Abstract

This research aims to develop an integrated compliance framework designed to protect corporate value and sustainability for a State-Owned Holdings and Subsidiaries in the chemical sector. Utilizing qualitative research methods such as semi structured interviews, internal and external document reviews, SWOT analysis, Root Cause Analysis, comparative benchmarking with a state owned holding company in the energy sector, Business Process Integration (BPI), and Business Process Reengineering (BPR), the research aligns its framework with the State Owned Enterprise regulation PER-2/MBU/03/2023 and the ISO 37301:2021 compliance standard. The research findings identify significant gaps in compliance structures, processes, and outcomes caused by unclear definitions of roles and responsibilities, inadequate compliance staffing, fragmented business processes, and insufficient digital integration. To address these issues, the research proposes strategic recommendations including the centralization of compliance structures, standardization of processes, integration of digital compliance platforms, and the establishment of clear compliance performance indicators and maturity measures. This research contributes a structured and actionable plan leveraging BPR and BPI methodologies to clearly define responsibilities and operational steps, ensuring effective compliance integration between holding and subsidiary companies, thereby enhancing compliance effectiveness and safeguarding corporate sustainability and value.

Abstract

In-app purchases (IAPs) are the primary revenue source for mobile games; however, sustaining player spending remains challenging, particularly in augmented reality (AR) games in emerging markets. While prior studies have examined IAP behavior in conventional mobile games, empirical evidence in AR contexts remains limited. This study investigates the determinants of in-app purchase intention among Pokémon GO players in Indonesia by integrating the Theory of Planned Behavior with expectation-confirmation and price fairness perspectives, while incorporating event design as a contextual factor. By positioning event design as a contextual antecedent within the Theory of Planned Behavior framework, this study extends prior TPB applications in mobile gaming by capturing how event-based features shape attitudinal and control-related evaluations in AR games. Data were collected via an online survey of 337 Indonesian players who had made at least one in-app purchase in the previous 12 months. The proposed research model was analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicate that attitude toward purchase is the strongest predictor of purchase intention, followed by perceived behavioral control and subjective norm. Event design and price fairness significantly influence attitude toward purchase, while event design also enhances perceived behavioral control. In contrast, expectation confirmation does not have a significant effect on attitude toward purchase. The findings highlight the importance of event-based value delivery and perceived fairness in sustaining monetization in AR mobile games.

Abstract

According to Indonesia's Ministry of State-Owned Enterprises' strategic mandate, all SOEs, including pharmaceutical firms, are required to create economic value. However, pharmaceutical SOEs consistently underperform private and multinational competitors financially, a trend persisting both pre- and post-COVID-19 despite overall industry growth and the challenging JKN pricing system. The 2020 formation of a pharmaceutical SOE holding aimed to boost national resilience, product availability, and innovation, but after four years, financial improvement remains elusive, with the holding company, PT Bio Farma, recording losses from 2022 to 2024. Given that effective portfolio management is vital for pharmaceutical revenue sustainability, this underperformance indicates a core strategic deficiency, making New Product Development (NPD) portfolio management a critical issue. This research employs a mixed-method approach—benchmarking against private and multinational firms, VRIO analysis, and SWOT/TOWS synthesis—to identify structural gaps in strategic evaluation, decision-making, and capability alignment within SOEs. The findings culminate in a Strategic Blueprint proposing the establishment of a central Strategic Portfolio Management Office (SPMO) at the holding level, supported by subsidiary Project Management Offices (PMOs). The blueprint introduces a standardized NPD evaluation framework designed to enhance decision rigor, ensure strategic fit, and align subsidiary activities with core capabilities. This study contributes to strategic management literature by offering a practical, competitive strategy blueprint to improve SOE competitiveness in a regulated, high-pressure market.

In the third-level cluster, the most important factors determining public satisfaction are Service Process Efficiency and Transparency. In the fourth-level cluster, the most important factors determining public satisfaction are the report and complaint development process, ease of procedures, and security of reporter data protection.
