Abstract

This paper aims to analyze the determinants of school enrollment of children age 10–15 whose parents are working in plantation sector, Indonesia. The data for the analysis is obtained from the 2013 National Socioeconomic Survey conducted by Badan Pusat Statistik, Indonesia. The data covers 20,311 children at age 10–15 in the plantation sector. The analysis is carried out using the descriptive and logistic regression models. The result shows that the enrollment rate for children age 10–15 in the plantation sector was high at 93.7 percent. Meanwhile, the logistic regression analysis shows that the economic activity of children (working or not working) was the most influencing factor on the educational enrollment. Working children had 0,085 times less chance to enroll in education than children who do not work. This finding is compounded by the fact that many heads of household only complete primary schooling. That makes it difficult for working children to enroll in schooling. Therefore, the government should improve the quality of education so that the educational benefit will be greater than the forgone earnings. In addition, it is important to increase the household income in order to prevent children from working.

Abstract

A rapid decline oflndonesia 's economy during the crisis of 1997-1998, has widely affected the quality of people life, including the declining labour demand, massive lay-offs, and shrinking formal employment. This situation will continue confirming Indonesia as a labour surplus country, due to limited productive working opportunities can be created by slower economic growth against the growing of new entrance in the labour market. This paper which is based on the secondary data mainly SAKERNAS data (1996-2004) from BPS Statistics Indonesia, describes issues and challenges of unemployment in Indonesia, with focus on the illustration of the unemployment trends, some issues on unemployment and related aspects, and how the development policies address the challenges of unemployment. The official open unemployment rate has been slowly increasing, even during the economic boom ( 1995-1996), and continues rising up to about I 0% in 2004. The incidence of open unemployment has been more pronounced among women, more educated, and in the urban areas. Other issues concerning unemployment deal with particularly vulnerable groups such as women, youth and migrant workers. Underemployment is more serious concern which is indicated as underutilizing people's potential, and the main factor of working poor. Almost half of Indonesia's labour force has involved in low productive works, either with low work hours or low income. Indonesia has faced big challenges to find way out in reducing the unemployment rate as well as poverty. The employment policy should focus on creating more full productive jobs and priorities the policy and protection for the more vulnerable groups. Keywords: unemployment, underemployment, vulnerable groups, employment policy

Abstract

This paper aims to explore the importance of human resources for the development of enterprises in Indonesia. Analysis in this paper is based on secondary data and desk reviews. Data showed that number of public enterprises in Indonesia has been developed rapidly since the early of pelita I, but it was not followed by improved performance of public enterprises. The empiric facts showed that most public enterprises lose money so they burden on the regional development budget. Many factors were associated with low performance of public enterprises such as human resources as the main factors for the performance of the company. Improving human resources can be made through the procurement function, development, compensation, integration and maintenance. Procurement workforce in the public enterprises should be avoided from corruption, manipulation and nepotism, so public enterprises could recruit competent employees. If these functions run properly, public enterprises would be able to obtain the human resources who are competent to improve the performance of public enterprises. Good performance of public enterprises, such as PDAM in Bogar can be a model of corporate development of other enterprises region in Indonesia. Keywords: human resources, public enterprises, company performance
