Abstract

The Performance Accountability of Government that is PAG is the brave policy and radicals had been doing by the Government of Gorontalo province in reforming the system of employee payroll area. PAG policy conducted by classifying the honorariums activities in Regional Government Budget (RGB) that usually received by each apparatus from the level of Governor, the Head of Department until the contract workers or honorary. Furthermore, the posts of honor are changed become the Performance Accountability of Government (PAG) based on the amount which determined by any of variables. The Allowance of Performance Region (PAG) is given in order to improve the welfare of officials based on work performance, place of working, working conditions, and the scarcity of the profession. Giving the Performance Accountability of Government (PAG) in its implementation in the Government of Gorontalo province area Regional Government Budget (RGB) had been brought the changes to improving the quality of service, increase the official performance. Thus, The Performance Accountability of Government (APR) is a noble policy, where in its implementation still requires the support and commitment from the leaders to improve the performance of subordinates and Government Civil Servants (GCS) are always encouraged to give the better service to the society and also to constantly innovate for the preparing of continuous improvement and continuous performance. Giving Performance Accountability of Government (PAG) needs to continue, and followed the sharpen system performance assessment with quantitative indicators that based on professionalism Government Civil Servants (GCS).

Abstract

The main problems of the current health services among others are still high disparity between the health status of the population had a high socioeconomic level of the population has a low socioeconomic level or poor. Low health status of the poor is closely related to limited access to health care, either because of geographical constraints or cost constraints (cost barrier). In other words, that the biggest obstacle facing the poor people to obtain health care facilities is the lack of cost, distance to health care facilities are too far away, as well as barriers to the means of transport or transport. To that end the Provincial Government through the Department of Health has Goorntalo optimizing health care for the poor with concrete actions such as (1) Equity in health services for the poor through the placement of doctors and paramedics, especially in health centers and hospitals in underdeveloped areas; increase the availability, equity, quality, and affordability of drugs and medical supplies, especially for the poor; and improving the quality of community pharmacy services and hospitals; (2) Improving the equity and affordability of health care; (3) Improve the quality of health services; (4) Improving hygienic behavior and healthy; (5) Improving the prevention and eradication of disease; (6) Improving the nutritional state of society; (7) Improving the handling of health problems in the affected areas.
