Abstract

Konteks yang terkandung dalam kebijakan Keputusan Menteri Nomor 15 Tahun 2003 tentang Rencana Induk (Master Plan) Frekuensi Radio Frekuensi Radio Penyelenggaraan Telekomunikasi Khusus untuk Keperluan Radio Siaran FM (Frequency Modulation), di seluruh Indonesia berujung dari suatu proposisi bahwa, metode interprestasi, merupakan alat bantu (media) antara komunikan dan komunikator sebagai umpan balik agar dapat memahami makna yang terkandung baik tersirat maupun tersurat sehingga tidak terjadi multitafsir jika diaplikasikan pada suatu peristiwa konkret. Makna kebijakan komunikasi boleh ditafsirkan, sekalipun tidak diatur dalam undang-undang selama penafsiran tersebut tidak bertentangan dengan ketertiban umum dan kesusilaan. Tafsirterhadap kebijakan komunikasi yang dilandaskan atas keinginan untuk menciptakan kepastian keadilan dalam hukum dan asas kebermanfaatan itulah yang diperbolehkan. Dalam implementasi nya tidak ada prioritas penggunaan metode interpretasi dalam menafsirkan suatu kebijakan, metode interpretasi dapat digunakan secara sendiri-sendiri maupun digunakan dalam suatu sinergi dengan beberapa metode interpretasi sekaligus. Pelaksana memiliki kebebasan untuk tidak terikat pada suatu metode interpretasi tertentu, yang utama adalah pelaksana kebijakandapat tepat sasaran, kepastian hukum, keadilan, kemanfaatan dan dapat memperjelas ketentuan peraturan perundangan tersebut bagi masyarakat luas untuk kesejahteraan negara. Dalam praktik kebijakan komunikasi, tidak ada prioritas dalam penggunaan metode interpretasi,oleh karena itu metode interpretasi dapat digunakan sendiri-sendiri, dapat pula disinergikan dengan beberapa metode interpretasi sekaligus, dalam hal ini pelaksana kebijakan mempunyai kebebasan atau tidak terikat harus menggunakan metode interpretasi tertentu, tetapi yang penting bagi pelaksanaan kebijakan adalah dapat tepat sasaran kepastian hukum,keadilan dan kemanfaatan, dan dapat memperjelas ketentuan peraturan perundang-undangan tersebut untuk masyarakat banyakdalam mewujudkan Negara kesejahteraan. Diperlukan masukan masyarakat untuk mengkritisi kebijakan komunikasi agar kebijakan tersebut memiliki nilai dan manfaat.

Abstract

The purpose of this research is to critically examine the consistency and inconsistency of laws and regulations regarding the administration of higher education in positions within the national education system. It identifies the input, process and output mechanisms of higher education in positions within the national education system with laws and regulations on the national education system. organize higher education in the national education system. The research was conducted at in-service universities. Data collection is done through literature study (normative law) and field research (empirical law). Normative legal research leads to descriptions in the form of exposure, comparison, and interpretation of applicable law or positive law, while empirical legal research (sociological law) was conducted through observation and in-depth interviews with competent sources related to the problem being studied (objects). studied) to obtain primary data. The data were analyzed qualitatively which was empirical (inductive) by conducting interviews, observations and documentation and combining primary and secondary data (deductive). The results of the study indicate several things including the input, process and output mechanisms which are a necessity in the higher education management function, need to be improved by implementing standards, processes, and education. Internal and external regulations have an impact on the management and delivery of education. Graduates must have differences in quality and quantity (output, outcome), compared to other universities so that collaboration with professional institutions can be established. Juridical, sociological, and philosophical governance in higher education in positions within a State Higher Education (PTN) system is a reform in higher education.

Abstract

This research aims to explain the campaign content raised by the Adventure Towards Something Virtual Community via its Instagram account@adventure towards something; describe the strategy of the Adventure Towards Something Virtual Community in presenting campaign messages via Instagram accounts; and describes the responses of community participants regarding the campaign carried out by the Adventure Towards Something Virtual Community via their Instagram account@adventure towards something. This research uses qualitative methods with a netnographic study approach. The selection of informants in this research was carried out using purposive sampling. The data analysis technique in this research goes through the stages of coding, noting, abstracting and comparing, checking and refinement, generalizing, and theorizing. The results of the research consist of three things, first, the digital comic Adventure to Something (PMS) has types and variations in content sharing which are wrapped in social media hashtag practices. Second, to present this content, PMS uses message strategies and media strategies that generate social connections from online connections through close social networks consisting of interconnected people with very few participants. Third, community participants consume sign-value and symbolic-value from Instagram features and merchandise products that help them discover, know, follow, and find meaning from PMS content to grow connections. social from online connections in relationships between "Seekers" and co-creators.
