Abstract

Social service and protection model on children underfive in poor women labor families is the implementation model of social service and protection to prevent any children underfive in poor women labor family form being neglected. The model was experimented in Donomulyo district, Malang Regence, East Java. The experimental subjects were 30 persons representing individual, societal group, non-government organization, and related institution having commitment on children underfive problems. The result showed that social service and protection model (through Tunas Pelangi Forum) could effectively prevent children underfive from negligence. That can be seen from Tunas Pelangi Forum action planning on early childhood education program (PAUD), especially through a class for children underfive in poor labor family area. PAUD activities accommodate children underfive of poor women labor family having no sibling from heir parents. The forum gives an oriented place and educational facility under social guidance and supervision, and nutritious foods supplement. The forum also gives social guidance to their parents and surrogate parents on the importance of family role and function for children growth and development. It is recommended that local government should legalize any existence of forum (support, enhance, establish, train) for the sake of professionalism on social service and protection on children underfive. Setting joint network with related institutions on neglected children underfive service and protection. The model can be disseminated in other areas according to its own character and condition.

Abstract

This research is done to know the effectivity of a model of social organization empowerment (Orsos) in underdeveloped region through effective management enhancement as an effort to improve social organization on social welfare services in Karimun Regency. Data are gathered through angket, interview, observation, and documentary analysis. Data are analyzed quantitatively, through comparation test (t-test) and presentation, supported with quatitative analysis. The result shows that the model is effective in improving the role of social organization in social welfare service. The effectivity of model is seen form the management capacity in social organization management, covering legality understanding, facilities and pre-facilities, management, social organization, social welfare method, management capability on program planning and implementation, and benifating stimulant assistance. It is recommended that government, especially the Ministry of Social Affairs through the Directory of Family Empowerment and Social Institution (PK2KS), needs to improve the capacity of social organization managements through training and education held by Board of Social Welfare training and Education (BBP2KS) in respective region. The implementation of social welfare service needs to invite social organization as social agent service. Social agence as an institution having authority to educate local social organizations needs to facilitate social organization network forum as communication media and partnership to improve the role and function of social organization in wider scope which is suite the local conditions. The model that has been effectively experimented needs to be socialized and diseminized so that can be reference to any entities having competition on social organization empowerment.

Abstract

AbstractChildren are the nation successor that need to be protected in order to be able to grow up to become qualified and will not be a burden to the development of the country in the future. Children growth and development can be stimulated through activity of playing. This is why it is needed to create a certain condition that enables children to play safely and healthily which is called children-friendly environment. City or District or village Government’s role and the society’s role is important in realizing children-friendly kampong as the implementation of City or District policy that is feasible for children. This research is aimed to know the implementation of children-friendly kampong at Badran, Yogyakarta. Kampong of Badran is chosen as research location on the based of Badran is the kampong where the first trial of forming children-friendly kampong in Yogyakarta and is turning out well.The research subjects are those directly involved in the implementation of children-friendly kampong, consisting of government authoritative personnel, the task force team and the society, while the research objects are the implementation of children-friendly kampong, supporting factors and its obstacles. The research is conducted through a qualitative descriptive approach and that of indepth interview method and observation. The data is analyzed descriptively by understanding the observation result data and interview so that it describes the implementation of children-friendly kampong or Kampung Ramah Anak (=KRA). The research result shows that the implementation of children-friendly kampong that refers to the 7 indicators of evaluation describes the good result in which the 7 indicators are fulfilled so that it is able to build up parents’ and society’s awareness of the importance of protecting and fulfilling children rights. It creates a certain condition that enables to fulfill children rights through children-friendly kampong manifestation, yet enforces the potential of growing up optimally for children towards the condition of carrying out Indonesian children welfare.Keywords: program  implementation; children-friendly kampong; children welfare

Abstract

abstractThe Human Resources of Social Welfare Organizer act as executing performers, drivers or companions of social activity programs. This study was aimed to know the Human Resources Competencies of Social Welfare Area Organizers and the effort to improve the competencies concerned. It was a qualitative descriptive research to describe the current competencies of social welfare area organizers and the effort to improve those competencies. The location of the research was determined purposively and it was in Banjarmasin City. This city was chosen because there was a social home managed by the local government namely LKS PSBW Melati and that of LKSA Hikmah Zam Zam managed by a private party. The data was collected and analyzed descriptively to explain the Human Resources Competencies in organizing social welfare for local area. The result of the research showed that from the view point of education aspect, the majority of the human resources concerned graduated from universities but they had not had any educational background of being social workers. The ratio of the amount of the human resources and the clients served had not been in accordance with the LKS organization guidances yet. The quality of the service was influenced by the human resources concerned length of work, the longer the length of work was, the more experiences related to the duties and responsibilities they would have accordingly. The social service process in LKS had met the standard procedures appropriately covering the service stage to termination. The human resources competency and capacity of social welfare organizers need to be developed by attending social work training and practicing so that they are able to carry out social service on the base of social works. Key Words: competency; human resources; social welfare organizer
