Abstract

The promotion of pole-and-line fishery for a selective gear operating in the Indonesian tuna management area is considered as the proper policy in response to the increasing market demand with tuna eco-labeled. Appropriate information in addressing the current status of the pole-and-line fishery in Indonesia is an important step in order to support the promotion. Data used to describe the fishery were obtained through scientific port sampling program in collaboration between RCFMC and WCPFC in 2010 to 2014 and also scientific observer onboard program collaboration RCFMC and CRAC Co. Ltd. in 2013. The results show that presently the number of pole and line fleets was decreased significantly and remain about 232 fleetsin Sorong, Bitung and Kendari and Larantuka. The national annual total catch of pole-and line during 1980 – 2013 was recorded between 24,000 and 160,000 tons per year (average 98,117 tons per year). This value is estimated to contribute about 20% of Indonesia annual total catch of tuna in FMAs713-717. The pole-andline catch rates based at Bitung, Kendari and Sorong were fluctuated in each year with the range respective between 8.79 and 17.93 tons/trip/vessel, 4.78 and 5.36 ton/trip/vessel and about 7,99 ton ton/trip/vessel. Pole-and-line fishery operated in Indonesian FMAs 713-717 is considered as selective fishery, with > 80 % catches of skipjack in matured stage. The tuna-live bait fish ratio in Indonesian pole-and-line was 4.41 :1, then an improvement of live bait ratio as well as its management is required.

Abstract

Kajian mengenai ikan mesopelagis di perairan Samudera Hindia masih sangat terbatas, sehingga informasi terkait kelimpahan jenis ikan mesopelagis di Samudera Hindia sangat penting. Survei trawl lapisan pertengahan dilakukan pada tanggal 26 Juni-16 Juli 2015 di perairan laut lepas (high seas) Samudera Hindia untuk memperoleh data dan informasi tersebut dengan menggunakan kapal penelitian R.V. Dr. Fridtjof Nansen. Hasil penelitian menunjukkan distribusi kedalaman vertikal di malam hari jenis yang dominan C.warmingii sesuai dengan kedalaman operasi trawl yaitu 86,9 ± 38,6 m. Namun pada siang hari tidak ditemukan spesies C. warmingii saat operasi trawl pada kedalaman rata-rata 444,3 ± 45,96 m. Diperkirakan ketika siang hari distribusi C. warmingii terkonsentrasi pada lapisan perairan lebih dalam sehingga tidak terjangkau oleh jaring trawl tersebut. Distribusi spasial secara horizontal pada malam hari menunjukkan pola konsentrasi tertinggi berada pada area gyre yang diindikasikan dengan pola geostrophic circulation. Sementara, prosentase C. warmingii yang merupakan hasil tangkapan seluruh stasiun trawl selama penelitian terdiri dari 2,58% fase larva, 27,21% juvenile, dan 60,21% dalam keadaan dewasa.Studies on mesopelagic fishes in the Indian Ocean are relatively limited, therefore data and information regarding spatial dynamic of the most abundant mesopelagic fish species Ceratoscopelus warmingii in the Indian Ocean would contribute a significant information on deepsea marine biodiversity. Pelagic-trawl stations were used to collect and identify the spatial dynamic of C. warmingii in the main scattering layers of the water column. Survey were carried out by RV Dr. Fridtjof Nansen in the high seas of Indian Ocean. Observation were made during day and night on 26th June to 16th July 2015 as part of the second International Indian Ocean Expedition (IIOE 2). The result shows that vertical distributions of C. warmingii were concentrated at the average depth 86.9 ± 38.6 m during nighttime. There were no individuals found during the daytime at the average depth 444.3 ± 45.96 m, diurnal migrations of C. warmingii  to more than the depth of trawl operation might explain the absent of this species. Horizontal spatial distribution of trawl catches (number per hour) during nighttime show high concentration of C. warmingii close to gyre indicated by geostrophic circulation. Moreover, the total catches of C. warmingii across the Indian Ocean are dominated by 60.21% adult, 27.21% juvenile, and 2.58% larvae, respectively.

Abstract

Huhate dan rawai tuna merupakan alat tangkap utama untuk menangkap ikan tuna di perairan Indonesia. Hasil tangkapannya harus bersaing dalam perdagangan global dimana biaya bahan bakar merupakan faktor produksi yang dominan. Namun kebijakan Pemerintah terkait subsidi bahan bakar minyak terlalu sering berubah karena keterbatasan kemampuan keuangan Pemerintah. Disisi lain peraturan subsidi bahan bakar kapal perikanan yang berlaku kurang mencerminkan kondisi nyata armada perikanan Nasional. Oleh karena itu, perkiraan konsumsi bahan bakar yang diperlukan harus dilakukan secara cermat. Penelitian ini bertujuan untuk mengembangkan model estimasi konsumsi BBM mesin induk dan mesin bantu, khususnya untuk armada huhate dan rawai tuna. Uji model Kleppesto, Digernes dan Hollenbach digunakan untuk mengestimasi daya mesin induk armada huhate dan rawai tuna berdasarkan data SIPI (Surat Ijin Penangkapan Ikan) dan pengukuran kecepatan kapal dilapangan. Hasil penelitian menunjukan bahwa model Kleppesto mendapatkan hasil lebih akurat. Selanjutnya model ini dipakai untuk memperkirakan faktor konsumsi BBM mesin induk dan mesin bantu (Cbbm) dengan 2 skenario efisiensi quasi propulsive optimis dan pesimis. Hasil penelitian menunjukan, dengan kedua skenario tersebut, Cbbm armada huhate dan rawai tuna didapatkan nilai 0,121-0,160 dan 0,136-0,180 (kg/HP.jam). Hal ini menjelaskan bahwa untuk mendapatkan faktor konsumsi BBM kapal ikan perlu memperhatikan jenis alat tangkap ikan yang digunakan. Pole and line and long line are main fishing gear for catching tuna in Indonesian seas. Their catches must compete in global trade where as fuel cost is a dominant production factor. However the Government’s policy on fuel subsidies has changed too often due to the limited financial capacity of the Government. In addition, the present regulation of fuel subsidy for fishing vessels does not reflect the real condition of the national fishing fleet. Thus, the estimation of the required fuel consumption must be done carefully. This paper aims to develop fuel consumption estimation model for pole and liner and tuna longliner. Based on the data of fishing licences and in situ vessel speeds measurements; Kleppesto, Digernes and Hollenbach models were used to estimate the required engine power of pole and liner and tuna longliner samples. The study indicates that Kleppesto model is more accurate compared to the other two. Using the scenario of optimistic and pessimistic quasi propulsive efficiencies, then the models were used to estimate the fuel oil consumption factor for main and auxiliary engines (Cbbm) of the fleets. The research shows, Cbbm of pole and liner and tuna longliner are 0,121-0,160 dan 0,136-0,180 (kg/HP.jam)  respectively. The result showed that fuel oil consumption factor of fishing vessel depends on fishing gear used.
