Abstract

The COVID-19 pandemic is a severe public health crisis, causing major disruption to daily life. To date, the total positive cases of Covid-19 in April 2021, there are 1,562,868 cases. Experiencing a significant increase compared to March 2020, there were a total of 1,155 positive cases of Covid-19. Discipline in implementing health protocols is key to controlling the transmission of Covid-19. Arrangements regarding health protocols have been implemented in the community. But the reality is, there are still many people who violate health protocols. So it needs to be reviewed, how community optimization in the new normal era, when it is associated with rules and realities in society. The research method used is empirical juridical research with legal approaches and concepts.
