Abstract

In the span of 74 years of Indonesia's independence, poverty, unemployment and social inequality remain major problems in national development. The Central Statistics Agency (BPS) recorded that as of March 2018, the number of poor people in Indonesia reached 25.95 million people or 9.82 percent of the total population of Indonesia. Seeing the problems that are so complex, it should be to pay attention to one solution in Islam to be able to prosper the community. Islam as rahmatan li al-‘a>lami>n has a solution through zakat, infaq and alms (ZIS) instruments. Zakat is one of the pillars of Islam consisting of shaha>dah, prayer, zakat, fasting and pilgrimage for those who are able. This study aims to analyze the level of efficiency of zakat management institutions in Indonesia in the period 2012-2016. The subjects in this study were the national zakat management organization with a purposive sampling technique. Of the 19 OPZs listed in the Ministry of Finance, two OPZs are chosen, namely the Rumah Zakat  and Dompet Dhuafa. Data collection techniques use documentation techniques. The object examined is the financial statements for the period 2012-2016. The method used is Data Envelopment Analysis (DEA) with the production approach, input-output orientation and CRS assumptions. The results of this study show relative efficiency. National zakat management organization namely Rumah Zakat  with a production approach, input-output orientation and CRS assumptions have Efficiency with 100% annual score. In the production approach, input-output orientation and the assumption of CRS Dompet Dhuafa have been Efficient in the first 3 years, namely in 2012, 2013 and 2014. However, in 2015 there was efficiency with an efficiency score of 78.71%  and in 2016 it was 64.33%. Inefficiency occurs in the variable total assets, costs of socialization, collection and distribution of zakat.Keywords: data envelopment analysis, efficiency, production approach, zakat management agency

Abstract

It is certainly undeniable that in Islam the source of ethics in the line of life is the Prophet Muhammad, including ethics of economic activity. Islam which was the beginning of its glory in the time of the Prophet Muhammad also had the concept of an economic system that should be used as a lesson and reference materials. Therefore, this paper will explain the economic activities of the pre-Islamic Arabs as a comparison with the economic activities that have been straightened out by the Messenger of Allah, which includes an initial strategy to build the economy of Medina, fiscal policy, so as to achieve social equity. The result of research shows that the economic activity of the pre-Islamic Arabs had become the World Trade Center, both in the southern part of the Arabian Peninsula which was managed by the Saba kingdom and the Himyar government with the dominant agricultural sector having fertile land. It is also supported by the presence of the Maarib giant dam. In the northern part of the Arab, Hijaz (Makkah) which was influenced by outsiders such as Persia and Rome, with the most prominent trade sector, because the territory was barren and arid, but the geographical location was strategic as a place for the caravans to stop. The economic characteristics of the Prophet's time were social-religious which emphasized cooperative work participation applied to Muhajirin and Ansar which led to increased income distribution and welfare. This is where the concept of economic democracy of the Prophet is seen which does not have to be interpreted as the enactment of the principle of equal treatment, because according to the Prophet the Have Not needs to get a partial treatment. Abstract

One thing that needs to be understood is that every result of human thought is always historical, tied to the space and time around it. The economic policies issued by Umar ibn Khat}t}a>b, Umar ibn Abdul Azi>z and Ghazan Khan must have certain truths in accordance with the dimensions of space and the cycle of time. However, the form of policy is an effort to solve the problems of the State, especially the economic sector that occurred in the middle of their leadership period. This article aims to examine the political economic thought of three caliphs, namely Umar ibn Khat}t}a>b, Umar ibn Abdul Azi>z, and Ghazan Khan with a historical approach. Political economic policy decided by Umar ibn Khat}t}a>b, Umar ibn Abdul Azi>z, and Ghazan Khan has a character that is flexible. It means however its method, during its goal to create welfare for the people and not in conflict with al-Quran and al-Sunnah, then that policy is applied. This was apparent when some of their policies are not always same as Prophet’s policy, even differ from each other, but with that difference, the world has recorded them as a brilliant decision maker. The policy of the three caliphs teaches us the ultimate determinants of the economic policy of the meaning of welfare (mas}lah}ah) which form the basis of the formulation of one policy. Rigid economic system will only become a separate boomerang for economic growth itself. Because the true that the holy economic goal is not economic growth, but the welfare of mankind as perpetrators of economic activity in this hemisphere. Keywords: Islam, Economic-Politics, Flexible, Welfare

Abstract

One of Islamic financial sectors that attract much interest from the business community around the world is the global sharia obligation (sukuk) market. Sukuk has become an important instrument in sharia financial system, both as a financing instrument and investment. This instrument grew rapidly along with the growth and development of other conventional financial instruments. This estimation is based on the large number of infrastructure projects from the Gulf region and across the Muslim world seeking capital for development. This paper tries to answer the question: What are the factors that led to the issuance and development of sukuk in three countries, namely Indonesia, Malaysia, and Turkey? The result shows that government policy and agenda in order to develop sukuk can be concluded that the issuance of sukuk from three countries Indonesia, Malaysia and Turkey is influenced by several factors. However, the most dominant factor, even the factor that has always been the cause of the increased issuance of sukuk in three countries is the regulatory or policy factor, especially regarding the tax on sukuk and the existence of strong legal infrastructure as an umbrella of sukuk practice in a country. It can be said that the smaller the tax on the issuance of sukuk the more sukuk will be published. Then the second element of the regulatory factor is the existence of security guarantees in its implementation from the side of positive law imposed in a State. This factor is also very important especially in cases in Indonesia. With the legal clarity, there is no slit in the weakness of sukuk when compared with bonds. It is different from the two countries above, the advancement of sukuk issuance apart from being influenced by regulatory factors, Malaysia seems to be more benefited by the perception of the global community that Malaysia has become the Islamic economic and finance center in the world, so Malaysia is considered more experienced in this sector. This is a factor that may be considered by global investors, so that Malaysia is to be the right destination for sharia-based investment. Keywords: Sukuk Development, Indonesia, Malaysia, Turkey

Abstract

Artikel ini bertujuan untuk mengkaji konsep globalisasi dengan pendekatan ekonomi politik. Berdasarkan kajian ini, bahwa globalisasi sarat dengan muatan logika kepentingan political economy dalam rangka mengkokohkan jangkar kekuasaan the West Nation sebagai Negara adikuasa di muka bumi, tanpa memandang kepentingan Negara-negara kecil. Dengan pendekatan ekonomi politik, banyak para ahli mengemukan fakta bahwa globalisasi identik dengan westernisasi. Globalisasi saat ini diiringi dengan misi neokolonialisme, produk Amerika yang pada dasarnya ditujukan untuk promosi kepentingan imperialistik masyarakat Barat dan berubah menjadi kekuatan hegemonic, sebagai jangkar kekuatan blok barat (AS) sebagai satu-satunya negara adidaya dunia. Para pengamat juga menunjukkan bahwa ada empat aspek utama globalisasi: 1) ekonomi 2) sosial dan budaya 3) militer 4) lingkungan. karena sebagian besar, faktor-faktor tersebut terikat dan dikontrol bahkan dimanipulasi. This article aims to examine the concept of globalization with political economy approach. Based on this study, that the logic of globalization fully loaded with cargo of political economy interests which built to anchor the power of the West Nation as a State superpower on earth, and ignori the interests of small countries. Through a political economy approach, many experts promoted the fact that globalization is synonymous with Westernization. Globalization is accompanied with the mission of neocolonialism, American products are basically intended for the promotion of the imperialistic interests of Western society and turned into a hegemonic power, as the western anchor strength (AS), as the only world superpower. Analysts also pointed out that there are four main aspects of globalization: 1) the economy 2) social and cultural 3) military 4) environment. for the most part, these factors are bound and controlled and even manipulated.

Abstract

Tulisan ini membahas tentang fractional reserve free-banking dalam perspektif maslahah yang dikemas dalam sebuah komparasi pemikiran ekonomi Islam dan ekonomi Austria. Latar belakang munculnya tulisan ini adalah kegelisahan penulis terhadap terus berulangnya krisis ekonomi. Penulis mencoba mengkomparasikan antara pemikiran ekonomi Islam dan ekonomi Austria dalam memandang permasalahan ini.fractional reserve banking merupakan sistem perbankan modern yang sarat dengan resiko resesi ekonomi, karena dibangun sebagai wadah finansial semu dan berimplikasi pada bubble economy. Sehingga dalam melihat fenomena ini, pemikiran ekonomi Islam dan pemikiran ekonomi mazhab Austria bersama-sama menyumbangkan pemikiran kontrusktif terhadap sistem moneter perbankan, yaitu berupa fractional reserve free-banking. Karena menurut kedua pemikiran ini, sumber instabilitas ekonomi modern pada saat ini terletak pada sistem fractional reserve banking yang diaplikasi di perbankan komersial di seluruh dunia melalui kemampuan penciptaan uang (creation money), sehingga money supply bergeser dari titik keseimbangannya. The study discusses about fractional reserve free-banking in maslahah perspective which is presented in comparating between islamic-economic thought and Austria economy. At the beggining of this study is researcher’s disquiet about recuring crisis of economy. The writer tries to interconnect between islamic-economy thought and Austria economy in beholding this issue. Fractional reserve banking is such a modern banking system which has a recession of economy, since it is built as forum of financial illusory, then, it implicates to bubble economy. In order to regard this phenomenon, islamic-economy thought, along with Austria economy, contributes constructive thought toward such monetary banking system. According to these thoughts, the source of instabilitymodern economy is located on fractional reserve banking system that implemented in commercial banking in over the world by creating money. Then, supplying money grates with its balancing.
