by reducing the data, presenting the data and drawing conclusions. There is no formulation and/or policy model in favor of the government for small business developers in Pulau Morotai Regency which is also followed by the difficulty of obtaining permits from various agencies for production and trade purposes, not only because of the cost, but also the centralized requirements (for example, having to follow the required upgrading process). held only in the district capital). For this reason, there needs to be a synergy between supporting elements, both the government, the private sector and the community. This was followed by the development of the quality of human resources for industrial business actors, empowerment programs, and the provision of supporting facilities for the development of MSMEs in Morotai Island Regency.

Abstract

The Department of Transportation of the Morotai Island Regency which is a technical institution needs to implement policies on the system of land and inland water transportation that are interrelated with each other and fully integrated with the traffic space (roads, bridges, and or rails) which are under the regional autonomy system. This type of research is descriptive qualitative research, where the data collected is in the form of words, pictures, not numbers. Law No. 22 of 2009 concerning Road Traffic and Transportation in Improving Traffic Safety and Safety among Adolescents in its implementation is considered less than optimal, as seen from the violations committed by drivers, especially young people, which have increased significantly from year to year. This is quite reasonable, considering that Morotai Island is a group of new regencies, which is experiencing population growth, both from the exodus of people around the Morotai Island district, also followed by an increasingly rapid number of vehicle ownership. On the other hand, it is also followed by limited facilities, law enforcement officers, implementation of policies that have not hit drivers and stakeholders which have resulted in various traffic problems and traffic accidents. lack of awareness of vehicle owners (in this case parents) who provide vehicles for their children who are, on average, not old enough who do not yet have a driver's license (SIM), compared to using public transportation. This is a dilemma in making policies, on the one hand we are justified that the technical law No. 22 of 2009 regulates technical matters regarding SIM ownership, but on the other hand they think it is more effective.

Abstract

Keywords: Policy, Termination of Employment (PPDK) This study uses a type of qualitative research. The approach used in this study is descriptive which aims to present a problem from an observed situation. The implementation of the Honorary Termination Policy in Morotai Island Regency has drawn controversy from all aspects, starting from the honorary recruitment process due to political factors, the government's lack of sympathy in paying honorarium incentives for 8 months, to the evaluation of dismissals by regional heads. So that in its development the government received criticism from various elements. The process of terminating the work contract had implications for prolonged conflicts in Morotai, because when the dismissal process was carried out (housed) by the Regional Head through the Morotai BKD, he had not issued the Dismissal Decree, but had been exposed through a press conference in the mass media, causing a reaction from the community and the honorary dimorotai process. The process of laying off the honorary received responses from all elements including the Morotai DPRD through a plenary hearing of the faction, which was then submitted to the regional head through the Morotai BKD, regarding the process of reviewing the honorary dismissal, but these recommendations had no effect on the policies implemented. already submitted by the regional head.
